41. A Politics of Hope The Making of Brazil’s Post-Neoliberal New Middle Class

Abstract:
How does hope emerge as a life-altering possibility against the backdrop of economic pre- carity, political disregard, and soaring inequality? This paper explores the role of hope as both a political-economic construct and an infrastructural affect in the wake of policy implementation. It draws on a five-year ethnography among community leaders, housing activists, planners, politicians, state officials, and market representatives involved in the im- plementation of Minha Casa Minha Vida, Brazil’s largest social housing program. In recent years, low-income projects have become the battleground for experimental, post-neoliberal forms of democratic governance via inclusive consumption. These public–private housing infrastructures give insight into the relationship between material hope and the making of Latin America’s “pink tide” new middle classes: how grassroots communities organize around hierarchies of worthiness to allocate wellbeing-enhancing state benefits, and how the uneven distribution of these benefits sustains the constitution of emerging, albeit tem- porary, collectives of consumer citizens.

Abstract:
This year’s Democracy Report shows that the trend of a third wave autocratization – the decline of democratic regime traits – continues and now affects 24 countries. When we weight levels of democracy by population size – because democracy is rule by the people and it matters how many of them are concerned – it emerges that almost one third of the world’s population live in countries undergoing autocratization. Yet democracy still prevails in a majority of countries in the world (99 countries, 55 percent). This section analyses the state of democracy in the world in 2018 and developments since 1972, with an emphasis on the last 10 years. Our analysis builds on the 2019 release of the V-Dem dataset.

Abstract:
In 2018/2019 the CGPE launched an annual Gender & Global Political Economy Undergraduate Essay Prize competition, open to all undergraduate students within the School of Global Studies. The winner of the 2018/2019 competition is Isabella Garcia for the essay “How do global supply chains exacerbate gender-based violence against women in the Global South?” Isabella graduated with a BA in International Relations and Development in July and will join the MA cohort in our Global Political Economy programme for 2019/2020. Given the very strong field of submissions, the award committee further decided to award a second-place prize to Yume Tamiya for the essay “Does the rise of the middle class disguise existing inequalities in Brazil?”. Yume graduated with a BA in International Development with International Education and Development. We are delighted to publish both of these excellent essays in the CGPE Working Paper series.

Abstract:
According to a recent State Department report, the United States is Brazil's second largest trading partner, and Brazil is the U.S.'s ninth largest trading partner. Not until the 1990s did the Brazilian government address trade liberalization, privatization, competition, and productivity as a way to increase commodities exports, and promote growth in imports of manufactured products. The possibility for further cooperation exists, particularly in the realm of Foreign Direct Investment, patent law, and a double taxation treaty, and with initiatives such as a U.S.-Brazil Commission on Economic and Trade Relations, a Defense Cooperation Dialogue, an Infrastructure Development Working Group, and an Economic and Financial Dialogue.

Abstract:
This paper explores the variation in intergenerational educational mobility across the Brazilian states based on Markov transition matrixes and univariate econometric techniques. The analysis of the national household survey (PNAD-2014) confirms a strong variation in mobility among the 27 federative units in Brazil and demonstrates a significant correlation between mobility and income inequality. In this sense, this work presents empirical evidence for the existence of the "Great Gatsby curve" within a single country: states with greater income disparities present higher levels of persistence in educational levels across generations. Finally, I investigate one specific mechanism behind this correlation – namely, whether higher income inequality might lead to a lower investment in human capital among children from socially vulnerable households. The paper delivers robust and compelling results showing that children born into families where the parents have not completed primary education have a statistically significant reduction in their chance of completing the educational system if they live in states with a higher level of income inequality.

Abstract:
Security forces are key actors in transitional justice, with the ability to hamper or upend the process. While concerns have often centred on their possible violent responses to transitional justice, security forces are generally more likely to mobilise more discrete forms of resistance. Drawing on transitional justice experiences in Brazil, Chile, Sierra Leone and Uganda this policy brief identifies six types of resistance strategies used by security forces: threatening violence, obstructionism, de-legitimation, strategic cooperation, disengagement and appropriation. It also examines which contextual factors may influence which strategies the security forces are more likely to pursue.

Abstract:
Transnational networks of non-state actors are using ILO Convention No. 169 as a powerful instrument of environmental governance. The treaty promotes the norm of Free, Prior and Informed Consultation (FPIC), empowering local communities to influence infrastructure projects that impact their livelihoods and natural resources. However, there is a disconnect between the Brazilian government’s discourse and the effective implementation of this norm. Using document analysis and process tracing, this article investigates this rhetoric-practice gap. It argues that these transnational networks are diffusing the FPIC norm through Consultation Protocols, slowly bridging the gap.

Abstract:
The 2015 Paris agreement has made adaptation to climate change a global goal and increased the polycentricity of the governance landscape. This study uses insights from polycentric governance theory to analyze the emergence of adaptation governance (AG) in Brazil and its implications for the state of Acre, situated in the Amazon region. By using a qualitative data analysis, including subnational climate policies and semi-structured interviews, we aim to analyze the advantages and challenges of polycentric AG in Acre and provide recommendations for improved AG in the region.

South-South relations have become increasingly relevant for understanding global environmental governance in the 21st century. This article explores the socio-environmental contributions and impacts of Brazilian South-South cooperation for international development. Case studies of its international technical cooperation and the international project finance of BNDES show a mixed picture, with environmental benefits countered by environmental harms.
