Abstract:
The Chairman recalled the reasons for holding this particular session. On the one hand, at the Thessaloniki meeting of the European Council (June 2003), the prospect was laid out of the Balkans being included, over time, within the European Union; hence, the title of the session. How that vision is to be fulfilled is obviously very much open to question, which is indeed one of reasons underlying the work of the new International Commission on the Balkans chaired by former Italian Prime Minister Giuliano Amato. On the other hand, short-term events are going to put the Balkans at the centre of European concerns over the coming months in the run-up to the final status discussions in mid-2005: the Macedonian referendum in early November, the deployment of European Union forces in Bosnia-Herzegovina (operation Altea) in December and the rising expectations of Kosovar Albanians following the October 2004 elections. To introduce the session three papers were presented.

This introductory chapter frames the ideas that have preoccupied me in relation to the nature of post-war re conciliation among the parties to the Bosnian conflict and the role of external actors in facilitating this reconciliation. This thesis is the result of my profound interest in Bosnia-Herzegovina and the doubts raised with regards to its fate: whether or not this newborn is a stillborn? My interest in the case in hand led me to explore several fascinating topics, most of which triggered new ideas and an ambition to research them more fully.

Abstract:
The theme of this book is 'Georgian Security Sector Governance after the 'Rose Revolution''. After the downfall of Shevardnadze's authoritarian regime, apostrophied by many Western observers as 'mild', and therefore worthy of support, there have been definite changes in how security is perceived. 'Good governance' means introducing fundamental political changes according to the principles and practices of democracy. Although the countries that we recognize as democratic do not have completely identical political mechanisms, methods and procedures for governance, it is not difficult to determine whether a political system is democratic or not. For Georgia, as for all transition countries, the first important matter on the reform agenda was setting up the structure of governance, that is, writing constitutions and laws, erecting political institutions, and making them work. External experts who assess how well security sector governance functions in those countries designated as 'new democracies' sometimes neglect to take into account the fact that they indeed are new; that they have not had the many years, even many centuries, that the Western countries have had to develop the ways and means, the habits and customs, of their Executives and Legislatures.

Abstract:
The transition from interventionist (military) peace-keeping to local (civilian) ownership of public security management has proved not only to be a severe challenge for most peace-keeping operations and their civilian administrators, but also a reason for such operations being prolonged at tremendous cost. In many cases, peace-keeping operations and/or other international agents rapidly became part of the local economy, and thus contributed to the preservation of the status quo rather than to a sustainable process leading toward local governance; meanwhile local police organs - often remnants of the winning force in the antecedent conflict - remained tribal or clannish in their approaches and interests. They could thus hardly be seen as enforcement agencies of a law which remains equally applied to all citizens.

The challenge of the 8th Annual Conference of the PfP Consortiumis to further efforts to create an education network and promote interaction among the partners. To this end, Mr. McLane advocated advancing and transforming the NATO alliance, the Partnership for Peace, and the PfP Consortium by expanding and enhancing the minds of future leaders through education. He encouraged partners to create and strengthen networks to leverage what each partner is capable of and possesses in its own individual niche.

216. The Western Balkan Candidates for NATO Membership and Partnership

Abstract:
The first and second waves of post-Cold War NATO enlargement by-passed the Western Balkans. Next time, though, it will be different. Three countries of the region – Albania, Croatia and Macedonia – want to join the Organisation as soon as possible and are preparing for accession by taking part in the Membership Action Plan (MAP) process. Indeed, currently they are the only states so engaged. A fourth country, Bosnia and Herzegovina (BiH) has membership aspirations also. However this state, or quasi-state, must first meet the conditions set for its admission to NATO's non-members' club – Partnership for Peace (PfP). No less keen to earn the recognition that PfP status confers is Serbia and Montenegro (SCG) which, as one country or two, may seek membership in due course.

Violent conflict primarily between ethnic Albanian armed groups and Serbian and Macedonian security forces has been a feature of the recent history of Kosovo, southern Serbia and fYR Macedonia and also the municipalities of Gjilan/Gnjilane, Kumanovo and Presevo. Violent conflict has also indirectly affected the municipality of Trgoviste.

218. Promoting security sector governance in the EU's neighbourhood

Abstract:
With the European Union's enlargement eastwards and southwards, its neighbourhood now stretches from the Balkans to the south Caucasus, and from Russia to the southern Mediterranean. The EU's eastern and southern neighbourhood is composed of areas which, to a greater or lesser extent, have serious deficits in security, development and democracy. There are many types of security problems, ranging from weak states and rampant international crime to spoilers in post-conflict reconstruction and unpredictable authoritarian leaders who pursue regime security often at the expense of national or regional security. In terms of socio-economic development, most of the countries in the EU's neighbourhood are fragile, often struggling with the effects of black market economies and cronyism, and burdened by bloated defence and security sectors that escape any accountability. As regards political systems, the EU's neighbourhood is composed of regime types ranging from new but weak democracies to regimes with authoritarian features and limited political participation.

219. Montenegro's Referendum

Abstract:
Although there are some shoals still to be navigated, the narrow pro-independence victory in Montenegro's 21 May 2006 referendum should, on balance, increase rather than diminish stability in the western Balkans. It is in the interest of the European Union (EU), now that its previous policy of keeping Serbia and Montenegro together has run its course, to welcome the new state and speed its accession to international institutions. Podgorica still faces significant challenges associated with transition, but none should affect regional stability, and all can be resolved as the country moves forward with the Stabilisation and Association process towards EU membership. Given the positive international response to the referendum, Montenegro can aspire to becoming a “boring” country moving toward integration with Europe. But its opposition, and Belgrade, need to be persuaded not to renege on their commitments to the EU to accept the referendum result, lest this generate new uncertainties in the region as a Kosovo status decision approaches.

220. Bosnia's Stalled Police Reform: No Progress, No EU

Abstract:
The international strategy for Bosnia and Herzegovina risks derailment. It consists entirely of preparing the country for eventual European Union (EU) membership in the hope that integration processes will overcome ethno-political divides and their intertwined economic and criminal interests. However, the police reform needed to begin negotiations on a Stabilisation and Association Agreement (SAA) with the EU appears hopelessly blocked. With integration stalled, the international community will have to maintain its High Representative in Sarajevo for at least two to three years, if not longer, to head off dangers of new conflict unless it acts decisively in the next several weeks to confront the chief obstacles to reform: the main Bosnian Serb political party and the Belgrade government of Prime Minister Vojis lav Kostunica.
