Abstract:
In this Forum, six scholars reflect on Rahul Rao’s recent book Out of Time: The Queer Politics of Postcoloniality from other geographies, themes and radical possibilities. Part I offers dialogues with Out of Time from Trump’s USA and Brazil’s ‘hetero-military’ dictatorship and Portuguese colonial roots. Emerson Maione and Renan Quinalha explore how Rao’s elaborations of homonationalism, homocapitalism, homoromanticism and ‘pink-washing’ more generally travel in new contexts and how the ‘fetishization of law’ can mislead investigations of queer-, homo- and transphobias.

On December 1, 2023, India will hand over the G20 Presidency to Brazil. The G20 troika will now comprise the three IBSA countries – India, Brazil, South Africa – till November 2025. This trio has an agenda in common and with the G20, such as multilateral reform, energy transitions and digitalisation. IBSA should use its mechanisms and natural solidarity to advance the interests of the Global South.

Abstract:
Green hydrogen can potentially offer a decisive contribution to achieve the carbon neutrality required to implement a low carbon economy, which is one of the goals of the Paris Agreement and of other environmental efforts. The event “Green Hydrogen’s Contributions to the Energy Transition: Perspectives and Prerequisites”, organised by CEBRI in partnership with the Australian Embassy, aimed at exploring the perspectives and conditions for hydrogen to serve as a strategic energy vector, focusing specifically on using that technology to store energy cleanly, to produce derivatives, and as an energy source in the absence of more efficient electrification alternatives. This report will summarise the main inputs gleaned from the debate and the resulting recommendations. In May 2022, CEBRI produced a Whitepaper on hydrogen opportunities for energy transition, which gives a first overview of potential uses of hydrogen and of the progress of implementation of that technology in Brazil. This report will complement and update that initial diagnosis.

The report was elaborated in partnership with the Consulate of Norway in Rio de Janeiro. It addresses the economic significance of the maritime transportation sector, how to make it greener, and how Norway’s use of cleaner technologies and fuels in its vessels can serve as an inspiration for Brazil. The main objective of the study is to analyze possible strategies to reduce brazilian maritime transportation emissions, including the use of cleaner fuels and improvements in the energy efficiency of ships.

Abstract:
The publication "Brazil-EU Relations in Times of Persistent Crisis" provides a comprehensive analysis of the complex relationship between Brazil and the European Union, highlighting the strategic importance of this partnership in a globally crisis-ridden context. The EU, Brazil's second-largest trading partner and the largest foreign investor in the country, plays a crucial role in Brazil's trade balance, while Brazil has emerged as a key supplier of agricultural products to the European bloc. However, the relationship faces significant challenges amid global crises. Difficulties in ratifying the EU-Mercosur Agreement and disagreements over the Russia-Ukraine conflict in 2022 exemplify the tensions that have developed in recent years. Despite this, cooperation between the two regions remains relevant, with substantial progress in deepening relations, as evidenced by the revitalization of diplomatic ties and the reactivation of the EU-CELAC summit in 2023. The publication explores four critical areas of this relationship—multilateralism, trade, environmental cooperation, and energy security—identifying barriers to fully realizing the potential of bilateral cooperation and proposing concrete actions to overcome them. It suggests rebuilding and revitalizing dialogue structures, strengthening civil society and academic participation, and focusing on practical, tangible outcomes that benefit both parties. Additionally, it emphasizes aligning political strategies around common goals, particularly in environmental and energy security issues, which are crucial for the stability and advancement of Brazil-EU relations. Based on a series of events organized by the Brazilian Center for International Relations (CEBRI) and the Konrad Adenauer Foundation (KAS) in Brazil, the document proposes a strategic path to strengthen this long-standing partnership, making it more resilient and adaptable to current and future global challenges.

77. Online Gender-Based Violence in Brazil: New Data Insights

Abstract:
This paper focuses on the Brazilian results from the Supporting a Safer Internet survey, undertaken by CIGI and the International Development Research Centre and carried out by Ipsos. The survey looked at the prevalence of online gender-based violence in 18 countries worldwide, with a special focus on the Global South. Other studies and literature referring to gender, sexuality and race are used to complement, contextualize and interpret the country-based data for Brazil. Brazilian respondents, particularly women and LGBTQ+ individuals, reported heightened negative effects on mental health, and low trust in or resort to law enforcement and other institutions. The experiences of high-profile individuals — 83 percent reported experiencing some type of online harm (connected to the very pressing issue of political violence in Brazil) — and the issue of image-based abuse are also discussed. The paper concludes with recommendations addressing some of the gaps concerning the public sector, the private sector, and the cultural or public debate in the response to tackling technology-facilitated gender-based violence in Brazil and globally.

Abstract:
In the context of Brazil-Paraguay historical relations, the construction of the Itaipu hydroelectric dam on the Paraná River – on the border between the two countries – was one of the most important initiatives (in political, economic and energy terms). The events between Brazil and Paraguay involving the Itaipu project are part of South America's geopolitics. In this sense, the present article will focus on the negotiations that preceded and continued throughout the construction of the plant and the treaties and main events and agreements that established the criteria for the operation of the hydroelectric power plant. The Itaipu Treaty, signed in 1973, provides for the revision of financial clauses by 2023. Thus, the present work aims to examine the relations between Brazil and Paraguay throughout history and analyze the impacts of the Itaipu Dam on this relationship. This article is qualitative research, from the perspective of International Relations and Political Geography, enriched with cartography created by the authors with Arc GIS software.

Abstract:
According to the current literature, since the redemocratization, Brazilian foreign policy has been marked by a process of increasing politicization. This article’s main objective is to verify the relation between administrative shifts and Brazilian nuclear diplomacy. Accordingly, the question dealt with in the article is: since Brazil joined the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), have administration variations interfered with the formulation of Brazilian nuclear diplomacy? This article argues that Brazilian nuclear diplomacy has been an exception to this trend. No matter how innovative some administrations have been in foreign policy, nuclear diplomacy has been insulated from governmental changes, having consolidated a coherent and stable rhetoric internationally. The research was carried out by analyzing the Brazilian rhetoric between 1998 and 2019 in the NPT Review Conferences and Preparatory Committees, vis-à-vis different administrations, through the method of substantive content analysis. The result consisted in the verification that the majority of the rhetorical issues used were present in all studied administrations, indicating the absence of correlation between administration shifts and the Brazilian stance in the Global Nonproliferation Regime.

Abstract:
This research paper identifies the instrumental role of the integrative perspective in international procurement negotiations and evaluates how, in the specific case of BPN’s purchase by BIC, the long-term relationship approach provided the maximization of opportunities in international relations. The research applied a qualitative method that explored the case of BIC internationalization project within the CPSC (Community of Portuguese Speaking Countries) space and resorted to techniques of documentary observation, collected through interviews, official statements and communications. The study demonstrates that BIC strategy gave rise to subsequent negotiations with the same international partner, under conditions of a more cooperative perspective. Findings validate the relevance of an integrative perspective, but suggest that it is instrumental to competitive purposes and demonstrates that the entry into action of business economic actors is not unrelated to a strong involvement of States, through their governments
