1. NATO in the North: The emerging division of labour in Northern European security

Abstract:
The Russian war of aggression has rendered Northern Europe an increasingly significant region for Euro-Atlantic security. A stable and secure Northern Europe is a critical precondition for a safe and stable Euro-Atlantic region. The alliance should treat Northern Europe as a strategic whole although the different subareas of Northern Europe have their distinctive security dynamics and concerns. NATO is currently improving its deterrence and defence posture. It is simultaneously shifting its military strategy from a model of deterrence by reinforcement to one of deterrence by denial. NATO’s evolving posture and strategy in Northern Europe should be underpinned by a more explicit division of labour. The regional allies and stakeholders can be divided into four categories in terms of their role in regional security: frontline nations, hubs, security providers and the ultimate security guarantor. The regional frontline nations include the Baltic states, Finland and Poland, which can also play a role as hubs and even security providers along with the United Kingdom and Germany. Denmark, Sweden and Norway are first and foremost hubs. The United States remains the ultimate security guarantor of the area.

Abstract:
The sixth brief in the “Russia’s War in Ukraine” series concerns the war at sea. Captain USN (ret) William “Bill” Combes, the Director of the Department of Leadership and Management Studies at the Baltic Defence College in Tartu, Estonia, examines the activities and the role of Russia’s Black Sea Navy since 2014, and particularly after 24 February 2022, including the blockade against Ukraine, as well as Ukraine’s naval and coastal defence. He assesses that the loss of the air defence and command functions associate with the flagship Moskva and the damage to other ships that carry land-attack missiles has eroded Russia’s ability to maintain sea control and reduced its naval-based strike capabilities. He concludes that what Ukraine really needs is direct naval assistance.

Although Germany is taking on more responsibility in the Baltic Sea region, the world is changing faster than Germany is changing its approach. The country’s policies accordingly lack strategic direction and vision – and above all, action. KEY TAKEAWAYS: Germany is increasingly taking more responsibility for security in the Baltic Sea region. Its focus has been and remains on multilateral initiatives within a NATO and/or EU framework, which is very welcomed by the states in the region. However, the changes Germany is making are being outpaced by the changing international context. The country is doing more, but not yet enough: concrete action is needed with respect to the Bundeswehr, decision-making procedures and strategic culture.

4. Hard security dynamics in the Baltic Sea region: From turbulence to tense stability

Abstract:
This Briefing Paper looks into the fundamentals of the Baltic Sea security landscape in the early 2020s. It argues that three interconnected security dynamics shape the present, ‘post-2014’ security environment in Northeastern Europe. That is to say, Russia’s assertive behaviour in the region and in Europe more broadly, NATO’s reassurance and deterrence measures in the area, and Finland’s and Sweden’s closer integration into the Western defence network all affect hard se- curity dynamics in the Baltic Sea region. These three dynamics underlie the tense regional stability that emerged after a period of alarmism and turbulence in the immediate aftermath of Russia’s ac- tions in Ukraine. Fundamentally, the stability is the product of the interplay between the three dynamics. In other words, NATO’s reassurance and deterrence measures accompanied by Finland’s and Sweden’s in- tegration into the Western security and defence system act as a counterweight to Russia’s actions in the region, creating a balance of power holding Russia’s ambitions in check. Investigating the sources of regional balance is rele- vant for multiple reasons. The region remains a poten- tial hotspot between Russia and the West and, thus, it merits close and continuous attention. Moreover, the word ‘stability’ frequently features in foreign policy parlance in Northern Europe, particularly in Finland and Sweden. Given this rhetorical proclivity, attention needs to be paid to the factors that actually constitute stability and the state of hard security in the Baltic Sea area. The paper consists of three analytical parts. First, it provides a brief historical overview of the twists and turns in the regional security landscape from the early post-Cold War era to today. The second part introduces the three dynamics in detail, followed by an analysis of how they are interconnected. The paper concludes by contemplating how regional stability could best be preserved in the 2020s.

Abstract:
Twenty-five years of relative calm and predictability in relations between Russia and the West enabled European governments largely to neglect their military capabilities for territorial defense and dramatically redraw Northern Europe’s multilateral, regional, and bilateral boundaries, stimulating new institutional and cooperative developments and arrangements. These cooperative patterns of behavior occurred amid a benign security environment, a situation that no longer obtains. Following Russia’s annexation of Crimea, its military incursion into eastern Ukraine, its substantial military modernization efforts, heightened undersea activity in the North Atlantic and Baltic Sea, and its repeated air violations, the region’s security environment has dramatically worsened. The Baltic Sea and North Atlantic region have returned as a geostrategic focal point. It is vital, therefore, that the United States rethink its security approach to the region—what the authors describe as Enhanced Deterrence in the North.

Abstract:
A change in the Baltic Sea regional security situation has already taken place and is having direct and indirect impacts on the countries in the region. Potential risks to stability in the Baltic Sea Region have been activated, although they are not yet, and hopefully never will be actualized in the form of open military conflict. Russia’s self-perception as a target of Western aggression is a way to legitimize assertive foreign policy towards the West in general and to continue military posturing in the Baltic Sea Region, where both the risks and possible gains for Russia are the greatest. Considering the full-spectrum approach to conflict and the web of relationships that exists throughout the Baltic Sea Region, it is possible to conclude that beyond a certain point, all Baltic Sea littoral states will not only be impacted but drawn into a conflict occurring in the region.

Abstract:
On 29 September 2015, representatives of twelve Central and Eastern European countries held the �irst exploratory meeting of the Adriatic-Baltic-Black Sea (ABB) Initiative, aimed at strengthening the political and economic cooperation of EU member states located between the three seas. The meeting was held in New York, on the sidelines of the 70th Session of the United Nations General Assembly, under the initiative of Croatian president Kolinda Grabar-Kitarović. The other heads of state attending the meeting were Polish president Andrzej Duda, Romanian president Klaus Iohannis and Bulgarian president Rosen Plevneliev. Hungary, Slovakia, Lithuania, Latvia and Estonia dispatched ministers of foreign affairs, whereas Austria, Slovenia and the Czech Republic were represented on a lower level. The meeting was also attended by representatives of the Atlantic Council think tank. Bolstering cooperation between Central European states on the north-south axis has been the declared foreign policy goal of Croatian president Grabar-Kitarović ever since she assumed of�ice in February 2015 . Since then, she has found a staunch ally in Polish president Duda, who took of�ice in August of that same year and stressed that he was striving for the creation of a partner bloc between the Baltic, Black and Adriatic seas. This development is noteworthy for two reasons: �irstly, it represents a widening of the foreign policies of their predecessors – Ivo Josipović of Croatia and Bronislaw Komorowski of Poland. In his �ive-year term, Josipović focused mainly on reinvigorating the ties among former Yugoslav republics, whereas Komorowski concentrated on aligning Warsaw’s interests with those of the European Union’s leading capitals, Berlin and London.

A research team led by the International Centre for Defence Studies (ICDS) was asked by the Foreign Policy Committee of the Riigikogu (Estonian Parliament) to undertake research on the topic of ‘Developments in the Security Environment of the Nordic and Baltic Sea Region up to 2020’. The purpose of the research project was to evaluate the security situation in the Baltic Sea region in a 10-year perspective; to provide an overview of the key security threats in the region; and to define possible areas for enhanced cooperation between the Baltic Sea countries. Research was conducted by a research team, which included the following members: Riina Kaljurand, a researcher at ICDS, acting as project manager; Julian Tupay, a junior researcher at ICDS; Karlis Neretnieks, Major General (ret.) conducting research on Nordic and Baltic security for the Royal Swedish Academy of War Sciences; and Bo Ljung, former head of the Northern Security and Stability project at FOI (Swedish Defence Research Agency).
