241. The Battle of Ideas in the Question for Wealth and Prosperity in Brazil: Policy Proposals of a Right-Wing Government

Abstract:
Brazil’s income inequality is among the world’s worst. The country’s unemployment rate is currently 13 percent, compared to 4.6 percent in 2012, and the number of Brazilians in poverty or extreme poverty is now close to 30 percent, a far cry from 2014 when that number was less than 10 percent of the population. Brazil has one of the highest tax rates in Latin America—with tax revenue equal to 33 percent of GDP, against the regional average of 20 percent—but it is also notorious for its poor performance with respect to the ease of paying taxes and opening a business: the country ranks 184 and 140, respectively, out of 190 countries in the World Bank’s 2019 Doing Business Report. It is surprising, therefore, that Jair Bolsonaro, a conservative politician from the Social Liberal Party (PSL), was elected to the country’s highest office without meaningfully addressing his administration’s plans to solve the nation’s social injustices and other economic issues. Instead, Bolsonaro campaigned mostly on strengthening public security and fighting corruption, the two areas on which the former army captain built his reputation during his almost thirty years as a congressman. During the campaign, Bolsonaro recruited Paulo Guedes, a Chicago School-trained economist to be his Minister of the Economy. Guedes was tasked with building a “dream team” of experts that would design a plan to further liberalize the economy and turn Brazil into a much friendlier place to conduct business.

243. With or Without You: How the G20 Could Advance Global Action towards Climate-Friendly Sustainable Development

Abstract:
With a collective responsibility for 80% of global greenhouse gas emissions, while representing 80% of global wealth, it is imperative that the countries of the G20 throw their weight behind the implementation of both the Paris Climate Agree-ment and the 2030 Agenda for Sustainable Develop¬ment. In the past, the G20 has demonstrated that it can do that. The G20 Summit in November 2015 in Antalya, Turkey, provided strong support for the climate agreement signed a month later at the UN Climate Change Conference (COP21) in Paris. In 2016 in Hangzhou, China, the G20 adopted an Action Plan on the 2030 Agenda for Sustainable Develop¬ment and committed to “further align its work” with the 2030 Agenda. Even though both agendas have emerged in the multilateral context of the United Nations system, the G20 is expected to exert strong political leadership to address global climate change and to achieve sustainable development. Yet, since 2017 the G20 has struggled to provide such leadership, as support for multilateral commitments, especially those involving ambitious climate actions, appears to be fading. Crucially, opposition to strong multilateral climate policy in the US and Brazil resorts to outright climate denialism at the highest levels of government. These developments are challenging the G20, and BRICS and the G7 for that matter, to sustain support for multilateral commitments on climate and sustainable development. The rise of populist and unilaterally minded parties in European club members may further the risk of side-lining climate and sustainability-related issues in the G20 process. This does not bode well at a time when the G20’s support could be a vital ingredient for the success of the United Nations’ summits on climate action and sustainable development, both scheduled to convene in New York in September 2019 – less than three months after the Osaka G20 Summit in Japan. Following our analysis, we identify four ways forward that should be conducive to harnessing the G20’s economic weight and political clout to push more ambitious global action towards climate-friendly sustainable development, in spite of apparent discrepancies between domestic agendas and global understandings.

Abstract:
This year’s Democracy Report shows that the trend of a third wave autocratization – the decline of democratic regime traits – continues and now affects 24 countries. When we weight levels of democracy by population size – because democracy is rule by the people and it matters how many of them are concerned – it emerges that almost one third of the world’s population live in countries undergoing autocratization. Yet democracy still prevails in a majority of countries in the world (99 countries, 55 percent). This section analyses the state of democracy in the world in 2018 and developments since 1972, with an emphasis on the last 10 years. Our analysis builds on the 2019 release of the V-Dem dataset.

Abstract:
In 2018/2019 the CGPE launched an annual Gender & Global Political Economy Undergraduate Essay Prize competition, open to all undergraduate students within the School of Global Studies. The winner of the 2018/2019 competition is Isabella Garcia for the essay “How do global supply chains exacerbate gender-based violence against women in the Global South?” Isabella graduated with a BA in International Relations and Development in July and will join the MA cohort in our Global Political Economy programme for 2019/2020. Given the very strong field of submissions, the award committee further decided to award a second-place prize to Yume Tamiya for the essay “Does the rise of the middle class disguise existing inequalities in Brazil?”. Yume graduated with a BA in International Development with International Education and Development. We are delighted to publish both of these excellent essays in the CGPE Working Paper series.

Abstract:
The first event organized by the CEBRI Infrastructure and Energy Program in 2019 counted with the support of the Dutch Consulate in Rio de Janeiro, and discussed the global trends that are reshaping cities and how these interconnect with the energy transition. Starting with opening remarks by Jorge Camargo, CEBRI Trustee, the event was moderated by Clarissa Lins, Catavento Consultoria’s Founding Partner and CEBRI Senior Fellow. The panel benefitted from insights presented by Marcelo Porto, Vice-President at IBM Cloud Latin America; Luis Antonio Lindau, Director at WRI Cities Brazil; Paul Antoine Matthieu, Project Director for the Energy Transition in Nijmegen, Netherlands; and Hans van Ammers, Senior Advisor on Climate Mitigation and Adaptation in Arnhem, Netherlands. This paper consolidates the content presented by each participant, as well as the debate that followed, respecting the Chatham House rules applied to the events hosted by CEBRI’s Infrastructure and Energy Program. It also includes additional insights provided by Catavento Consultoria.

Abstract:
At its 13th meeting, CEBRI’s China Analysis Group promoted in-depth discussions on the main features of the Chinese national innovation system, addressing the underpinnings of the digital economy in China and current challenges in the process of transitioning from technological catching-up to an innovation-driven economy. First of all, as an illustration of the overall prosperity of the Chinese digital economy, participants highlighted the fast transformation of Shenzhen into a global hub for entrepreneurship and innovation, becoming a reference for business models in Silicon Valley itself. Notably, the recent establishment of a pilot demonstration zone for socialism with Chinese characteristics in Shenzhen illustrates the city’s key role in Chinese innovation and industrial development policy. The speakers at the event were the Director of Marketing, Sustainability and New Business at BYD Brasil Adalberto Maluf; the Director of the International Cooperation Department of the Tus-Clean Energy Group Jiao Jiwen; and Researcher at the Chinese Academy of Science and Technology for Development (CASTED) Li Yan. Comments were made by CEBRI Trustee, Anna Jaguaribe; the Vice-President of the Private Sector of the Development Bank of Latin America (CAF) Jorge Arbache; and Professor at Peking University Pan Wei. Abstract:
At its 14th meeting, the China Analysis Group promoted insightful discussions on the goals and priorities of Chinese security and defense strategy, considering its regional and global implications – as well as opportunities for cooperation with Latin America and Brazil. Against the backdrop of China-US geopolitical rivalry, China’s more assertive foreign policy under Xi Jinping has often been perceived as a threat by other nations. However, one of the key messages conveyed by Chinese official documents and narrative is the peaceful nature of China’s military ascent, based on a defensive modernization of its armed forces – even though a less conciliatory tone is adopted in regard to Chinese core interests, especially concerning territorial integrity. The speakers at the meeting were Senior Research Fellow at the Center for China and Globalization (CCG) Andy Mok; the Brazilian Army Attaché to People’s Republic of China for bilateral exchange Col. Durval Durães Neto; and CEBRI's Trustee Emeritus Marcos Azambuja. Abstract:
At its 15th meeting, the China Analysis Group promoted insightful discussions on global environmental challenges shared by Brazil and China, highlighting priority topics for bilateral cooperation in the short-, medium- and long-term, within and beyond the 2030 Agenda for Sustainable Development. Despite the huge potential for bilateral cooperation in areas ranging from the bio-economy to climate-resilient cities, participants consensually noted a lack of bilateral frameworks dedicated to sustainable development between China and Brazil – for instance, the absence of a sub-committee aimed at environmental cooperation within the Sino-Brazilian High-Level Coordination and Cooperation Committee (COSBAN). Ultimately, better exploring the co-benefits associated to bilateral cooperation on shared environmental challenges – including but not restricted to climate change – could contribute to strengthening multilateral frameworks and global environmental cooperation.
