1. Small powers as non-permanent members of the United Nations Security Council: A case study of the Baltic states

Abstract:
The main objective of this paper is to identify how small powers can make a difference by taking up a role at the United Nations Security Council (UNSC) as non-permanent members. This research takes a closer look at the Baltic states, Lithuania and Estonia, and gives a perspective for Latvia too. This paper examines whether these states use strategies that have made other small powers successful at the Security Council. Most of the materials used were documents from foreign services and the UNSC, and the methods employed were qualitative document analysis and interview. Lithuania was successful at making resolutions and highlighted topics, such as small arms and protection of journalists, whereas Estonia was successful at agenda setting and highlighted cyber security and environment security. Small powers can successfully work at the UNSC by setting the agenda and working on resolutions. However, their time as part of the UNSC is limited and their abilities to solve military conflicts depend on the support of the great powers. The Baltic states used some strategies that other small powers have successfully used, although they lacked influence for mediation and coalition building.

2. Defensive lawfare and deterrence: Analysis of Latvia’s approach to legal bases in the context of hybrid warfare (2014-2022)

Abstract:
Following the ‘hybrid form’ of Russian aggression in Ukraine that emerged in 2014, the period after February 24th, 2022 is referred to as the ‘new reality’. Hence, the question that needs to be addressed is how to deter and prevent Russian aggression of this kind. The national legal framework against the aggressor is a part of the deterrence policy and can be construed as defensive lawfare. Focusing on Latvia, the aim of the paper is to analyse defensive lawfare and deterrence in the context of hybrid warfare. The following research question has been identified: What is Latvia’s approach to establishing defensive lawfare in terms of hybrid warfare? For the empirical analysis, the chronological framework has been set from 2014 to 2022. To complete the empirical analysis of the present paper, both qualitative and quantitative research has been implemented comprising document analysis and semi-structured interviews, as well as content analysis, respectively. The improvement of a regulatory base and the development of deterrence, whilst using regulatory acts, is an element of deterrence and a way to act legally. The law can be used as a weapon. Lawfare, a concept with three definitions, has two forms: defensive a nd offensive. Latvia’s legal base includes a regulation to overcome hybrid threats and to implement a broad-spectrum of defence measures. Latvia’s regulatory framework is designed for defence purposes, whilst also being a way of promoting deterrence. Decision makers must be able to manoeuvre with the powers assigned to them.

3. Bureaucratic policy and defense cooperation among the Baltic states

Abstract:
The objectives of this paper are to (1) comparatively analyse defence strategies of the Baltic countries against the theory of institutionalism, focusing on factors that affect policy maintenance or change within defence cooperation and (2) assess the current state of defence cooperation in the Baltic countries. The study gives a theoretical overview, relating the theory of new institutionalism to the subject of debate over bureaucratic institutions, which also plays a role in the regional security politics of the Baltic countries. An empirical study compares the defence strategies of Latvia, Estonia and Lithuania. While few studies have investigated this subject before, that the conclusion reached by this investigation is that administrative bodies in the defence sector of the Baltic countries are affected by politically driven processes pertaining to the foreign affairs domain, which play a key role in matters related to cooperation and synchronisation of the defence and security of the Baltic States. The findings suggest that a more focused analysis of the role of institutions and bureaucratic policy in the policy making of the three Baltic countries needs to take place. The study concludes that (1) the current state of defence cooperation in the Baltic countries can be called “developing”; (2) the operation of defence establishments can be called “path dependent”, which is mainly influenced by “external” factors or pressures.

4. Non-violent civil resistance against military force: The experience of Lithuania in 1991

Evolving threats to national security have resulted in the adoption of comprehensive (total) defence concepts by a number of small and medium states. Civil resistance constitutes a considerable part of such concepts, complementing military defence. The historical experience of Lithuania proved the value of nonviolent resistance between 1988 and 1991 for regaining independence, and defending it in January 1991. The aim of this article is to analyse the role of non-violent civil resistance in the national defence system, based on the experience of 13 January 1991 in Lithuania and develop further discussion about the concept of civil resistance. The methodological approach of the article is based on historical and theoretical analysis. This allows the experience of Lithuania to be assessed on the basis of Lithuanian National Security and Defence Strategy and scientific research. Lithuanian non-violent civil resistance in 1988–1991 was successful in terms of strategy, leadership, organisation, planning, non-violence priorities and the number of citizens involved. The leaders of the movement were able to mobilise people into a widespread movement based on their moral authority and value orientations, strongly appealing to different groups in society. Lithuania’s independence was achieved with minimal human sacrifice, preserving the country’s resources and infrastructure. This experience of non-violent civil resistance came to be used by modern state institutions to create strategic documents of the state. In the current situation, it is necessary to focus not only on the knowledge required for state defence and civil resistance, but also on its moral aspects such as values, ethical behaviour, civic and human maturity.

5. Willingness to defend one’s country and to resist in the Baltic states

Abstract:
This article addresses the question of willingness to defend one’s own country and a similar notion of resistance, should Latvia, Lithuania and Estonia be attacked. The study principally relies on quantitative data from a dedicated nationally representative survey across all three countries. The data acquired thereof reaffirm findings from previous studies concluding that the highest level of willingness to defend one’s own country is in Estonia, while it is lower in Latvia and in Lithuania. Asked if and how respondents would resist in case of an attack, more willingness to resist either non-violently or violently was expressed by respondents in Lithuania, ahead of the number of willing to do so in Estonia and more so in Latvia. Demographic background of the respondents visualized and discussed in the article provides further nuances of both research questions. While situation with the willingness to defend Estonia is relatively comfortable, this should not be treated as a reason for complacency. There is still room for progress within some groups of the society. Meanwhile, valuable lessons could be drawn for policies of Latvia and more so of Lithuania to avert some of the less flattery trends identified in this study.

6. Recent U.S. and International Assessment of Baltic Security Developments

Abstract:
Objectives: Examining analysis of Baltic security developments from U.S. government and military resources, scholarly journal articles, and multinational public policy research institute assessments. Methods: Analyzing content and rhetoric within these resources to learn how those producing these materials view Baltic security developments and their viewpoints on how the U.S. and its allies should respond to these developments focusing on increasing Russian regional assertiveness. Results: Provides interpretations of Baltic security developments, Russian Baltic policy, and U.S. and NATO responses ot these developments in materials produced by U.S. civilian and military policymakers and multinational scholarly analysis. Includes performance assessments of U.S. programs including the European Deterrence Initiative and potential Russian military activity in the Baltics as reflected in varying reports by the U.S. Government, military, and multinational public policy research institutions. Conclusions: Recommends U.S. and NATO countries recognize a new Cold War exists with a revisionist Russia. Advocates continuing NATO military exercise, upgrading civilian and military infrastructure protection, and enhancing U.S. and allied preparedness. Urges ongoing and candid dialogue between NATO and Russia to keep this situation from erupting into war. Insists the U.S. and its allies adroitly respond to Russian attempts to influence and manipulate public opinion toward Moscow. Expresses concern that U.S. partisan division over 2016 Russian interference in U.S. presidential election makes achieving greater Baltic policy cohesion difficult. Advocates warning Russia of devastating consequences of attempts to militarily invade or subvert Baltic countries.

7. Security policy of the Baltic states and its determining factors

Abstract:
The history of the nations living in today’s Baltic States is marked by fighting against stronger neighbours: Russia, Poland, Sweden, Denmark and the German settlers in their territories. Unlike Lithuanians, Estonians and Latvians failed to create their own statehood before the 20 th century. The Lithuanians created their own state, a powerful one, which then became a part of an even wider state organism – the Polish-Lithuanian Commonwealth. As a result, the security policy of Lithuania was identical to that of the First Republic of Poland. Although there were tribes living within the area of current Estonia and Latvia for many centuries up to the outbreak of World War I, the lands of Latvia and Estonia had been changing owners and had been under the rule of almost all neighbouring countries. As a result of the positive outcome of the First World War, but also thanks to their efforts, the Baltic States regained independence in order to lose it after only 20 years, as a consequence of another war. After restoring independence with the collapse of the Soviet Union, the Baltic States realised that even acting together they were unable to defend themselves against a potential aggressor. As a result, they decided to follow in the footsteps of other countries of the former Eastern Bloc (e.g. Poland and Slovakia) and to integrate with Western European structures such as NATO and the EU. Following NATO inclusion, the security strategies of the Baltic States have been revised in line with the changes in their surrounding geopolitical environment.
