1. Gross National Happiness Policy Outputs in Bhutan from 1972 to 2014*

Abstract:
In 1972, Bhutan’s Fourth King declared Gross National Happiness (GNH) more important than Gross Domestic Product. But what was the nature of GNH legislation policy outputs before and after the adoption of the written 2008 Bhutanese Constitution that required that Bhutan to promote GNH as a national policy goal? This study examines from 1972 to 2014 (six years after the adoption of the Bhutan Constitution) GNH policy outputs. There were two stages related to Bhutan’s four pillars that include sustainable and equitable economic development, good governance, cultural preservation, and environmental protection. In the first stage lasting to the 1990s, Bhutanese policy outputs emphasized preserving traditional culture. In the second phase from the 1990s to 2014, Bhutanese policy outputs emphasized Buddhist modernism in which all four pillars balanced traditional Buddhist values with modern issues like health care and illiteracy.

2. And Now What? The Life, Status, and Education of Newly Fully Ordained Nuns in Bhutan

Abstract:
This talk communicates the findings of a research project on the evolution of monastic education in the 21st century, in particular, for contemporary nuns in Bhutan. On June 23, 2022, the 70th Je Khenpo, Tulku Jigme Chodrak, at the request of the king of Bhutan, Jigme Khesar Namgyel Wangchuck, and in an event organized by the Bhutan Nuns Foundation, conducted a bhikṣuṇī ordination to 144 nuns, restoring the Mūlasarvāstivāda female lineage in the Himalayan tradition. It is difficult to understate the importance of this event since, by most accounts, bhikṣuṇī ordination had never been introduced to Tibet or Bhutan, and nuns have only had access to novice status since the introduction of Buddhism in the region in the 7th Century. The goal of this talk is to discuss how Bhutanese nuns were able to develop a pragmatic discourse that allowed them to achieve this historical accomplishment, and how the newly achieved bhikṣuṇī status has impacted the lives of Bhutanese nuns and nunneries.

3. Dumping the Jewel in the River: Renewing and Perpetuating the Memory of Bhutanese Statehood in Punakha Domchoe

Abstract:
Theatrical re-enactments of historical battles characterize some local festivals in western Bhutan in contrast to the largely Buddhist mask dances that are performed during such festivals elsewhere in the country. They serve as medium of recording, renewing and transmitting the memory of historic moments in the life of spiritual and political leaders. For example, the festival of Nangkar Dog (snang-dkar bzlog) in Chang village, Paro is dedicated to commemorate the victory of Phajo Drugom Zhigpo over his spiritual adversary called Lama Lhapa (Zangpo, 2003). Lo-ju (blo-‘gyur) is another festival celebrated every three years in villages of Wangdue Phodrang. It is ‘an articulate narrative of the events leading up to the formation of the Drukpa state by conquering hostile forces…’ (Chophel, 2003, p.85). Punakha Drubchen (spungs-thang sgrub-chen) popularly known as Punakha Domchoe (hereafter domchoe) theatrically re-enacts a historic battle that the Bhutanese fought against Tibetan forces in 1649. Dochula Tshechu is a very recent innovation that recounts Bhutan’s military operation in 2003 against Indian militants (David & Samuel, 2016). The domchoe is one of the most important festivals celebrated in the first month of the lunar calendar. It begins with fifteen days of sacred prayers and mask dances inside the congregation hall or dukhang (‘du-khang) of the magnificent Punakha Dzong, which was built by Zhabdrung Ngawang Namgyal (hereafter Zhabdrung Rinpoche) between 1639-40. Known as Goenwang Drubchen (mgon-dbang sgrub-chen), it is followed by three days of martial performances by people dressed as traditional militia called pazangpas (dpa’-mdzangspa - hereafter pazaps) to commemorate and re-enact the military victory in 1649. Both folk and mask dances are performed during the domchoe alongside the pazaps’ performances. The most significant episode of the domchoe with which it concludes involves immersion of multi-coloured sacred substances used as base of the mandala made for Goenwang Drubchen. This moment of dumping of jewel in the Mochu (mo-chu) river and three days of pazaps’ performances record and renew the memory as well as transmit the narrative of that historic victory to both the performers and the audience. The focus may be that particular battle but the overall narrative of the domchoe recounted through songs and dances also record, perpetuate and transmit the memory of the founding of Bhutanese state by Zhabdrung Rinpoche. In this article, I examine how this narrative is constructed and re-told in Punakha Domchoe. I argue that this local festival has transformed into a state-sponsored national ritual that serves important political objective of keeping alive, perpetuating and transmitting the memory of the founding of Bhutanese State.

4. The Impact on Early Bhutanese Coinage of Contentious Relations Between Bhutan and Cooch Behar from 1772 to 1774

Abstract:
Bhutan’s coinage has been thoroughly documented related to design and mintage variability. In addition, as noted for the first time in this paper, one of Bhutan’s late 18th to early 20th century core governmental missions is reflected through changes in Bhutan’s coinage. This is based on Bhutan’s conflict with Cooch Behar including interactions with the British East India Company and the legacy and aftermath of that conflict. While 18th to early 19th century versions of the symbols on Bhutanese coins reflected Hindu and national icons of Cooch Behar, the later versions to 1910 contained Cooch Behar symbols and definitive Buddhist symbols reflecting the sovereignty and a core mission to promote a Bhutanese Buddhist state where citizens became Enlightened.

5. No Sanctuary: China’s New Territorial Dispute with Bhutan

Abstract:
Resting at the eastern end of Bhutan is the Sakteng Wildlife Sanctuary. Spanning some 750 square kilometers, it is spread out across a densely forested area of the Himalayan Mountains. The sanctuary is far better known for its unique flora and fauna (including the red panda and, reputedly, the fabled yeti) than its geographic boundaries. But the latter is precisely what brought it to international attention in June 2020. Early that month, Bhutan sought a grant for the sanctuary from a global environmental organization that funds sustainable development projects. Unexpectedly, China’s representatives to that organization opposed the grant. Their reason: China considers the sanctuary to be “disputed territory.”

6. Healing in the Himalayas: Robert Saunders, Surgeon, and the Embassy to Bhutan and Tibet of 1783

Abstract:
In 1783, Captain Samuel Turner, surveyor Samuel Davis, and surgeon Robert Saunders journeyed from India on an embassy through Bhutan and into Tibet. Saunders, of the Bengal Medical Service, reported his medical observations in the Proceedings of the Royal Society, the leading science journal of its time. In his observations, Saunders provides glimpses into both Bhutanese and British medical practices of the late eighteenth century. Saunders’ description and observations of goiter became widely quoted, helping to forge a path to the elimination of the condition, and his explanation for the causes of snow blindness were confirmed in laboratory experiments more than 100 years later. Saunders not only sought to observe and to teach, but also to learn from the local healers he encountered. His writings show a respect for the Bhutanese and Tibetan peoples and their medical knowledge that is rare in colonial writings.

Abstract:
The ruler Gaeboo Achyok (Rgyal-po A-mchog) is undoubtedly the most highly celebrated Lepcha cultural hero. It was he who led a valiant attempt during the second half of the 17th century to assert the authority of the Lepcha people over their ancestral lands in the region of modern Kalimpong and the hill country near South-west Bhutan. Although his story has been told by previous authors, much is still based on legend and conflicting secondary sources. So, it is worth reviewing the primary original, written documents in the context of broader events of his era.

Abstract:
Histor y often tends to repeat itself, or as Spanish-American philosopher, Jorge Agustín Santayana wrote in 1905-06 in The Life of Reason, “Those who cannot remember the past are condemned to repeat it”. While setting out to write on, or about Tibet, it is inevitable to conclude that there never was, or will be, a long walk to freedom either for Tibet, or for the holy chair of the successive Dalai Lamas – the god and king-in-one incarnation of Chen-re-zi, the Lord of Mercy – the patron deity of Tibet. The Dalai Lama not only governs his subjects in this life, but can influence their rebirth in the next, or as Tibetans believe is the “Ruler in this life, the Uplifter in the hereafter.” The journeys of the Dalai Lamas in and out of Tibet recount being perennially those, which forced them out of their homeland in the most pressing, dark, and arduous circumstances. These have been recorded most persuasively by Sir Charles Bell, British civil servant, and former British Political Representative in Tibet, Bhutan, and Sikkim, whose accounts dedicated to the memory of the 13th Dalai Lama stand testament to their long and affectionate friendship. Bell’s work Portrait of The Dalai Lama published in 1946 is amongst the finest accounts on Tibet’s chequered history. It’s important to understand Tibet’s geography and the course of events that shaped its historical and political destiny in order to realize the relations that Tibet shared with the powers that encircled it. The Chinese overlord ship, which commenced early in the 18th century and ended in 1912, was often little more than nominal. China’s endeavor to control the foreign policy of Tibet sprang mainly from two reasons: First, the Chinese desired the country as a barrier on the west; and second, from 1642, when the supreme authority of the Dalai Lama was established– China sought his spiritual backing to restrain the turbulent Mongols from invading the northern Chinese provinces.

9. Who is the Tigress in the Lair? A Preliminary Enquiry About Khandro Yeshe Tshogyel’s Visit to Taktsang

Abstract:
The holy site of Taktsang in Paro, Bhutan, is renowned for its association with Guru Rinpoche, his consort Khandro Yeshe Tshogyel and disciple Langchen Pelgi Sengye. Although a monastery was built at this site in 1692 by Gyalse Tenzin Rabgye, the fourth civil ruler of Bhutan, the site was visited and blessed by Guru Rinpoche as far back as the 8th century. Its sacredness has been reinforced by the visits and spiritual undertakings of great Buddhist luminaries over the centuries. Pilgrims and tourists visiting Taktsang are generally told two things associated with Yeshe Tshogyel, who was a Tibetan princess and an emanation of Lhamo Yangchenma (Sarasvati). One, when Guru Rinpoche transformed into Dorje Drolo (one of his eight manifestations) and flew to Taktsang riding on the back of a tigress, Yeshe Tshogyel had transformed into that tigress. Two, Yeshe Tshogyel did the Vajrakilaya practice at the cave of Sengephu in Taktshang.

10. Trend of Bhutan’s Trade during 1907-26: Import

Abstract:
It is logical to expect that quantitative and qualitative changes in Bhutan’s export during the period of Ugyen Wangchuck should be corresponded by similar changes in her imports. For one thing, when a country’s export grows over a longer period, the accumulation of foreign exchange in that country enables her to import more. Indeed, since both exports and imports, especially their growth and diversification, depend on the changes in the domestic economy (along with changes in the rest-of-the-world), in most cases do we observe simultaneous changes in both these fronts. The present article seeks to assess to what extent Bhutan’s import changed during the years of the First Monarch. The organisation of the study is as follows. While section I seeks to measure the quantitative aspect of change in Bhutan’s import during the study period, the following two sections discuss the changes in the origin and composition of her import respectively. Section IV gives the summary.
