Abstract:
Exploring the role and status of women in Bosnia and Herzegovina is difficult, especially when it comes to the representation of women in the security sector institutions. Following the adoption of the Action Plan for the Implementation of UN Security Council Resolution 1325 on "Women, Peace and Security” progress has been made regarding the inclusion of a greater number of women in substantive roles in the security sector institutions in BiH. However, the analysis carried out reveals that the majority of these institutions still do not meet the minimum standard set for minority gender representation in government institutions (40%). Traditional views and prejudices about the understanding of gender roles are believed to still negatively affect the ability of many girls and women to build professional careers in areas such as defence and the police. Awareness and understanding of the importance of gender equality principles, both of individual security institutions and the entire system in general, should help address these barriers to entry and enable the greater acceptance of women in all fields of work.

Abstract:
Cynthia Barmore builds on primary survey research conducted in Bosnia and Herzegovina to offer new explanations of the constraints placed on farmers by an unreformed land system. Natasha Geber addresses an underexplored policy area, looking at Russia’s geopolitical ambitions in the Arctic and offering a perspective on the chances of international cooperation on Arctic issues. Abby McCartney pulls together two seemingly disparate policies, seeing an opportunity for New Jersey to expand its successful drug court program using provisions of the Affordable Care Act. Emily Wiseman looks at how women and girls still tend to be excluded from post-disaster relief efforts, even though almost all implementers understand that this exclusion exacerbates gender inequality and retards reconstruction. Jordan Dantas analyzes the drop in piracy off the Somali coast, and finds private sector success where military solutions failed. Stephanie Leutert offers a clear-eyed perspective on the divergent narratives about the Obama Administration’s deportation policies, and analyzes how those policies have impacted immigrant communities. Lauren Dunn looks at two programs for using mobile phones to provide basic banking services—a success and a failure—and offers lessons for how the regulatory environment and existing institutions must shape program design.

Abstract:
Gender mainstreaming [1] of the security sector in Bosnia and Herzegovina (BiH) twenty years ago was perceived as a “foreign” syntagma and proved very difficult to translate into the three official languages (Bosnian, Croatian and Serbian). The challenge was not only translation but also the transposition of that concept into reality. The link between the concept of gender mainstreaming and security sector tasks and responsibilities was a new topic for BiH society as well as globally. As a post-conflict country, in the last twenty years Bosnia and Herzegovina has gone through reforms in different areas such as police, intelligence, justice, etc. Those reforms were intensified in the period from 2003 until 2008 in the framework of the BiH integration process into the European Union and NATO. At that time, neither the BiH political elite nor representatives of the international community were aware of the benefits of the integration of the gender concept in those nor in other reforms in the country. It was women’s organizations that started familiarizing the BiH public with the importance of including and applying the concept of gender in security sector reforms, namely to implement United Nations Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325).[2] They first gained financial support from the United Nations Development Fund for Women (UNIFEM) and other UN organizations in order to implement different programs and projects. Those efforts, commitments, and the influence of these women’s organizations led to the government at all levels in Bosnia and Herzegovina establishing in 2003 official gender mechanisms such as the Gender Center of Government of Federation, the Gender Center of Government of Republic Srpska and, in 2004, the Gender Equality Agency at the national level. Their establishment came at a crucial moment for the institutionalization of gender mainstreaming in all areas of public and private life in Bosnia and Herzegovina. Only a few years after those gender mechanisms were established they were applied in the drafting of two strategic documents, the Gender Action Plan (GAP) [3] for the period 2006-2013 and an Action Plan for the implementation of UNSCR 1325 in Bosnia and Herzegovina (AP 1325) [4] for a period of three years (2010-2013). Those two documents were not imposed or drafted externally, which was the case with many other documents in Bosnia and Herzegovina from that period. They were produced by the representatives of BiH institutions together with the representatives of NGOs according to local priorities and needs, an important precondition for local ownership and sustainability of the whole process. Because of this, many were hopeful that enacting these documents would have a real and positive effect on the lives of men, women, and children throughout the country. In this article I first give a brief overview of the situation in Bosnia and Herzegovina before those national policy documents were adopted and of the post-adoption period. Second, my intention is to analyze the reasons why the adoption of AP 1325 was perceived as a big success in the country as well as the region and at a global level. Third, because I was personally involved in the implementation of the first AP 1325 on behalf of the Ministry of Security and in the drafting of the second AP 1325, my focus will be on the achievements of the Ministry of Security in the implementation process of AP 1325 as well as my personal experience with gender mainstreaming of the security sector in BiH. Finally, in my conclusion I examine the main lessons learned, current challenges, and present my personal view of how the envisaged goals from the documents can bring meaningful and real change to the daily lives of all people in Bosnia and Herzegovina. 4. Survivors Speak: Reflections on Criminal Justice System Responses to Domestic Violence in Bosnia and Herzegovina

Abstract:
Domestic violence has increasingly been recognized as a societal problem and a criminal act as opposed to a private family matter. This is demonstrated by legislation that criminalizes acts of family violence and promotes gender equality and human rights. The question remains, however, whether criminal justice system professionals (police, prosecutors and judges) are applying existing legislation intended to hold perpetrators accountable, protect victims and their children and ultimately interrupt the damaging intergenerational pattern of domestic violence. This research explores the experiences of survivors of systematic domestic violence and contrasts those stories with common theories on the causes of domestic violence and criminal justice system practices in Bosnia and Herzegovina. The resulting publication reveals the extent to which systematic domestic violence is not appreciated as a serious criminal violation, and as a result, places victims, their children and the community at increased risk. Survivors Speak goes on to concretely identify evidence based risk factors within cases of domestic violence, validated through qualitative research in BiH. These risk factors can be used by criminal justice system professionals to appropriately assess and tailor the police, prosecutorial and judicial response to domestic violence, thereby enhancing victim and community safety and interrupting the intergenerational cycle of domestic violence

5. Fostering of Civil Society by Muslim Women’s NGO-s in Bosnia and Herzegovina

Abstract:
The fostering of civil society is vital in multiethnic, multicultural, multi-religious and post-conflict societies such as that of BosniaHerzegovina. Therefore, this paper examines the role of Muslim women’s Non Government Organisations (NGOs) in fostering civil society in BosniaHerzegovina. In this regard, this paper puts in perspective the present role of Muslim women’s NGOs by providing the theoretical background and a survey of NGOs in Bosnia-Herzegovina. In order to determine the role and function of Muslim women’s NGOs, the author examines the main criteria of civil society functions such as control of political power, monitoring of political participation and elections, promoting anti-corruption awareness, advocating values of human rights, tolerance and understanding, offering civic training, promoting civic education and public issues through media, and promoting conflict resolution and inter-faith dialogue. By analyzing civil society functions this paper answers the question of Muslim women’s NGOs involvement in socio-political aspects of a democratic state and fostering of civil society in Bosnia-Herzegovina. The author uses an ethnographic methodology, written sources and interviews in analyzing two leading Muslim Women’s NGOs such as Nahla Education Center for Women and Kewser-Zehra Association of Muslim Women. The results of this paper indicate that although Muslim women’s NGOs in theory do not meet some of the criteria to be considered a civil society actor, especially those of a political and legal nature, they are, nonetheless, significantly involved through their various activities in sociopolitical aspects of the democratic state and, as such, they have contributed significantly towards fostering of civil society in Bosnia-Herzegovina.
