Abstract:
The collapse of communism in 1989 in Bulgaria was initially uneventful. Todor Zhivkov, the longest ruling leader in the Eastern Bloc, simply resigned. Democratic elections were held. Bulgaria had none of the wide-scale violence and chaos that characterized the transitions of the other Balkan states, most notably Romania and Yugoslavia. The effects of the social, political, and economic changes in Bulgaria, however, were just as devastating. The communists renamed themselves “socialists” and won the elections as the Bulgarian economy began a drastic contraction from which it has never recovered. The standard of living for ordinary Bulgarians dropped severely and new criminal elements appeared in society for the first time. The so-called “robber Barons” of Bulgaria pillaged what was left of the state's assets and set themselves up as the country's new elite. Meanwhile, the nearby wars and embargoes in the former Yugoslav republics gave the new Bulgarian Mafia ample opportunities to solidify their positions by smuggling arms and fuel into neighboring Yugoslavia.

Abstract:
At the strong initiative of the Mayors of the ci ties of Niš, Skopje and Sofia, and with the active support of the EastWest Institute's Programme for Transfrontier Cooperation, a long-term process was launched to intensify transfrontier cooperation between the border regions of the Republic of Bulgaria, the FY R Macedonia and the FR of Yugoslavia. The overall objective of this initiative is to employ intensified cross-border cooperation as a tool for regional economic development and integration within this Niš-Skoplje-Sofia Triangle, as well as to foster conditions of prosperity, security and peaceful co-existence between neighboring peoples and states.

83. Technology Parks - Concept and Organization

Abstract:
This study presents a conceptual and organizational framework for establishing a pilot technology park and incubator in Bulgaria. Such a park might initially focus on the telecommunication and information technology (IT) sector (including software development), where the country displays strong, albeit under-utilized, technical talent. The park might encompass an export-oriented IT service firm and an incubator that will nurture hi-tech companies and help them commercialize innovative ideas and technologies. The study presents the experience of leading technology parks and incubators in the U.S., Israel, India and elsewhere and draws upon an on-going project of the Institute for EastWest Studies to establish a technology incubator in Budapest. The purpose of the paper is to identify the existing models of technology parks and to suggest organizational, legal and management solutions that can be applied in Bulgaria.

84. Monitoring the EU Accession Process: Judicial Independence

Abstract:
The EU Accession Monitoring Program of the Open Society Institute was initiated in 2000 to encourage independent monitoring of the process by which the European Union is considering applications for membership from the ten candidate States of Central and Eastern Europe. The Program aims to contribute to this historic process by producing monitoring reports to complement the evaluations already being conducted by the European Commission, as reflected in its annual “Regular Reports” on candidate States’ progress towards meeting accession criteria. The enlargement of the European Union is a positive development, and independent monitoring is one means of magnifying its beneficial effects, both within the candidate States and in the EU itself.

Abstract:
The application of geopolitical methodological instruments to the study of Bulgarian foreign and security policy issues has two fundamental causes: first, for many decades this has been a neglected intellectual instrument of international political research – for political and ideological reasons – and, second, the end of the Cold War necessitated an improvement of the conceptual and the analytical tools of security studies in Europe and the world. The traditional approach of ISIS to search ways of improving the security situation by conceptualizing events and processes in a novel way has focused the efforts of its researchers on security problems that cover a broad strategic zone: the Balkans – the Black Sea – the Transcaucasus – the Caspian Sea. Continued cooling – for more than ten years –of bilateral Bulgarian-Russian relations is conceived as one of the problems of this broader strategic and systemically linked zone. The geopolitical and geostrategic model – imposed on Bulgaria by the Cold War divide, the country’s membership in the Warsaw Pact and the thorough domination by the USSR – ended and was replaced by a different reality. The geopolitical projection of the ideological and socio-economic divide was no longer an applicable paradigm. At the same time the balance of power and the geostrategic approaches of understanding the evolving international environment proved to be inadequate after the end of the 1980s of the 20th Century. Russian, and to a lesser extent Bulgarian, politicians lost the orientation and the perspective of the bilateral links. This led to a dramatic diminishing of the meaning of bilateral relations in the general foreign-political engagements of the two countries. Bulgaria had undertaken a clear orientation to market economy, democracy and rule of law – a philosophic course, which logically prioritized the attraction of the European Union as the efficient integration nucleus of Europe, and of NATO – the symbol of stability and guaranteed prosperity in the broader Euro-Atlantic space. Though NATO was no longer perceived in the Cold War antagonistic pattern by Russia, and the very substance of the Alliance intensively adapted to the post-Cold War realities, Bulgaria’s political and security choice of joining the Euro-Atlantic community of developed democratic nations was negatively assessed by the Russian elite.

These changes are dramatic for the societies and they cause personal crises through damaging the standard of life as well as changing people's system beliefs and mentality. Regardless the distress and hurdles presented by the environment these changes are not going along with serious conflicts and social and economic transformation continues to be implemented withstanding the difficulties and barriers.

Abstract:
The last of the six Balkan Wars of the twentieth century is over. But it is by no means certain that a durable peace is at hand. After vast death, destruction, and savagery lasting almost a decade can the peoples of the former Yugoslavia live together again in peace? If so, the region will require sustained help and support from the West. The United States and its European partners are in the midst of mustering the necessary resources and political will. There are numerous uncertainties complicating efforts to proceed with the reconstruction of the area. Whatever the international community may proclaim, the borders of Serbia, Kosovo, Bosnia, and Croatia could well change. The management of Kosovo's status and its relationship to Serbia is likely to produce serious tensions within the Alliance and between NATO and Russia. What politically will emerge from a beaten and traumatized Serbia no one can predict. Nor is it clear that Montenegro will remain as part of Yugoslavia, particularly if Milosevic continues to rule. An ethically fragile Macedonia has been badly weakened by the war and the inflow of three hundred thousand Kosovar deportees. Albania barely hangs together as a state. Neighboring Rumania and Bulgaria have avoided violence and begun to remake their societies, but they have suffered economically from the wars. The area of reconstruction is small and the population limited; the task at hand certainly is not of the dimensions of restoring post-war Europe. But the problems are daunting. Without security there will be no development. NATO forces will be needed indefinitely to keep the peace in Bosnia and Kosovo. Much more must be done to promote political and economic reform in the region, requiring vision and planning. The states of the region will first need urgent help to stabilize their economies and manage enormous humanitarian problems. They must also be able to envisage a better future, one that holds out the prospect of bringing them into Europe's political and economic mainstream. Realizing that goal will require profound changes in their economies and institutions as well as in their relationships with each other. Faced with these challenges, Western countries and a host of international institutions have begun to address how to foster the broad reconstruction of the area. The EU-sponsored stability pact, adopted in Cologne in June, is the beginning attempt at a multifaceted, coordinated approach to the problem. The G-8 has agreed on a broad program of financial assistance, and the EU has pledged 1.5 billion dollars for aid to Kosovo alone. Numerous follow-up conferences are already planned. Much more work has to be done to give reality and coherence to such efforts. Balkan reconstruction will be a protracted undertaking. It will require extremely difficult commodities – a comprehensive approach and the will, resources, and mechanisms to implement the effort. It is mostly to such a long term approach that this preliminary working paper addresses itself. It does not deal with the immediate requirements of refugee return and humanitarian assistance nor the urgent repair of human and material infrastructure. The World Bank and the IMF in cooperation with many other international organizations and interested countries are coordinating the assessment of needs and costs and have issued preliminary reports. The purpose of this working paper is to provide a broad political approach and to highlight the three key components of a comprehensive, long-term strategy: building security, integrating the region into the European Union, and fostering economic and political reform. For the purposes of this paper, we consider the region to be Serbia, Kosovo, Montenegro, Bosnia, Bulgaria, Macedonia, Albania, Croatia, and Rumania. This is somewhat arbitrary and these states are at different stages of political and economic development. The problems of Rumania and Bulgaria are quite different than Serbia's and Kosovo's; Croatia is much further advanced than next door Serbia and Bosnia. They all have to be dealt with separately, and no single state should hold back the progress of others in entering Europe. But they also face a collective future and the region will enjoy a lasting peace only if all its states leave the past behind and move decidedly to join the wider community.

Abstract:
There are different possible approaches to solving this problem. Considering its extreme complexity, and especially the lack of relevant practices in market economic conditions and in a democratic decision-making process, one of the possible solutions is the study and analysis, of the experience of other countries. If relevant, these experiences in countries which have already institutionalized regional development can be promoted. Although the experience of the countries in the EU, of which Bulgaria aspires to become a member, is important, it is even more important to study the current experience of countries in which conditions are closer to those in Bulgaria.

Abstract:
The aims of this research report are: First, to substantiate the meaning of the terms "intervention" and "peacekeeping" in the cases of Bosnia and Kosovo and how this may influence the broader interpretation of these activities in the post-Cold War period. Second, by learning from intervention and peacekeeping, as well as from conflict prevention and post-conflict rehabilitation in former Yugoslavia, to draft the prerequisites of a fundamentally new and more effective approach to international legal regulation of international relations, including to the timely management of regional conflicts. Third, to present some of the other interests beyond the moral and humanitarian ones that motivated the intervention, the peacekeeping and the strenuous peace building efforts in the post-Dayton and the post-Kosovo periods. The realisation of these tasks may facilitate theoretical and political work for shaping a more secure post-Cold War world.
