Abstract:
Canada and Mexico rarely figure high on the list of American priorities. Policymakers focus on conflicts in the Middle East; specialists in international relations discuss China's growing influence; and newspapers cover the international crisis du jour. It is easy to forget about two countries that appear to pose no direct or immediate threat to U.S. interests.

Abstract:
This paper examines the 3D (defence, diplomacy, and development) framework for humanitarian interventions in weak states and/or conflict situations. It accepts that there are some considerable strengths built into this strategic concept for it privileges both a “whole of government” approach and the need to emphasize capacity building in all areas of governance. It argues, however, that the 3D framework remains too narrow in its logic and mode of application. The paper asserts that the 3D approach needs to be complemented by another configuration termed the 3Ns - niches, norms, and networks. In suggesting that the framework guiding humanitarian interventions needs to be extended in this fashion, this work considers both evolving cases (Afghanistan, Haiti, and potentially Darfur) and offers a detailed examination of the pivotal Canadian rescue mission to Zaire at the end of 1996. At the core of the paper is the contention that Canada needs to cast its involvement in humanitarian interventions through a less bureaucratically driven approach. What is required instead is a fuller appreciation of contextual considerations.

Abstract:
This is a comparative study that explores the impact of participation in United Nations (UN) peacekeeping operations on civil-military relations in two democratizing and developing countries; namely, Argentina and Uruguay. I ask for example, why the incorporation of the Argentine military into UN peace operations increased linkages between diplomats and soldiers, while Uruguayan peacekeeping experiences enlarged the gap between politicians and the military? I develop a qualitative measurement to evaluate variations on the effects by focusing on the mode of transition to democracy, the bureaucratic politics of the defense policy-making, and the type of socialization in the field. My research argues that the military is not defined only by domestic variables. This leads to questions in general about the nature of the military as an institution. Not only the doctrine, technology and techniques of the military are influenced by international variables, but also its very raison d'être and place in domestic politics. This is an initial attempt to theorize and elucidate how the peacekeeping policies of transitional and democratizing regimes differ and vary in their effects from the peace contributions of developed and established democracies, such as Canada, Norway, and Sweden.

384. Getting to “No”: Defending Against Demands in NAFTA Energy Negotiations

Abstract:
How can a developing country defend itself against unwanted demands in international economic negotiations, especially when the demandeur is a stronger state? Such defense can be a necessary component of any strategy, not only a distributive one but also a mixed strategy aimed at a wider agreement that benefits both sides. Sometimes what looks like an unwelcome demand turns out, after exploration and exchanges of concessions, to be an acceptable element in a beneficial package deal. But some demands are unwelcome in the stronger sense that one's government places an infinite reservation value on that particular issue. The government would prefer no agreement. In the case of a deal breaker, the delegation can walk away from the entire negotiation, but this could have large costs in opportunities foregone and even possible penalties imposed. What are the alternatives short of walking away? Mexico's negotiators faced such situation in the North American Free Trade Agreement (NAFTA) negotiations with the United States and Canada (1990-1992), specifically in the energy sector. In general the three states sought a mutual-gains agreement, and in general each employed a mixed strategy. In energy, however, Washington made demands--regarding investment and supply commitments--which Mexico found unacceptable. At the end of the day the Mexican team managed to attain its main offensive negotiation aims in NAFTA (significantly improved market access, faster tariff reductions in the U.S. and Canada than in Mexico, and an effective dispute settlement mechanism), as well as the main defensive ones in energy. How did they do it? Structural conditions, such as being a neighbor of the U.S., gives Mexico certain leverage in negotiations, for the U.S. will typically take into account non-economic considerations when negotiating over economic issues. Nonetheless, many lessons derived from Mexico's negotiation strategy in energy negotiations during NAFTA can be applied across a range of cases.

385. Prospects for Regional Free Trade in Asia

Abstract:
Frustrated with lackluster momentum in the WTO Doha Round and the Asia Pacific Economic Cooperation (APEC) forum, and mindful of free trade agreement (FTA) networks centered on the United States and Europe, Asian countries have joined the FTA game. By 2005, Asian countries (excluding China) had ratified 14 bilateral and regional FTAs and had negotiated but not implemented another seven. Asian nations are also actively negotiating some 23 bilateral and regional FTAs, many with non-Asian partners, including Australia, Canada, Chile, the European Union, India, and Qatar. China has been particularly active since 2000. It has completed three bilateral FTAs—Thailand in 2003 and Hong Kong and Macao in 2004—and is initiating another 17 bilateral and regional FTAs. However, a regional Asian economic bloc led by China seems distant, even though China accounts for about 30 percent of regional GDP. As in Europe and the Western Hemisphere, many Asian countries are pursuing FTAs with countries outside the region. On present evidence, the FTA process embraced with some enthusiasm in Asia, Europe, and the Western Hemisphere more closely resembles fingers reaching idiosycratically around the globe rather than politico-economic blocs centered respectively on Beijing, Brussels, and Washington.

On November 2, the UN General Assembly's Third Committee is due to consider a Canadian resolution condemning Iran for human rights violations. A similar resolution was approved by the General Assembly in 2004 by a vote of 71-54 with fifty-five abstentions. Iran's human rights violations have recently worsened, and the Iranian government is becoming less concerned about international complaints on the matter.

Abstract:
Beginning on July 6, British prime minister Tony Blair will host the G8 summit in Gleneagles, a hotel and golf course in Scotland. Africa and climate change are the two main topics on the agenda, but counterterrorism, proliferation, and political reform in the Middle East are scheduled to be discussed as well. The annual G8 summit has become the sole forum in which the leaders of the seven top industrialized countries (Britain, Canada, France, Germany, Italy, Japan and the United States) and Russia meet to discuss and decide on courses of action. Diplomatic grandstanding and expected antiglobalization demonstrations aside, the summit is an opportunity to set the international political and bureaucratic agenda for months ahead.

Abstract:
Within the single month of November 2004, Saskatchewan became the latest Canadian province to accept same-sex marriage, South Africa's Supreme Court of Appeal held the limitation of marriage to opposite-sex couples to be unconstitutional, the United Kingdom became the latest European country to introduce civil partnerships as an institution for same-sex couples analogous to marriage, and the government of New Zealand presented a Bill to the New Zealand Parliament to do the same thing in that country. In the 15 years since Denmark became the first country in the world to introduce such an institution most jurisdictions in Western Europe and in Canada, and a handful of states in the United States of America, have followed Denmark's innovation and some have opened up the institution of marriage itself to same-sex couples. The peculiarly North American debate whether civil partnership is a second-rate alternative to marriage as a means of achieving gay and lesbian equality has not been engaged with elsewhere in the world, and it will not be engaged with here. This article intends, rather, to explore the remarkable phenomenon that such a debate is today one of practical reality rather than hypothetical aspiration.

As modern "miracle drugs" play a growing role in medical practice, drug prices in America soar far beyond prices in the rest of the world. Yet our law prohibits Americans from buying American-made drugs abroad at those prices and "reimporting" them to the United States. That has led many Americans, and even some state and local officials, to ignore the law and go to Canada and Mexico for their drugs; to the passage in the House last year of a bill lifting the ban on reimportation; and to similar bills now in the Senate—legislation that Health and Human Services Secretary Tommy Thompson recently called "inevitable."

Abstract:
Economic performance has been solid, and macroeconomic policies are appropriate. The economy is expected to expand by close to 3.5 per cent in 2005, and the output gap will soon be closed. Monetary stimulus should gradually be removed and the fiscal policy stance needs to remain neutral. The Canadian dollar appreciated sharply in 2003 and is now probably not far from its fundamental value. Canadian firms will need to continue to adjust by making efforts to improve productivity to maintain competitiveness. Policy makers should remain focussed on policies that enhance productivity growth across all sectors. With a sound macroeconomic framework and structural policies that are mostly conducive to a well functioning economy, the country is well placed to meet the challenges of an ageing population, namely, maintaining rises in living standards through strong rates of productivity growth and policies to attenuate the expected fall in hours worked on average across the whole population, and ensuring that public finances are sustainable, especially given pressures on health care outlays.
