Abstract:
Infidel is a heroic, inspiring story of a courageous woman who escapes the hell of a woman's life in the Muslim world and becomes an outspoken and blunt defender of the West. Ms. Hirsi Ali takes the reader on her own journey of discovery, and enables him to see, through concretes and by sharing her thought processes, how she arrived at the conclusion that Islam is a stagnant, tyrannical belief system and that the Enlightenment philosophy of the West is the proper system for human beings. In Part I, Ms. Hirsi Ali describes her childhood in Muslim Africa and the Middle East. With her father imprisoned for opposing Somalia's communist dictator Siad Barré and her mother often preoccupied with finding food for her family, young Ayaan and her siblings grew up listening to the ancient legends their grandmother told them-legends glorifying the Islamic values of honor, family clans, physical strength, and aggression. Born in 1969 in Somalia, Ms. Hirsi Ali moved frequently with her family to escape persecution and civil war, living in Saudi Arabia, Ethiopia, and Kenya. At a colonially influenced Kenyan school, she discovered Western ideas, in the form of novels, "tales of freedom, adventure, of equality between girls and boys, trust and friendship. These were not like my grandmother's stark tales of the clan, with their messages of danger and suspicion. These stories were fun, they seemed real, and they spoke to me as the old legends never had" (p. 64). Forced into an arranged marriage, she was shipped to Germany to stay with distant family while awaiting a visa for Canada to join the husband she didn't know. At age twenty-two, alone and with nothing but a duffle bag of clothes and papers, she took a train to Holland to escape the dreary life of a Muslim wife-slave. "It was Friday, July 24, 1992, when I stepped on the train. Every year I think of it. I see it as my real birthday: the birth of me as a person, making decisions about my life on my own" (p. 188). In Part II, Ms. Hirsi Ali shares her wonder of arriving in modernity, and her relentless effort to create a productive, independent life for herself. After being granted asylum, she worked menial jobs, learned Dutch, became a Swahili translator, earned a vocational degree, and finally graduated with a degree in political science from one of Holland's most prestigious universities. An outspoken advocate of the rights of Muslim women, she was elected to the Dutch parliament in 2003, as a "one-issue politician"-she "wanted Holland to wake up and stop tolerating the oppression of Muslim women in its midst" and to "spark a debate among Muslims about reforming aspects of Islam so people could begin to question" (p. 295). She became a notorious critic of Islam, at one point daring to call the Prophet Muhammad a pervert for consummating marriage with one of his many wives when she was only nine years old. In 2004, she made a short film called Submission: Part 1 in which she depicted women mistreated under Islamic law raising their heads and refusing to submit any longer. Tragically, the film's producer, Theo van Gogh, was brutally murdered by an offended Muslim, who left on van Gogh's body a letter threatening Ms. Hirsi Ali with the same fate. Since 2004, Ms. Hirsi Ali has had to live under the constant watch of bodyguards, often going into hiding for months at a time. Although the straight facts of her life are in and of themselves admirable, Ms. Hirsi Ali's intellectual journey as presented in Infidel is truly awe inspiring. This journey begins in Africa in the disturbingly dark world of Islam-with its disdain for thought and reason, its self-sacrificial ethics, and its corrupt, tyrannical politics-and ends in the West with her having become an outspoken champion of reason and freedom.

312. Failure to Provide: Healthcare at the Veterans Administration

Prior to World War I, the federal government effectively provided no hospital or medical care to veterans other than extending domiciliary care to a few veterans disabled while in service. With American entry into World War I, however, it was decided to extend the treatment accorded members of the armed forces who were receiving hospital care after they had been mustered out. As a consequence the Veterans Bureau was created in 1921. In 1930 a new agency, the Veterans Administration (VA), took over responsibility for all veterans\' affairs. Following World War II and the passage of a comprehensive GI Bill that included generous medical and hospital care for returning soldiers, the VA rapidly expanded to the point whereby it established itself as the largest supplier of health care in the nation. For most of the period since the end of World War II these medical facilities were plagued by waste, poor management, and negligence. While it is true that conditions at VA facilities have improved since the late 1980s, they still lag behind those that obtain at the nation\'s voluntary hospitals. The shift from inpatient to ambulatory care, an increase in chronic care needs in an aging population, and increases in the demand for medical services as a result of the most recent Middle Eastern conflicts clearly undermines the reason originally put forward to operate a direct health care system. Abstract:
No country in the world affects daily life in the United States more than Mexico. The two countries are deeply intertwined, and what happens on one side of the border necessarily has consequences on the other side. Almost one in ten Americans is of Mexican descent, and a third of all immigrants in the United States today are from Mexico, while well over a half-million Americans live in Mexico. Mexico remains the second destination for U.S. exports after Canada, and millions of American jobs depend on this trade. From south to north the linkages are even greater: over three quarters of Mexico's exports go to the United States and one in ten Mexicans lives in the United States.

Abstract:
At the September 2009 Pittsburgh Summit the leaders of the G20 set out a series of far reaching regulatory reforms to “tackle the root causes of the crisis and transform the system for global financial regulation”. The centrepiece of the reform effort was Basel III, a new set of capital adequacy rules to be drawn up by the Basel Committee on Banking Supervision (BCBS), a group of international banking regulators, by the end of 2010. As the G20 convenes in Toronto almost one year later, Basel III is entering a critical phase in the reform process – a phase which will determine whether we see fundamental reform of the international banking system or merely a return to 'business as usual'. Drawing on the experience of the previous attempt to overhaul global capital standards, Basel II, this DIIS policy brief proposes a set of institutional and structural reforms to the BCBS to ensure that it succeeds in realizing the G20's vision for a sounder and more resilient financial system.

The United States has been widely blamed for the recent financial crisis. As the U.S. economy floundered and China continued to grow in the great recession of 2008—2009, Chinese authors launched ''a flood of declinist commentary about the United States.'' One expert claimed that the high point of U.S. power projection was 2000. The Chinese were not alone in such statements. Goldman Sachs advanced the date at which it expects the size of the Chinese economy to surpass the U.S. economy to 2027. In a 2009 Pew Research Center poll, majorities or pluralities in 13 of 25 countries believed that China will replace the United States as the world's leading superpower. Even the U.S. government's National Intelligence Council projected in 2008 that U.S. dominance would be ''much diminished'' by 2025. President Dmitri Medvedev of Russia called the 2008 financial crisis a sign that the United States' global leadership is coming to an end, and even a sympathetic observer, Canadian opposition leader Michael Ignatieff, suggested that Canada should look beyond North America now that the ''the noon hour of the United States and its global dominance are over.

Germany's Western Front, 1915, translated and edited by Mark Osborne Humphries and John Maker, is the second volume in a series of translations of Der Weltkrieg, the official German history of the First World War. Mark Osborne Humphries teaches Canadian and military history at Mount Royal College in Calgary, Alberta and has published several works on the First World War in both Canadian and international journals. John Maker is a PhD Candidate at the University of Ottawa, working on a dissertation entitled ‚Shiner, Shindigs, and Shenanigans: Canadian Soldiers in Britain during the Second World War.‛ Composed of selections from volumes VII, VIII and IX of Der Weltkrieg, Germany's Western Front, 1915 dutifully presents one of the last triumphs of German Wilhelmine era operational level military history. Originally published from 1925 to 1944, Der Weltkrieg stands as the culmination of the von Rankean tradition of ‚wie es eigentlich gewesen” or 'how it actually happened' in the Great German General Staff. Humphries and Maker produced this translated work in an attempt to provide a German counterpart to the narrative of the Great War in English, which has been traditionally, and understandably, dominated by sources from England, Canada, Australia, New Zealand and the United States of America. In an ironic post-modern twist, the editors have sought to end the ‚othering‛ of German interpretations by translating the official (one might be tempted to say master narrative) German history of the war into English, and thus simply adding one master narrative to another. Nevertheless, both the foreword by Hew Strachan and the introduction written by the editors do an excellent job of not only situating Der Weltkrieg within the historiography, but also critically examining the creation and creators of the series. Throughout the volume, the editors consistently provide useful footnotes, not only to clarify various points in the text, but also to elaborate on the relationships between the subject matter and the authors of Der Weltkrieg (the most notable example being von Haeften's consistently negative critique of Feldmarschall von Falkenhayn's conduct throughout 1915, which directly stemmed from von Haeften's personal loyalty to his former commanding officer, Helmuth von Moltke the Younger, who was replaced by Falkenhayn). Although the usefulness of Der Weltkrieg is limited by its high level focus (the series does not focus on any military unit smaller than a division and is mainly concerned with the leadership coterie of Germany's war effort), it nevertheless remains an important resource for historians as the series was produced from sources which were destroyed during the Second World War by a wayward British bomber, and thus denied to current researchers. Although this official history was finished during the Nazi era, it remains remarkably free of National Socialist ideological overtones. Most of the politically motivated interpretations in the series are an expression of Imperial or Weimar era internal military intrigues, not those of the Third Reich.

Abstract:
On April 28, 2009, a delegation of Inuit leaders from Greenland, Canada, Alaska, and Russia presented the Circumpolar Inuit Declaration on Arctic Sovereignty in Tromsø, Norway, where the Arctic Council was meeting. This historic declaration represented the Inuit response to their exclusion eleven months earlier at the May 2008 Ilulissat Summit of top foreign policymakers among the Arctic rim states, and reflects a formal, if not aggressively forceful, rejection of the modern state's latest effort to shape the destiny of Arctic without the participation of the Inuit.

On 24 February 2005, Prime Minister Paul Martin ended months of speculation by rejecting President George W. Bush's invitation to participate in his administration's ballistic missile defence (BMD) program. Martin had come to power in December 2003, intent on joining as a means of improving defence cooperation with the United States in the wake of Canada's decision not to endorse the US-led war in Iraq that had strained relations between Bush's administration and Jean Chrétien's government.2 But his plan was thwarted by several factors: public disapproval of the war, which by the time Martin took office had hardened into opposition to Bush's foreign policy; the June 2004 general election that reduced Martin's government from majority to minority status; opposition within Martin's Liberal party and among Liberal, New Democratic Party (NDP) and Bloc Québécois (BQ) members of parliament (MPs); and the ambiguous stance of the Conservatives, who had previously supported Canada's involvement. Also contributing to the decision were the Bush administration's non-committal approach to the negotiation, its failure to respond to Canadian concerns about US protectionism, and the president's ill-advised public intervention in the missile defence debate during his visit to Canada in late 2004.

320. Terrorism in Canada: Victims and Perpetrators

Abstract:
“Our imagined terrorist cell was initiated by an overseas source,” explains Major-General Edward S. Fitch, recently retired from the Canadian Forces (CF), in discussing preparations for the Vancouver 2010 Olympic Games (V2010). “They sent one man to Vancouver circa 2004,” he continues, “about one year after it was announced the city would host the 2010 Games.” After settling in, the foreign operative found “an apartment and a simple, low profile job” in the city and began to “plan, recruit, train, conduct reconnaissance, surveillance, and build improvised explosive devices (IED).” Over time, the operative assembled a terrorist cell of local Canadians, each recruit bringing “useful skills” to the operation, familiarity with Vancouver, Whistler, and surrounding areas, and an ability to blend into Canadian society. Over the subsequent months and years, the cell began acquiring weapons and other materials “through legal means” to use in their attacks. They remained discreet, followed the law, and avoided detection. The group's strategy, Major-General Fitch suggests, was to “force the cessation of the Games by breaking the Canadian public's will by causing casualties and demonstrating the impotence of the security forces.” Tactically, the imagined cell avoids targeting Olympic venues directly, which are deemed too heavily guarded, in favour of attacking “soft targets in public areas.” They do so using explosives in order to “leverage the strengths of the small cell” against Canada's much larger and better equipped security apparatus. Operationally, the fictional adversary is equipped, capable, and motivated to conduct any number of attacks, including mass-casualty bombings against Canadians and visiting foreigners.
