41. Conflict Resolution in the South Caucasus: The EU's Role

Abstract:
Instability in the South Caucasus is a threat to European Union (EU) security. Geographic proximity, energy resources, pipelines and the challenges of international crime and trafficking make stability in the region a clear EU interest. Yet, the unresolved Nagorno-Karabakh, Abkhazian and South Ossetian conflicts have the potential to ignite into full-fledged wars in Europe's neighbourhood. To guarantee its own security, the EU should become more engaged in efforts to resolve the three disputes. It can do so by strengthening the conflict resolution dimension of the instruments it applies. As the EU is unlikely to offer membership to Georgia, Armenia and Azerbaijan even in the medium term, it must identify innovative means to impose conditionality on its aid and demonstrate influence. This is a challenge that Brussels has only begun to address.

Abstract:
Frustrated with lackluster momentum in the WTO Doha Round and the Asia Pacific Economic Cooperation (APEC) forum, and mindful of free trade agreement (FTA) networks centered on the United States and Europe, Asian countries have joined the FTA game. By 2005, Asian countries (excluding China) had ratified 14 bilateral and regional FTAs and had negotiated but not implemented another seven. Asian nations are also actively negotiating some 23 bilateral and regional FTAs, many with non-Asian partners, including Australia, Canada, Chile, the European Union, India, and Qatar. China has been particularly active since 2000. It has completed three bilateral FTAs—Thailand in 2003 and Hong Kong and Macao in 2004—and is initiating another 17 bilateral and regional FTAs. However, a regional Asian economic bloc led by China seems distant, even though China accounts for about 30 percent of regional GDP. As in Europe and the Western Hemisphere, many Asian countries are pursuing FTAs with countries outside the region. On present evidence, the FTA process embraced with some enthusiasm in Asia, Europe, and the Western Hemisphere more closely resembles fingers reaching idiosycratically around the globe rather than politico-economic blocs centered respectively on Beijing, Brussels, and Washington.

Abstract:
There is, in theory, a plausible role for the European Union as the partner of a militarily assertive United States: the peacekeeper that follows in the wake of the peacemaker. The war in Iraq, however, has raised the possibility of a diametrically different role for Europe: as a potential imperial rival to the United States. There is no need to invoke the memory of either Rome or Byzantium to make the case that Europe is capable of spoiling America's unipolar party. The successful conclusion of accession agreements with ten new member countries – not to mention the sustained appreciation of the euro against the dollar since Kennedy's article appeared – have seemingly vindicated this analysis. So too, in the eyes of some commentators, has the vociferous and not wholly ineffectual opposition of at least some E.U. member states to American policy in Iraq. If the U.S. has an imperial rival today, then the E.U. appears to be it.

The donors' conference for the Federal Republic of Yugoslavia (FRY), planned for 29 June 2001 in Brussels, will set the pattern of international economic assistance to Belgrade for the next year or more. In return for substantial donor support, the international community should require the FRY to undertake a number of specific steps that are essential for increasing regional stability.

45. The Next Round of NATO Enlargement

Abstract:
Since the revolutions of 1989–90 and the fall of the Berlin Wall, NATO has emerged as the backbone of Europe's security architecture. In response to the demands of outsiders for collaboration, NATO has consistently adhered to a strategy of inclusion to create a Europe whole and undivided. This was a conscious effort at the July 1990 London Summit, where NATO invited the Soviet Union and non-Soviet Warsaw Pact members “to establish regular diplomatic liaison with NATO,” and at the November 1991 Rome Summit, where it launched the North Atlantic Cooperation Council (NACC) to include them. When the Soviet Union disintegrated in January 1992, NATO decided to include former Soviet republics in the NACC, thus attempting to ensure a Europe free and whole. The same strategy prevailed at the Brussels Summit in January 1994, which launched the Partnership for Peace (PFP) comprising members of NACC and those members of the Conference (now Organization) on Security and Cooperation in Europe that were able and willing to contribute. The July 1997 Madrid Summit decision to invite the Czech Republic, Hungary, and Poland to begin accession talks also was portrayed in terms of inclusion; the Alliance reaffirmed that it remained open to new members under Article 10, adding that “[N]o European democratic country . . . would be excluded from consideration.”
