1. Urban Politics in the Middle East

Abstract:
Urban politics has received growing attention in the anthropology, sociology, and political science of the MENA region. In line with global trends, questions of scale, territory, flows and connectivities and materialities have come to the fore, with a wide range of creative and novel lines of inquiry connecting the global to the hyper-local and every scale in between. In February 2023, POMEPS partnered with the Beirut Urban Lab at the American University of Beirut and The Policy Initiative think tank for a workshop in Beirut to bring together an interdisciplinary group of young scholars from across the region to explore questions of urban life, politics, and culture. The papers moved beyond more traditional political science topics such as municipal government, decentralization, clientelistic voting, protests, and clientelism. While those themes certainly operated in the background, the authors assembled in Beirut pushed to shift the lens towards multi-scalar ethnographic modes of inquiry, highlighting the materialities and relationalities of the hyper-local, examining sites and places which concentrate power dynamics.

2. What Has Changed in Policing since the Arab Uprisings of 2011? Surveying Policing Concepts and Modes of Contestation

Abstract:
The 2011 Egyptian protests started in earnest nine years ago on National Police Day on 25 January, a holiday that Hosni Mubarak had introduced to commemorate Egyptian police officers killed and wounded by British colonial forces in 1952. Protesters upended the original meaning of the holiday to turn it into a symbol of police brutality and corruption under Mubarak. In the drama of the 18 days that followed, Egypt’s internal security apparatus fought the protesters in the streets, delivering one shocking provocation after another, galvanizing the protest movement and ultimately contributing to the removal of Mubarak. Since 2011, the police and internal security forces of many countries in the Arab world have been at the centre of the conflicts and struggles that shape the region for better and for worse. Recent and ongoing encounters between protestors and police in the streets of Iraq, Lebanon, Algeria and Sudan are a stark reminder that the police are more than just a proxy target for a protestation of the state. They are also the object of much anger both as a grouping, and in terms of the concept of policing and social control they embody. The impact of this sustained contestation of police behaviour and doctrine in the region deserves reflection. Has the police and policing changed in the Arab world? And if so, in what ways? This paper maps out some of the main modes in which the police and policing have been contested since 2011, and provides a preliminary assessment of its impact. It argues that mass mobilised contestation has only been successful in the instance where institutional reform followed. It notes that hybridisation of policing – where informal security actors cooperate and challenge formal security actors – has spread in many countries but that the concept of state security – with its emphasis on the state over citizens – continues to prevail across the region. Indeed, almost a decade after that fateful 25 January 2011, many of the aspirations of citizens protesting the police are far from realised, even while there are some promising developments.

Abstract:
Various forms of local activism in Egypt are challenging the shortcomings in local governance and the lack of any developmental urban vision. This paper examines three examples from different neighbourhoods in Giza and Cairo. All three share the goal of resisting exclusionary policies while trying to overcome the absence of political means to register their frustrations given the absence of local councils since 2011.

4. How To Navigate Egypt's Enduring Human Rights Crisis

On the fifth anniversary of the mass Tahrir Square protests that ousted former President Mubarak, Egyptians are suffering severe repression and political instability. As this crisis deepens, Washington continues to send troubling mixed messages about its commitment to trying to resolve it. The U.S. government should, at long last, use its considerable influence to support civil society and advance human rights in Egypt. Such an approach would both help Egyptians and serve U.S interests. This blueprint draws on dozens of interviews with Egyptian human rights defenders, civil society activists, journalists, academics, families of detainees, lawyers, government officials, and others, conducted during a research trip in January 2016. It examines conditions in Egypt, the strengths and shortcomings of the U.S. response, and potential opportunities for the U.S. government to support civil society and strengthen respect for human rights. This year will be a defining one as violent extremism, regional conflicts, and political and economic mismanagement threaten Egypt—and as President Obama shapes his legacy in the Middle East. In 2009, he delivered a message of hope in Cairo: “America does not presume to know what is best for everyone, just as we would not presume to pick the outcome of a peaceful election. But I do have an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn't steal from the people; the freedom to live as you choose. These are not just American ideas; they are human rights. And that is why we will support them everywhere.” Much has changed in the intervening years. In his speech to the U.N. General Assembly in September 2015, President Obama opted for analysis rather than exhortation, noting that: “repression cannot forge the social cohesion for nations to succeed. The history of the last two decades proves that in today’s world, dictatorships are unstable. The strongmen of today become the spark of revolution tomorrow.” He continued: “I believe a government that suppresses peaceful dissent is not showing strength; it is showing weakness and it is showing fear. History shows that regimes who fear their own people will eventually crumble, but strong institutions built on the consent of the governed endure long after any one individual is gone.” Yet the U.S. government’s handling of the enduring crisis in Egypt has too often failed to draw obvious conclusions from the Administration’s analysis of the detrimental impact of human rights violations on stability and progress. As a result, many Egyptians view the Obama Administration as supportive of the repressive leadership in Cairo. This support for the dictatorship will render Egypt less stable, undermine U.S. efforts to prevent violent extremism, and further damage Washington’s credibility in the region.

5. The New Triangle of Egypt, Israel, and Hamas

Abstract:
With Israeli acquiescence to de facto alterations of the 1979 peace treaty, Egypt has deployed substantial military forces into the Sinai to combat terrorists. But Israel remains hesitant about Cairo's inclination to increase pressure on Hamas in Gaza. Over the past year, Israel and Egypt have used a little-known, legally permissible understanding -- the Agreed Activities Mechanism -- to bypass restrictions on the number and type of Egyptian forces permitted in much of the Sinai. In doing so, they have made de facto modifications to their 1979 peace treaty without resorting to the diplomatically risky procedure of "reviewing" the treaty itself. As a result, considerable Egyptian army forces are now constantly deployed in central and eastern Sinai (Areas B and C of the peninsula, respectively), in a manner and scope never envisaged by the teams that negotiated the treaty more than three decades ago. Going forward, this new reality on the ground is unlikely to be reversed and is bound to have profound consequences for Egyptian-Israeli security cooperation, Cairo's ongoing counterterrorism campaign, and the fate of Hamas in the neighboring Gaza Strip.

Inspired by events in Tunisia, tens of thousands of Egyptians took to the streets on January 25 in major cities from Alexandria to Cairo, the largest demonstrations to hit the country since the bread riots of the 1970s. The government, which did not initially confront demonstrators in Cairo's Tahrir Square, finally took forceful action to remove them late last night. Today, January 26, the Interior Ministry announced that public gatherings and protests will no longer be tolerated; there were further clashes in Cairo and Suez. More protests are anticipated after Friday prayers (January 28). Will the government's tactics quell the demonstrations or cause them to spread? And what approach should Washington take?

Abstract:
Among the consequences of the consolidation of the Israeli closure regime have been the contraction of Palestinians' social worlds and the emergence of new forms of localism. Unlike the more parochial West Bank towns of Nablus, Hebron, and Jenin, Ramallah/al-Bireh has taken on many of the cosmopolitan aspects of larger metropoles-Beirut, Cairo, Tunis-because of a combination of historical influences, present-day migration patterns, and political realities. The result is a paradoxical "enclave city" whose sights are oftentimes more fixed on the global rather than the national level.

Abstract:
Mahmud al-Zahar, based in Gaza, is a cofounder of Hamas and served as Palestinian Authority foreign minister in PM Ismail Haniyeh's government, elected in January 2006, until that government was ousted in June 2007. This essay appeared as an op-ed in the Washington Post during a regional tour by former president Jimmy Carter, who met informally with Hamas leaders in Damascus, Cairo, and Ramallah (see Carter's trip report in Doc. D4, below). The same day the Washington Post ran Zahar's piece, its lead editorial criticized Zahar for his "hatred of Israel" and Carter for "embrac[ing] Hamas terrorists," denouncing Hamas as "a group that advocates terrorism, mass murder or the extinction of another state [Israel]." From 13-22 April, former U.S. Pres. Jimmy Carter held high-profile meetings with political and civil society leaders in Israel, Palestine, Egypt, Syria, Jordan, and Saudi Arabia. The trip occasioned heated debates in the U.S. and Israeli media, largely because Carter planned to meet with Hamas leaders, particularly Khalid Mishal, who agreed in the course of their Damascus talks to put Hamas's position on final status talks with Israel in writing, which Carter formally unveiled at the end of his trip (see excerpts). Initially, Carter intended to make the trip part of a larger delegation led by Nelson Mandela to raise awareness of the urgent need for Israeli-Arab peace and the interlocking nature of the region's conflicts. After Israel denied the group's request to meet with senior officials during the tour to protest the planned meeting with Mishal, the delegation canceled its trip, and Carter opted to go on his own on behalf of the Carter Center. Israel agreed to receive him but denied permission for him to travel to Gaza to meet with Hamas's Ismail Haniyeh. Carter instead met with Hamas officials in Ramallah, Cairo, and Damascus. Israeli PM Ehud Olmert, Vice PM and FM Tzipi Livni, and opposition leader Benjamin Netanyahu, as well as Palestinian pres. Mahmud Abbas, turned down requests to meet. Carter was received 4/13 on behalf of Israel by Pres. Shimon Peres, who reprimanded him for having "caused many problems in recent years with your comments and meetings," and 4/14 on behalf of the PA by PM Salam Fayyad. During the trip, he alsomet with the PA's negotiation advisers, various Israeli MKs, Israeli and Palestinian student groups, U.S. security envoy Lt. Gen. Keith Dayton, Syrian pres. Bashar al-Asad, Jordan's King Abdallah, and Saudi Arabia's King Abdallah. The State Dept. urged (4/10) Carter against meeting with Mishal, arguing that it went against U.S. policy of isolating Hamas. Carter responded that peace could not be achieved without including Hamas and stressed that he was traveling in a personal capacity. Abstract:
Drawing on results from a survey among members of the Muslim Brothers and the Wasat Party, Emad El- Din Shahin, Professor at the American University in Cairo and Harvard University, looks at changes in Egyptian political Islam and examines the views of mainstream Islamists of the European Union polices and initiatives in the Mediterranean. The discussion focuses on the Muslim Brothers, the country's main opposition force, and the Wasat Party, as purporting to represent an evolving Islamic centrist orientation. Despite their seemingly different orientations, the commonalities between the two groups regarding their views of the EU far outweigh their differences. Their shared Islamic frame of reference and a perceived inconsistency of EU policies in the region largely explain this similarity.
