Abstract:
Cyber war has become the drumbeat of the day. Nation-states are developing national strategies, creating offensive and defensive cyber war capabilities, conduct-ing cyber reconnaissance missions, and engaging in cyber attacks, all with alarming frequency. What is blatantly apparent is that far more financial resources and intel-lectual capital are being spent figuring out how to conduct cyber warfare than are being spent figuring out how to prevent it. The lack of international dialogue and activity with respect to the containment of cyber warfare is simply stunning. As Winston Churchill famously noted, “It is bet-ter to jaw-jaw than to war-war.” It is time for governments to begin discussions aimed at assuring an agreed-upon level of geo-cyber stability through mutual cooperation and international law.

Abstract:
These days, there is a great deal of talk about the dawn of an Asian century -- hastened by the rise of China and India. Meanwhile, the fractious Atlantic alliance, enfeebled by two wars and an economic crisis, is said to be fading away. But the West is not doomed to decline as a center of power and influence. A relatively simple strategic fix could reinvigorate the historic bonds between Europe and North America and reestablish the West's dominance: it is time to bring together the West's principal institutions, the European Union and the North Atlantic Treaty Organization. When NATO's 28 leaders gather in Portugal later this year to draw up a new security strategy for the twenty-first century, they will consider a range of options, including military partnerships with distant allies such as Australia, Japan, and South Korea. Yet the most practical solution lies just down the road from the alliance's sprawling headquarters near the Brussels airport. Genuine cooperation between NATO and the 27-nation European Union would allow Western governments to meld hard power with soft, making both organizations better equipped to confront modern threats, such as climate change, failed states, and humanitarian disasters. A revitalized Atlantic alliance is by far the most effective way for the United States and Europe to shore up their global influence in the face of emerging Asian powers. NOT-SO-FRIENDLY NEIGHBORS Anybody who spends time in Brussels comes away mystified by the lack of dialogue between the West's two most important multinational organizations, even though they have been based in the same city for decades. Only a few years ago, it was considered a minor miracle when the EU's foreign policy czar and NATO's secretary-general decided that they should have breakfast together once a month. An EU planning cell is now ensconced at NATO military headquarters, but there is scarcely any other communication between the two institutions. With Europe and the United States facing common threats from North Africa to the Hindu Kush, it is imperative for Western nations to take advantage of these two organizations' resources in the fields of law enforcement, counterterrorism, intelligence gathering, drug interdiction, and even agricultural policy.

This paper reflects the discussions at a number of public seminars and private meetings during 2009 on water cooperation in Afghanistan and its region. These meetings, convened by the East West Institute (EWI) in Kabul, Islamabad, Brussels, and Paris, collected the thoughts and recommendations of more than one hundred experts and policy makers from Afghanistan, its neighbors, and the international community. The aim was to facilitate discussion that would lead to new ideas and viable policy options on how to improve regional cooperation on water between Afghanistan and its neighbors.

Abstract:
While the main concern at the conference was electing a new leadership, other significant issues were discussed. Eighteen committees dealt with a wide range of topics, though meetings for the most part were sparsely attended, in many cases by no more than 10 or 15 delegates. Most sessions did not produce minutes, and significant decisions were left for the new leadership bodies to tackle later. No action was taken on corruption, for instance, despite the fact that it was a major concern entering the conference.

Abstract:
The new French scheme for a Union for the Mediterranean (UfM), officially inaugurated on 13 July, has stirred up a great deal of controversy inside the EU. Even in its watered-down form, the initiative promises to relaunch the stalled relations between the two sides of the Mediterranean in the context of the Barcelona Process. Though vulnerable to all manner of external shocks linked to the multiple inter- and intra-state conflicts around the Mediterranean, the Sarkozy plan is a welcome move to a greater degree of "co-ownership" through the institution of a joint presidency. Of great importance in the interest of overcoming at least some of the problems that have bedeviled the Barcelona Process is further "decentring" of Euro-Med politics away from Brussels and more comprehensive trade opening by the EU.

Abstract:
During the EAPC Meeting of Defence Ministers of 12 June 1998, US Secretary of Defence Cohen proposed the creation of a PfP Consortium of defence academies and civilian institutes of security studies. This Consortium should serve to strengthen defence civilian and military professionalism through enhanced institutional cooperation among the forty-four EAPC member states in defence education and training. Its activities should include an annual conference, a dedicated Internet website, a secretariat, and a journal or other appropriate publication to further its goals.

The European Interest: Succeeding in the Age of Globalisation, COM(2007) 581 final, Brussels 3.10.2007, which states: “The EU is already working on many of the policy elements needed to equip it to take on the challenge of globalization with confidence…in the coming months, the Commission will be putting new ideas on the table to address these key challenges…Review of internal policies is already under way, aiming to reshape Europe to face gloablisation and give it the right platform to look beyond its borders.” Further the Communication identifies “Migration in a Globalized World” as one of the key political objectives and states: “In a Europe with no internal borders, the changing demands of an ageing society and a labour market in constant evolution have challenged established assumptions about immigration… a new global approach is needed so that migration strikes the right balance between the risk of labour market shortages, economic impacts, negative social consequences, integration policies and external policy objectives”.
