Journalists and environmentalists erroneously claim more than half the country has "some of the worst air pollution," when in fact the worst areas of California stand head and shoulders above all others. The nation sorely needs an honest assessment of air pollution, which would be aided by greater skepticism from journalists about air pollution claims.

Electric utility restructuring was initiated in the 1990s to remedy the problem of relatively high electricity costs in the Northeast and California. While politicians hoped that reform would allow low-cost electricity to flow to highcost states and that competition would reduce prices, economists wanted reform to eliminate regulatory incentives to overbuild generating capacity and spur the introduction of real-time prices for electricity.

73. Deploying Missile Defense: Major Operational Challenges

Abstract:
If all goes according to plan, by the end of 2004, the United States will deploy eight groundbased midcourse defense (GMD) interceptors1 in Alaska and California, along with land-, sea-, and space-based sensors and the command and control systems to support the interceptors. By the end of 2005, 12 more GMD interceptors will be added, along with additional sensors and interceptor missiles on Navy ships.

Abstract:
Will Kymlicka has argued “democratic politics is politics in the vernacular.” Does it imply that democratic politics is impossible in a multilingual community, whether at the local, national, regional or global level? This paper discusses this assumption and maintains that democratic politics should imply the willingness of all players to make an effort to understand each other. Democratic politics imply the willingness to overcome the barriers to mutual understanding, including the linguistic ones. Any time that there is a community of fate, a democrat should search for methods that allow deliberation according to the two key conditions of political equality and participation. If linguistic diversity is an obstacle to equality and participation, some methods should be found to overcome it, as exemplified by the Esperanto metaphor. The paper illustrates the argument with four cases of multi-linguistic political communities: a) a school in California with English-speaking and Spanish-speaking students; b) the city of Byelostok in the second half of the nineteenth century, where four different linguistic communities (Polish, Russian, German and Yiddish) coexisted. This led Markus Zamenhof to invent Esperanto; c) the linguistic problems of the Indian state, and the role played by English – a language unspoken by the majority of the Indian population in 1947 – in developing Indian democracy; and d) the case of the European Parliament, with twenty languages and a wealth of interpreters and translators.

Where I live, on the West Coast of the United States, and teach, at the University of California, Europe seems far away. Geographically we are closer to Latin America and Asia. Ethnically, Californians of Hispanic and Asian-American descent are increasingly numerous. Within 20 years, residents of European origin will be a minority; already they are a minority of the undergraduates enrolling at Berkeley. Economically as well, we look to Asia. It is in California where the largest number of container ships arriving from Asia are unloaded, and it is across the Pacific, and in China in particular, that most of those containers originate.

Abstract:
Immigrant integration is now a key issue for communities across the nation. States and communities that had seen few immigrants as recently as 1990 are now welcoming new arrivals in unprecedented numbers. Although new immigrants continue to settle in the traditional U.S. centers of immigration—including California, Florida, New York, and Texas—the states with the currently fastest growing immigrant populations have not seen similar inflows for almost a century, if ever. According to the 2000 Census, these new destination states include North Carolina, Georgia, and Tennessee (at the top of the list) and other states in the Southeast, as well as states across the Midwest and up into the Pacific Northwest.

77. Chinese and Indian Engineers and their Networks in Silicon Valley

Abstract:
In recent years, Asian immigrants have played an important role in Silicon Valley's growth, as suppliers of both engineering and entrepreneurial talent. Given their relatively large numbers, the Indian and Chinese communities' contributions have been particularly noted. The Indians' presence became more marked toward the last few years of the century, bolstered by arrivals working on the Year 2000 (Y2K) problem. The Chinese, by contrast, had older roots set down amid long-standing political, economic, and educational links with Taiwan. Both communities have formed extensive ethnic professional networks, with large memberships and well-attended, regular "networking" events, such as monthly meetings and special interest group sessions. The popularity of these events suggests that members find them valuable. While some of the value is probably noneconomic, the avowedly economic mission (see below) and long-term popularity of these gatherings means that most members primarily derive economic benefits. These networks and their members are the subject of this paper. The author acknowledges the collaboration of Professor AnnaLee Saxenian of the University of California, Berkeley, in the design of and data collection for the survey which forms part of this paper. These media, which range from small weekly newspapers in Filipino communities in Northern California to transnational corporations such as Univision (Univisión) which serves the Hispanic community, were the centerpiece of a lively exchange at the Aspen Institute in Aspen, Colorado, July 13-15, 2000.
