201. A Canadian Primer to the G20 Summit in Osaka, Japan

Abstract:
On Friday, June 28, Japanese Prime Minister Shinzo Abe hosts the leaders of the 19 major economic nations and the European Union in Osaka, Japan. As G20 finance ministers noted after their meeting earlier this month “growth remains low and risks remain tilted to the downside. Most importantly, trade and geopolitical tensions have intensified.” Created in the wake of the 2007-2008 “Great Recession”, the G20 is economic multilateralism at work, an insurance policy to prevent globalization going off the rails. This 14th G20 summit is the culmination of a year-long series of ministerial meetings, hosted throughout Japan.

202. The Sub-Optimal Effect of Decreasing Military Capability – A Canadian Study

Abstract:
Defence budgets seldom remain constant, despite the long-term orientation required in defence planning. However, short-term fluctuations in funding can disrupt military programs and activities, and the impact can last several years. This is, in part, due to the unique mix of personnel, equipment and operations, which the defence budget funds. In times of rapid and unplanned defence budget reductions, short-term decisions can be made that are not necessarily in the best interest of the efficient and effective management of the armed forces. Indeed, significant unforecasted funding reductions could produce and reinforce dysfunctional behaviour. Defence budget reductions, to be effective, must include reductions in each of personnel, operations and maintenance, and capital categories in order to maintain a balance between current demands and building future capability. This study uses the Royal Canadian Navy to demonstrate the fundamental cost relationships in the management and operation of defence forces, which become evident during periods of rapid funding reductions. Fiscal year 2004-2005 is used as the baseline year for the study. The Canadian navy is used as a case study, although similar case studies could have been done for the Canadian army or air force. The Canadian navy has warships divided between the East and West coasts, with one naval base on each coast. This study reduces the number of ships, and associated base support on each coast, in a defined sequence until all ships are eliminated, and illustrates potential savings throughout this process. The study concludes that unless infrastructure, as well as the number of military and civilian personnel, is reduced as ships are decommissioned, savings are minimal.

203. Does Canada Need a Foreign Policy Review?

Abstract:
Canada’s contemporary foreign policy has been shaped by deep integration with, and dependence on, the United States, offset by multilateral support for a rules-based international order. The Trump administration’s confrontational nationalism, combined with other global events and trends, has now disrupted Canada’s position and assumptions. This raises the question of whether or not it’s time for a Canadian foreign policy review. While the Trudeau government deserves credit for several initiatives, a series of discontinuities in Canada’s domestic and foreign policies suggests that our interests could be better served. The Canadian government has two main options: it can follow its current path of adjusting its policies in an ad hoc fashion, while waiting out the Trump administration and hoping for more favourable successors, or it can attempt to set Canada on a new path, in which case a foreign policy review would be warranted.

Abstract:
A new study shows how trade-related job losses translate into increases in military enlistment. While the study is convincing in its own right, it raises important questions and highlights one potential pitfall of political-economic analysis: focusing on partial equilibrium results in a full-equilibrium world. The United States-Mexico-Canada Agreement, or USMCA (or “NAFTA 1.1: Same Great Taste in a New Package!”), the trilateral trade, investment, and regulatory agreement that will replace the North American Free Trade Agreement (NAFTA) is still working its way through congressional approval in all three member nations. The political wrangling, which consumed most of 2018, was arduous and heated. Eventually, what emerged was a new trade deal that mostly kept NAFTA’s architecture in place and added to it many of the US-Canada-Mexico provisions included in the Trans-Pacific Partnership (TPP), to which all three countries were parties before President Trump withdrew the United States in January 2017.

206. The royal military college of Canada: Responding to the call for change

The Royal Military College of Canada (RMC) has a very proud history of producing quality officers for over 140 years, delivering excellence in education, research and military training that is responsive to the needs of Canada, the Defence community and the ever-changing global security environment. RMC is unique as it is a military unit that is also a recognized university. The primary mission of RMC is to support the Regular Officer Training Plan (ROTP) by educating, developing and inspiring bilingual and fit, ethical leaders to serve the Canadian Armed Forces (CAF) and Canada with distinction. Since RMC opened its doors in 1876 to the fi rst 18 cadets, there have been a number of studies that have examined the RMC program and that have been the catalyst for positive change. T ese pivotal moments in history have been indispensable for RMC to remain relevant and continually improve. Of late, there has been a significant amount of attention placed on RMC again, defi ning another pivotal moment in RMC’s history that has become the catalyst for change once again. In October 2016, the Chief of the Defence Staff (CDS), General Jonathan Vance, initiated a Special Staff Assistance Visit (SSAV) to ensure the high standards expected of RMC are upheld and the Auditor General (AG) of Canada, Mr. Michael Ferguson, completed an audit of the ROTP at RMC, the results of which were presented to Parliament in November 2017. Many changes are already in place, but there is more work to do. With a look at governance, the four-pillar program and the call for change, this paper outlines what steps RMC has and will be taken to posture this ‘university with a difference’ for success for years to come.

207. Geostrategy and Canadian Defence: From C.P. Stacey to a Twenty-First Century Arctic Threat Assessment

Geostrategy can be nebulous in meaning, leading to “concept creep” when applied by theorists. “The concept of geography is perilously all-embracing and, like other factors that purportedly explain everything, has the potential to end up explaining nothing in particular,” Gray warns. “One can speak of physical geography, human geography, economic geography, political geography, cultural geography, military geography, strategic geography, and many more. Unfortunately for neatness of analysis, the geographical setting for international power must embrace all of these.”10Canadian historian C.P. Stacey’s11 approach lends a methodological rigour to avoid conceptual overstretch, while remaining sufficiently expansive in its breadth of interpretation to consider the state actions needed to maintain a constructive world role writ large(clustered around issues such as strategic doctrine, global geopolitical imperatives producing the foci of regional involvement internationally, and global roles shaping how a country should yield its worldwide influence).12Stacey is an original Canadian defence thinker who teaches us that geography matters in strategic analyses and offers a starting point to develop a set of measures with which to appreciate Canada’s position in the international system. Accordingly, we begin this article by outlining how Stacey conceptualized geostrategy in his important, if often overlooked, The Military Problems of Canada.13 Although shifting great power polarity and advances in technology such as the emergence of new and more acute asymmetric threats and new strategic domains (such as space and cyber), require a modest revision of Stacey’s core methodology of military geography, his methodical approach continues to offer relevant insights to the identification and assessment of threats to Canadian defence. Having modernized Stacey’s geostrategic analytics, we then apply them to the Canadian Arctic as a case study. The region is undergoing a massive transformation, with climate change and geopolitical developments ending the region’s “isolation.” Nonetheless, the complex array of variables at play makes it difficult to anticipate what activities are going to happen – and, equally important, whereand when. Our analysis suggests that Stacey’s approach supports official military statements anticipating no near-term conventional military threats to Canada’s Arctic by encouraging a more deliberate parsing and analysis of geographical variables often conflated or overlooked in strategic assessments.

Abstract:
Diversity and Inclusion are terms that are commonplace across various industries, including the hiring practices of corporations and in representation at educational institutions. We see diversity and representation play an important role in the democratic nomination race for the 2020 U.S. presidential election, sometimes mentioned only to gain political advantage. Diversity, in terms of whose story gets told and whose doesn’t, is a theme that is woven throughout a variety of global issues, but often takes a backseat to the bigger news stories that tend to dominate media outlets. Yet, diversity or lack thereof is often implicated upon closer examination of global issues. Climate change, development, violent conflict, terrorism, human rights violations, reform of global governance, and problems of democratic representation throughout the globe are closely tied to issues of diversity. Increasingly, questions of diversity and inclusion present a pathway to solutions to many of these problems. For the 21st volume of the Journal, we wished to showcase and champion diversity and representation in academia by bringing the voices of diverse writers and less familiar topics to our readers. This issue features three articles on indigenous rights. Sheelagh Daniels-Mayes and Kristina Sehlin MacNeil write on the concept of diplomacy, focusing primarily on the lesser recognized diplomacies of First Peoples in Australia and Sweden. Priscila Ribeiro Prado Barros posits that the growing involvement of Indigenous Peoples in Brazil, in the defense of their own affairs, have triggered the emergence of a new organizing logic, which considers rights as more important than territorial authority. Finally, Erica Neeganagwedgin examines the Canadian federal government’s 1969 Statement of the Government on Indian Policy and the recent Indigenous Rights Framework that the Canadian government introduced in 2018. The remaining three articles discuss diversity in employment at the UN, the issue of ethnic diversity in the two Sudans, and how international law affects refugees in the Caribbean. Harold Heredia discusses the importance of diversity at the UN as stated in the organization’s charter in Article 101. Luka Kuol examines the case of the two Sudans to argue that ethnic diversity can become a curse when there is a governance deficit that is manifested in social contracts and systems of government that abhor and detest diversity. Westmin James’ article asserts that both international treaty law and customary international law may appropriately aid constitutional interpretation and can protect asylum seekers or refugees from being repatriated to their home country. Our strong desire to provide a platform for less familiar topics was the driving force behind the creation of this issue. We hope you enjoy this issue and the diverse topics that it touches on.

209. Involuntary migration, inequality, and integration: National and subnational influences

Across the world, we observe different experiences in terms of inequality between migrant and ‘host-country’ populations. What factors contribute to such variation? What policies and programmes facilitate ‘better’ economic integration? This paper, and the broader collection of studies that it frames, speaks to these questions through focused comparative consideration of two migrant populations (Vietnamese and Afghan) in four Western countries (Canada, Germany, the UK, and the US). It pays particular attention to involuntary migrants who fled conflict in their home regions beginning in the 1970s. The paper builds in particular on the literature on segmented assimilation theory, exploring new linkages with work on horizontal inequality, to highlight the role of five key sets of factors in such variation: governmental policies and institutions; labour market reception; existing co-ethnic communities; human capital and socioeconomic characteristics; and social cohesion or ‘groupness’.

210. When Do Religious Minorities' Grievances Lead to Peaceful or Violent Protest? Evidence from Canada’s Jewish and Muslim Communities

Abstract:
Previous research has shown that minority grievances can contribute significantly to violent conflict. However, it appears that grievances do not inevitably induce religious and other minorities to engage in protest or rebellion. Moreover, relative deprivation may explain conflict but not necessarily violent conflict. Contributing to research on these questions, this paper explores the conditions under which the grievances of religious minorities lead to non‐violent or violent protest. Using a motive‐opportunity framework, we assume that members of religious minorities who feel discriminated against must be willing and able to engage in peaceful and violent forms of protest – and that certain conditions are required for grievances to result in peaceful or violent dissent. We test this proposition by comparing the Jewish and Muslim communities in Canada. Our findings indicate that relative economic and political deprivation may create concrete grievances that in combination with origin-based value incompatibilities can explain differences in behaviour in reaction to these grievances.
