41. The Impact of Sports Arenas on Land Values: Evidence from Berlin

Abstract:
This paper develops a hedonic price model explaining standard land values in Berlin. The model assesses the impact of three multifunc-tional sports arenas situated in Berlin-Prenzlauer Berg which were de-signed to improve the attractiveness of their formerly deprived neighbourhoods. Empirical results confirm expectations about the impact of various attributes on land values. Sports arenas have significant positive impacts within a radius of about 3000 meters. The patterns of impact vary, in-dicating that the effective impact depends on how planning authorities address potential countervailing negative externalities.

THE FALL OF THE BERLIN WALL IN 1989 and the subsequent breakup of the Soviet Union presented an unparalleled opportunity for fundamental political and economic change in more than two dozen countries. As postcommunist countries sought to attain the economic development of their Western neighbors, it became clear that the existing framework of laws and institutions would not support the desired growth. Reformers and development experts soon identified a panoply of gaps and shortcomings in financial resources, human resources, and organizational capacity, all of which appeared ripe for outside assistance.

Abstract:
In this paper, we analyze whether trade liberalization and increasing commercial openness has affected environmental governance in the post-Communist countries of Central and Eastern Europe and the Commonwealth of Independent States. During the Cold War, these countries had closed economies and autarkic trade policies combined with little environmental regulation and poor environmental quality. The fall of the Berlin Wall and the breakup of the Soviet Union began a process of marked change in the region. Many post-Communist countries have engaged in extensive trade liberalization. Others, however, have been slower to open their markets; and some have maintained highly protectionist trade policies. Have countries that opened up to global markets improved their environmental policies or has increasing exposure to the international trading system led to a “race to the bottom”? Controlling for a wide variety of economic and political factors, our results indicate that heightened trade openness has weakened environmental governance in the post-Communist world, suggesting that an environmental race to the bottom has been occurring among the transition economies.

Abstract:
This occasional paper of the Geneva Center for Democratic Control of Armed Forces attempts to consider defence procurement in its modern political – military setting. Since the fall of the Berlin Wall most European countries no longer regard the defence of their territory and independence as the overriding priority it had during the Cold War. The role of military forces has changed considerably. Collective defence focused on reliable capabilities of 'forces in being' and effective mobilisation and, in the case of NATO, on integrated planning and command structures. Today, the protection of national territory has a new dimension in the face of terrorist at tacks, and in the case of the US, by the programme for missile defence. Everywhere the link between external and internal security has become closer.

Berlin is far from Baghdad, and the Germans at least want to keep it that way. But for all the obvious differences, Germany's inconclusive election results and the impending constitutional referendum in Iraq point to some identical obstacles to effective and constitutional government. These obstacles are proportional representation and “cooperative federalism.” As it happens, well-meaning UN officials, NGOs, and U.S. advisers have been urging these constitutional arrangements upon numerous fledgling democracies, including Iraq. That may not be good advice.
