81. No membership without stability in Northern Kosovo: Seven recommendations on how to achieve it

Abstract:
With a three-month postponement, the European Council agreed to grant Candidate Status to Serbia in early March. This right and groundbreaking decision may yet not release Serbia from settling its relationship with Kosovo and from advancing in settling Kosovo's status. Serbia implemented the agreements of the Pristina-Belgrade dialogue held under the auspices of the European External Action Service only sluggishly. The dialogue has been subject to recurrent adjournments due to growing tensions between the conflicting parties. The fatal escalation of the customs conflict between Serbia and Kosovo in July 2011 illustrated the limbo in northern Kosovo threatening to overturn. The clear results of the referendum about the recognition of the government in Pristina held in Northern Kosovo in February 2012 constitute yet another indicator for the deadlock between the Albanian and Northern Serb communities. For the sake of stability, the EU member states must not be lenient with the status settlement question before allowing Serbia membership in the European Union.

Abstract:
Turkey's activism in former Yugoslavia is a continuation of the country's post-Cold War strategy in the broader context of South East Europe. It is driven largely by structural shifts related to the spread of democracy, Europeanization and globalization, rather than by ideology or Ottoman nostalgia. Despite its vanishing appeal, the EU remains essential in understanding Turkey's place in regional politics. The Union's expansion has deepened interdependence across South East Europe and transformed the Turkish approach: from power politics to a multidimensional policy reliant on trade, cross-border investment, and projection of soft power. Although Ankara is acting in a growingly unilateralist manner and could be viewed as a competitor in some Western capitals, Turkish policies are benefiting from Brussels and Washington's investment in the stabilisation and integration of the Western Balkans.

A violent standoff in northern Kosovo risks halting Kosovo's and Serbia's fragile dialogue and threatens Kosovo's internal stability and Serbia's EU candidacy process. Pristina's push to control the whole territory of the young state, especially its borders with Serbia, and northern Kosovo Serbs' determination to resist could produce more casualties. Belgrade has lost control and trust of the northern Kosovo Serb community, which now looks to homegrown leaders. The international community, especially the EU and U.S., should encourage Belgrade to accept the government in Pristina as an equal, even if without formal recognition, but not expect it can force local compliance in northern Kosovo. All sides should seek ways to minimise the risk of further conflict, while focusing on implementing what has been agreed in the bilateral technical dialogue. They should build confidence and lay the groundwork for the political talks needed to guide a gradual transformation in northern Kosovo and eventually lead to normal relations between Kosovo and Serbia.

NATO is often described as the most successful military alliance in history. In addition to longevity, those characterizing NATO this way are usually thinking of the Alliance's role in protecting freedom and guaranteeing peace in Europe against a hostile Soviet Union, right until the Iron Curtain fell. NATO's role in ending ethnic cleansing in the Balkans, and in helping to re-integrate Central and Eastern Europe into the mainstream of Europe, only added to this positive image of the Alliance.

Abstract:
Research on Europeanization and domestic change has moved south-eastwards and was provided with another real-world experiment when it has meet with Turkey. This paper explores to what extent Europeanization approaches travel to Turkey, which does have a membership perspective that looks, however, ever less credible. The first part outlines the main findings of research on 'External Europeanization' focusing on factors that have limited or at least qualified the domestic impact of the EU in the Central and Eastern European (CEE) and Western Balkan (WB) accession countries. The paper, then, discusses to what extent Europeanization approaches need further qualification when applied to Turkey, which squares on democracy with the Western Balkans (with the exception of Croatia), but whose statehood is less limited. We argue that existing Europeanization approaches, largely, account for the overall moderate degree of Europeanization in Turkey. Yet, selective and differential domestic changes are mostly related to the extent to which EU conditionality helps domestic actors gain or hold political power and push their own political agenda. The paper concludes by summarizing the major implications Turkey's accession to the EU has for Europeanization approaches and discussing why Turkey is not a case sui generis.

Abstract:
The political determination of the Mediterranean border of the European Union seen from the perspective of the Southern European countries (Spain, Italy, Greece, Malta) illustrates the symbolic and political importance for these nations of maintaining control of the border. It has a significant impact on the types of controls that are enacted and the interplay between national and European decisions. Placing this question on the agenda brings to light a Mediterranean perspective regarding the exterior borders of the European Union that is largely determined by the conditions of integration of the different countries into the Schengen area. This new border regime is the result of complex political games and is seen as a security issue. The actual set of controls seems to be less planned and legal-rational than simply erratic and the result of tensions between internal tactics, nation state strategies and attempts at bringing within the ring of EU.

Abstract:
Against the background of increasing EU enlargement fatigue amongst EU countries, and with the official negotiation process with the Western Balkan countries currently underway, a comparative analysis of current reciprocal perceptions between both sides is carried out to identify potential conflict lines, and to trace how the EU is currently perceived from inside and from. In an exploratory media study three EU countries (Austria, Germany, and the United Kingdom) and two Western Balkan countries (Bosnia and Herzegovina BiH and Serbia) are compared. This paper shows that the reciprocal perceptions are not only shaped by assumed distance and difference, but also by proximity and similarities. However, the communicated boundaries and obstacles between EU and non-EU also show some indicate barriers for Western Balkan countries in the accession steps lying ahead. Furthermore, the media study suggests a broadening of the analytical spectrum to include thematic areas that go beyond political discourse.

Abstract:
This edited volume brings together “the coming generation of Balkan social scientists” in an effort to open up discussion and shed light in various elements of Bosnia-Herzegovina's troubled post-conflict transition processes. The book, like others focusing on the same subject, illustrates why Bosnia-Herzegovina (BiH) remains the most intriguing piece in the puzzle of Yugoslavia's disintegration. In the most ethnically diverse republic of Yugoslavia, the particularly bloody conflict shocked the world that was watching in disbelief as international community scrambled to respond to the escalating crisis. The Dayton Peace Agreement put an end to the war but put into place a dysfunctional political system fashioned with consociational characteristics that resulted in ethnicization of politics, education and just about every other aspect of life in the country. Finally, the unprecedented international intervention that culminated in the institution of 'international administration', as embodied by the Office of the High Representative (OHR), made BiH the 'perfect' social experiment in the making. As an extreme or crucial case study, it attracted hordes of social scientists analyzing peace building, intervention, state building, nation-building and post-conflict reconstruction. With the international administration now in its sixteenth year of presence on the ground and with the political situation spiraling out of control to the point of talk among (nationalist) political elites of renewed conflict, it is not difficult to understand why the country is a mess that continues to fascinate.

Abstract:
In the context of the ongoing EU-mediated dialogue, Serbia and Kosovo have reached several agreements, the most important of which being that on regional representation and cooperation. Also known as the “asterisk agreement”, the agreement reached in February 2012 allows Kosovo to represent itself at all regional meetings with the nameplate of “Kosovo*”. While widely appreciated by the international community, it has generated divergent interpretations in Belgrade and Pristina and has provoked turmoil in both countries. On the whole, the agreement has enhanced Kosovo's and Serbia's path towards the EU, with the mandate for a feasibility study for the former and EU candidacy for the latter being achieved. However, the agreement has not addressed the key bones of contention between the parties, namely North Kosovo and Pristina's status. As a result, the situation remains unsustainable and a more comprehensive solution needs to be found.

Abstract:
North Atlantic Treaty Organization (NATO), originally created in the post-WW2 world as an organization dedicated to the collective defense of its member states and a countervailing force against the Warsaw Pact, has undergone tremendous change since. The first major turning point came in the wake of the end of the Cold War and the bipolar world. The new situation changed the Organization's mission, functions, and policies mainly within the European theatre, as best reflected in NATO's military intervention in the Balkans (former Yugoslavia in the 1990s. The second wave of change came in the wake of 9/11 and the subsequent direct engagement in Afghanistan; NATO's new function as a military arm of the United Nations – which continues to date.
