61. When Russia Goes to War: Motives, Means and Indicators

Abstract:
Since Vladimir Putin declared the fall of the Soviet Union to be the greatest geopolitical catastrophe of the century, prompting concerns that Moscow would seek to rebuild its influence by conquering territories on its borders, Russia has deployed combat troops into Georgia, Ukraine and Syria, and inserted private military companies into the Central African Republic, Libya, Mozambique, South Sudan and Venezuela. But there is little consensus among analysts about the meaning of Russia’s military behaviour, or how far it might go in pursuing its interests. Is it trying to rebuild a version of the former Soviet Union? Does it have the will and capability to go to war? Under what circumstances might it be ready to commit combat troops? And how do these questions relate to its immediate neighbourhood, in particular to the Baltic region? This analysis examines Russia’s fundamental motives for going to war in the ‘near abroad’, describes how Russia might wage war in the Baltic states, and identifies some of the indicators that might suggest it is preparing to do so.

Abstract:
Lithuania is a small state by objective features (population, territory, GDP) and subjective ones (geopolitical position, resilience from external security threats, national identity). The goal of this research is to define the main roles of Lithuania, which are relevant to the Lithuanian foreign policy decision-making process nowadays. Those roles are the structure for Lithuania’s new President Gitanas Nausėda. While during his presidency he will have the possibility to modify them, for now for the roles formed and enacted over the last ten years serve as the limits of the change of the policy in the Euro-Atlantic area. The main assumption regarding the roles of Lithuania in the Euro-Atlantic area is that policymakers emphasize the smallness of the state. Accordingly, being a small state is translated to a set of expected and appropriate behavior. Therefore, the classical definition of smallness suggests that Lithuania’s roles should include the strategies of hiding and appeal to democratic values. In order to deny or confirm the assumptions, the research includes the definition of small states, an analysis of small state foreign policy strategies, the main thesis of the Role theory, the theoretical basis of subjective smallness concept, and discussion of Lithuania’s roles in the Euro-Atlantic area, using an interpretive methodology of Social constructivism.

Abstract:
Russia’s recent buildup of A2/AD (anti-access/area denial) forces in Crimea and Kaliningrad, coupled with its increasingly confronting rhetoric in the Black and Baltic Seas, pose a serious challenge for the NATO’s Eastern flank countries. While the mare sui generis status of the Black Sea might be altered under the expected inauguration of Canal Istanbul in 2023 as it would probably require the revision of the Montreux Convention, the mare liberum status of the Baltic Sea might also be questioned as Russia contests NATO’s Enhanced Forward Presence in this region. Facing this challenging geostrategic context, Pilsudski’s ideas of Intermarium seem to have revived within the Central and Eastern European countries under modern interfaces such as the Bucharest Nine and the Three Seas Initiative. This paper proposes a comparative analysis between the Black Sea and the Baltic Sea in terms of their newly-emerged geostrategic context, discusses the feasibility of the recent endeavours to promote cooperation within the Central and Eastern European countries and not ultimately, highlights the utility of a regional military alliance in support of NATO.

Abstract:
This article addresses the question of willingness to defend one’s own country and a similar notion of resistance, should Latvia, Lithuania and Estonia be attacked. The study principally relies on quantitative data from a dedicated nationally representative survey across all three countries. The data acquired thereof reaffirm findings from previous studies concluding that the highest level of willingness to defend one’s own country is in Estonia, while it is lower in Latvia and in Lithuania. Asked if and how respondents would resist in case of an attack, more willingness to resist either non-violently or violently was expressed by respondents in Lithuania, ahead of the number of willing to do so in Estonia and more so in Latvia. Demographic background of the respondents visualized and discussed in the article provides further nuances of both research questions. While situation with the willingness to defend Estonia is relatively comfortable, this should not be treated as a reason for complacency. There is still room for progress within some groups of the society. Meanwhile, valuable lessons could be drawn for policies of Latvia and more so of Lithuania to avert some of the less flattery trends identified in this study.

Abstract:
The ethnic landscape in the Baltic States is dominated by one large ethnic minority: Russians. Lithuania is an exception as here the first biggest ethnic minority are Poles, followed by Russians. The Baltic States have also significant Slavic minorities, such as Belarusians and Ukrainians. There are many barriers for people from different ethnic groups to overcome because the Baltic societies are segregated according to ethnicity across a number of dimensions: language, work and geography. During the Soviet period there were separate language schools, a system that reinforced ethnic separation. Labor market was also split along ethnic lines and a large proportion of ethnic minorities lived spatially segregated from the majority group and was concentrated mostly in urban centers. The impact of communist heritage and the construction of the post-communist state order had a negative impact on the integration process of the Russian minorities in those countries. The ethnic Russians had been heavily marginalized as many of them had no citizenship at all. As a result, they had limited access to labor-market and less social protection. However, the accession of the Baltic States to the European Union (EU) has succeeded in significantly changing policies with respect for and protection of minorities in the three Baltic countries. In the last years the ethnic Russians have in fact been partially accommodated through the consistency of the citizenship laws with the European Union norms, which precisely require the protection of minorities and respect for them. The aim of the study described herein is to investigate the historic roots of ethnic segregation between the native Baltic population and the Russian minority and show how the entry of the Baltic States into the EU has facilitated the process of promoting minority rights, especially from the perspective of granting citizenship right to Russian (and Polish) ethnic persons living in those countries

Objectives: Examining analysis of Baltic security developments from U.S. government and military resources, scholarly journal articles, and multinational public policy research institute assessments. Methods: Analyzing content and rhetoric within these resources to learn how those producing these materials view Baltic security developments and their viewpoints on how the U.S. and its allies should respond to these developments focusing on increasing Russian regional assertiveness. Results: Provides interpretations of Baltic security developments, Russian Baltic policy, and U.S. and NATO responses ot these developments in materials produced by U.S. civilian and military policymakers and multinational scholarly analysis. Includes performance assessments of U.S. programs including the European Deterrence Initiative and potential Russian military activity in the Baltics as reflected in varying reports by the U.S. Government, military, and multinational public policy research institutions. Conclusions: Recommends U.S. and NATO countries recognize a new Cold War exists with a revisionist Russia. Advocates continuing NATO military exercise, upgrading civilian and military infrastructure protection, and enhancing U.S. and allied preparedness. Urges ongoing and candid dialogue between NATO and Russia to keep this situation from erupting into war. Insists the U.S. and its allies adroitly respond to Russian attempts to influence and manipulate public opinion toward Moscow. Expresses concern that U.S. partisan division over 2016 Russian interference in U.S. presidential election makes achieving greater Baltic policy cohesion difficult. Advocates warning Russia of devastating consequences of attempts to militarily invade or subvert Baltic countries.

69. National Minorities and Regional Development: A Comparative Overview of the Three Baltic States

Abstract:
This Working Paper is a mapping exercise of the minority communities in the three Baltic states of Estonia, Latvia and Lithuania, with regard to the regional development within the countries. Using census data combined with a series of regional development indicators from Eurostat and OECD Regional Well-Being, an overview of each of the countries’ regions at the NUTS Level 3 is provided, as well as a comparison across all three. This research finds, through a series of bivariate regression analyses, that within and across all three countries, there is no statistical linear relationship between the percentage of minority population in a region and multiple indicators of regional development – including GDP. Rather, the main dividing line is between capital city regions and the rest of the country/s. Yet, in peripheral regions, the regional development indicators show that regions with a large minority population are not necessarily any worse off than other peripheral regions which have a low minority population – particularly the case in Lithuania. This offers some evidence that a large minority population is not a hindrance to a region’s development. Nonetheless, the research provides an overview of the challenges in which many regions home to a large percentage of minorities possess, particularly in the areas with a high ethnically Russian population percentage. Thus, this Working Paper concludes by identifying patterns and outliers of regions in order for intensified and comparative further case study research at the micro level.
