151. A Common Vision for the Future: US-Dominican Relations in the 21st Century

Abstract:
The United States of America's relationship with the Dominican Republic is based on shared goals and aspirations for greater economic prosperity, security and democracy. With an estimated one million Dominican Americans living in the United States, there is a natural constituency for close and collaborative relations between our two countries on the full spectrum of bilateral economic and political issues, and there is a long-term recognition of the need to support our friendship in times of plenty and in times of need. This relationship extends to a common fight to control the illicit trade in narcotics, to strengthening democratic institutions and fighting corruption, building the educational foundation for the Dominican Republic's next generation, and many other vital areas. Yet the true building block of the strength of our relationship starts with the cultural and social ties we share and cultivate.

In an important shift, inspired partly by drift in the Doha Round negotiations, the EU announced in 2006 that it would seek new free trade area arrangements with fast-growing economies, particularly in Asia. The plan, which ended a moratorium on the launch of bilateral trade talks, in place since 1996, was billed explicitly as a contribution to the EU's own growth and jobs strategy as well as a market-opening exercise. However, the policy has so far been no more effective than multilateral negotiations in producing concrete results. Negotiations with South Korea and ASEAN have made only slow progress, while the state of talks with India remains unclear. The EU spent most of 2007 renegotiating long-standing agreements with African, Caribbean and Pacific (ACP) countries in an effort to satisfy WTO rules. Meanwhile, the EU's partnership agreements with China and Russia have expired, and appropriate successor arrangements are still being sought. In both cases, a number of important bilateral problems and strains will need to be dealt with. With its various trade negotiations treading water, the EU may need to review its options. One could be a more aggressive pursuit of market access, modelled on the US approach. Alternatively, the EU's traditional preference for multilateral engagement may reassert itself.

Abstract:
This paper analyses the impact of natural disasters in the Caribbean. The economic impact of natural disasters in the region has been significant, resulting in widespread destruction of the productive economy. This paper presents the main macroeconomic impact of disasters, e.g., a deteriorating fiscal balance, a collapse of growth and a worsening external balance, as a consequence of damage resulting from the event. By making special reference to the small-island developing state nature of many countries in the region, valuable lessons of the impact of such disasters on the capital stock can be learnt, particularly as the interruption of production of goods and services can be particularly devastating in an environment where few large sectors (agriculture, tourism) dominate the economic landscape.

Abstract:
Repairing the US relationship with Latin America will be a formidable challenge for the United States, regardless of who is elected president next year. Trust and credibility have to be restored among the region's leaders and ordinary citizens. The anti-Americanism that has taken hold in the region has to be reversed while the practice of political and economic cooperation has to be restored; however, the prospects for success do not depend only on Washington. The governments of Latin America and the Caribbean will also have to do their share to rebuild cooperation in the Americas, despite having lost confidence in the US as a reliable partner.

In September 2008, four hurricanes and tropical storms—Fay, Gustav, Hannah and Ike—slammed into Haiti with devastating force. Nearly 800 people were killed, 300 remain missing and more than 500 were injured. More than 150,000 people were displaced. Cities and towns were inundated with mud. Roads, bridges, crops and factories were destroyed. Damage to infrastructure was so great that helicopters and boats were required to reach parts of the island. Millions were left at risk of starvation. International aid officials warned that shortages could spark the kind of food riots that erupted in April of this year.

In July 2006, Haitian poet and historian Jean-Claude Martineau spoke at USIP and said that Haiti is the only country in the world with a last name—"Haiti, poorest country in the western hemisphere" —as described in the media. Sadly, in the two years since, conditions have worsened. Four severe storms that struck Haiti in September 2008 only exacerbated the already critical problem of the country's poverty.

Haiti's constitution was adopted on March 29, 1987 when over 90 percent of the voters approved it in a popular referendum. The result was not surprising. Among the most democratic in the world, Haiti's constitution was proposed in the aftermath of the brutal Duvalier dictatorship and seemed to promise an end to arbitrary and violent rule. Unfortunately, that was not the case as the country endured two more decades of turmoil. In the period of instability following adoption of the constitution, its provisions were more often ignored or violated than observed.

160. Special Report No. 208: Haiti: Confronting the Gangs of Port-au-Prince

Although ostensibly criminal in nature, the gangs of Port-au-Prince were an inherently political phenomenon. Powerful elites from across the political spectrum exploited gangs as instruments of political warfare, providing them with arms, funding, and protection from arrest. Beginning in 2006 and reaching its culmination in February 2007, the UN Stabilization Mission in Haiti (MINUSTAH) conducted a series of successful military and police operations against armed gangs, based in sanctuaries in Cité Soleil and other urban slums, that had terrorized the populace. The campaign resulted in the arrest of principal gang leaders and some eight hundred of their followers. UN operations followed a public announcement by Haiti's president, René Préval, that the gangs must “surrender or die,” and a private request to the United Nations to take armed action. Préval's call for action came after efforts to negotiate with the gangs proved futile. Antigang operations involved the Haiti National Police (HNP), the country's only security force. HNP support for, and direct engagement in, these operations was essential to their success. Haitian police SWAT teams arrested most of the gang leaders. Although the UN assaults resulted in civilian casualties and extensive property damage, the great majority of Cité Soleil residents surveyed believed that the UN crackdown was justified. If MINUSTAH had not been willing and able to confront the gang threat, the likely consequences would have been the collapse of the Préval administration and the failure of the UN mission. The United Nations must be capable of mounting assertive operations to enforce its mandates, and it can succeed in such operations under the proper conditions if it summons the necessary resolve. MINUSTAH's success in con-fronting the gang threat suggests that the conditions needed for successful mandate enforcement include unity of effort among mission leadership, local buy-in and support, actionable intelligence to guide operations, effective employment of Formed Police Units (FPUs), integrated planning of military, police, and civilian assistance efforts to fill the void left by the displacement of illegal armed groups, and holistic reform of, and international support for, the legal system.
