341. Urban Sanitation in India – Why Brazil Matters

Abstract:
Since the launch of the Swachh Bharat Mission in October 2014, sanitation issues in India are receiving immense attention from policymakers, media and civil society alike. The sector however received enormous funds even before this scheme with little positive results. This paper argues that the translation of the current hype into the right policies and practical schemes for amelioration of the poor conditions depends upon a complete rethinking of the entire approach to the issue. Brazil has gone through a series of transformations in the sector that provide a useful lens to India to examine the issue with. It will need similar radical changes, starting from recognition of sanitation as a basic human right to effective regulation, for India to begin to address this massive challenge.

Abstract:
The Visegrad Group is still a new label among policy makers as well as public and private investors, scholars and media in Brazil. However, since their accession to the EU in 2004, and the financial crisis that started in 2008, the four Central European countries in this group have started to look beyond Europe in order to formulate their economic and political agenda, aiming to boost partnerships, for example among the biggest South American countries such as Brazil. V4 and Brazil should build momentum to deepen cooperation in the most promising prospective areas such as trade, military, tourism and education.

Abstract:
This article outlines the theory and practice of Labour Centred Development (LCD). Much development thinking is elitist, positing states and corporations as primary agents in the development process. This article argues, by contrast, that collective actions by labouring classes can generate tangible developmental gains, and therefore, that under certain circumstances they can be considered primary development actors. Examples of LCD discussed here include shack-dweller’s movements in South Africa, the landless labourer’s movement in Brazil, unemployed worker’s movements in Argentina and large-scale collective actions by formal sector workers across East Asia. The article also considers future prospects for LCD.

Abstract:
This Strategic Note identifies key thematic features of Brazil’s long history of United Nations operations, from the first one, in 1947, through present-day operations around the world. An examination of the country’s experience in peacekeeping yields some important lessons – both for Brazil and for the future of peacekeeping and UN operations as a whole. Given today’s geopolitical climate, identifying appropriate norms and standards in peacekeeping efforts is more important than ever in order to ensure sound decision-making on the ground.

Abstract:
Civil society has exploded in Latin America as democratization has continued over the last 30 years. Civil society organizations (CSOs) are thought to improve governance and oversight and to increase social capital. Nonetheless, we have limited knowledge about what motivates CSOs’ politi- cal strategies, which include participating in formal political institutions, attending demonstrations, and providing services. We build knowledge here by evaluating data from a unique survey of nine hundred CSOs across seven Brazilian cities. Our findings showcase several parallel processes: poorer CSOs continue to rely on the state and actively participate in political pro- cesses despite protesting at greater rates than wealthier CSOs; therefore, we contend that institutional and political process arguments better explain poorer CSOs’ behavior. We also argue that relatively wealthy CSOs’ disen- gagement reflects greater resource mobilization, more professionalization, and an increase in social capital. Our results show that multilayered explana- tions improve our understanding of CSO behavior and state-society rela- tions in Brazil and Latin America.

346. Political Corruption and Partisan Engagement: Evidence from Brazil

Abstract:
In long-standing democracies, the partisan attachments of most citi- zens are stable and not responsive to short-term political events. Recent studies from younger democracies, however, suggest that partisanship may be more malleable in these contexts. In this paper we develop hypotheses about how political corruption might affect voter attachment to the parties of corrupt offi- cials or to the party system as a whole. Using data from an original survey exper- iment in Brazil, we show that prompts about political corruption shift patterns of partisan attachment for highly educated respondents – specifically, that cor- ruption associated with one political party reduces nonpartisanship and signifi- cantly increases identification with other political parties. In contrast, we find that information on corruption has no consistent measurable effect on partisan- ship for less educated respondents. We conclude by discussing the implications of malleable partisanship for democratic accountability.

n recent years, four approaches about executive–legislative relations in Brazil have emerged: i) the perspective that points out limita- tions and constraints of multiparty presidential systems; ii) the building of government coalitions; iii) coalition management; and iv) the role played by institutions including the prerogatives of party leadership in- side the House. Abstract:
The paper aims at investigating the dilemmas involved in the recent turn of international humanitarian organizations to urban areas of the Global South. The incorporation of impoverished urban communities—such as Rio de Janeiro’s favelas—in the landscape of humanitarian action results from a particular reading that connects urbanization processes with a redefinition of the scope of humanitarian action. The paper argues that the transposition of humanitarian protection and assistance to other situations of violence, such as Rio’s favelas, is premised on the construction of slums as marginal sites of insecurity and as the epitome of all problems related to urban processes in developing and underdeveloped societies. Based on a review of Médecins sans frontières’ project in Complexo do Alemão - Rio de Janeiro, from 2007 to 2009, the paper concludes with a critical reading of the consequences of recognizing favelas (and the global slum) as a problem of security and protection, without acknowledging the complex democratic dimensions of local political struggles.

This article aims to analyze the case of the acquisition of Vosper frigates by the Brazilian Navy, which took place in early 1970. Besides being an illustrative case of foreign policy disputes, it demonstrates how economic interests can define the foreign policy of nations. The business of frigates is considered strategic for the relationship between Brazil and the United Kingdom.

Abstract:
This article analyzes the fundamental challenges perceived by the People’s Republic of China: food security and energy security. They become evident through the higher demand over the domestic production. This relation compels the Chinese Communist Party to establish agreements with other countries to balance the supply and demand. The People’s Republic of China’s tools put in use to secure the agreements are institutional and military. Military tools are necessary to exercise the Chinese sovereignty over the South China Sea, and to keep safe the sea-lanes of communication. Consequently, the PRC-Brazil relations are examined, especially the latest.
