Abstract:
Professor Lambros Baltsiotis (Adjunct Lecturer, Research Centre for Minority Groups - Athens, Panteion University) and Professor Pellumb Xhufi (Professor of History, Albania Institute of History) participated in the second meeting. The organizers requested them to prepare scholarly perspectives of about 1,000 words commenting on the following statement: "Cham-Albanians suffered internment beginning in 1940, killings in 1944-45, and expulsion in 1945. Thousands of Cham-Albanians were killed in 1944 and 1945. These events occurred in a context and cycle of violence. It is alleged that Cham-Albanians were collaborators with the fascist and Nazi governments of Italy and Germany during World War II."

Abstract:
This article intends to explain the transformation of the foreign policy since the end of the Cold War through the hypothesis of the evolution of the interactions between the professional groups: military, diplomats and industrialists. Using the genesis of French civil-military activities in Bosnia and in Kosovo between 1992 and 2001 as empirical framework, we endeavor to objectify the cross-sector dynamics which permeate with the bureaucratic competition between administrations, the mobilizations of senior officials and the interministerial division of labor in matter of international crises management. We wonder to what extent the international crises “managers” form an institutional space, a professional group or a social field in process of empowerment within the current foreign and defense policy.

A century ago this autumn the first battle of the Marne ended Germany's attempt to crush France and its ally Britain quickly. In that one battle alone the French lost 80,000 dead and the Germans approximately the same. By comparison, 47,000 Americans died in the whole of the Vietnam War and 4,800 coalition troops in the invasion and occupation of Iraq. In August and September 1914 Europe, the most powerful and prosperous part of the world, had begun the process of destroying itself. A minor crisis in its troubled backyard of the Balkans had escalated with terrifying speed to create an all-out war between the powers. 1 'Again and ever I thank God for the Atlantic Ocean,' wrote Walter Page, the American ambassador in London; and in Washington his president, Woodrow Wilson, agreed.

Abstract:
The foreign policy of the Western Balkan states is formulated on the basis of several factors, many of which do not reflect their strategic national interests. An important contributing factor is that all Western Balkan countries could be defined as small states, despite the fact that within the region some of them are considered as being comparatively large and strong. The potential for formulation and implementation of foreign policy in all of these states is very low, due to a number of reasons. These include small territories and population, weak economies, unfinished democracy- building processes, and a generally unsettled situation, typical of transitional societies. All these aspects make states in the region to a large extent dependant on the interests of bigger powers, as well as susceptible to policies of the international organizations active in the region. Western Balkan states, therefore, to varying extents, identify their foreign policies with the policies of different external actors.

Abstract:
Military assistance to Bosnian forces was part of a complex plan to resolve what one former Secretary of State called "the problem from hell." When Yugoslavia began to disintegrate in the early 1990s following the Soviet Union's demise, it released a mix of nationalist and ethnic movements that led to civil war. Ill-disciplined combinations of regular and irregular forces struggled to control territory and protect civilians, sometimes herding them toward ethnically homogenous enclaves in a process widely referred to as "ethnic cleansing." The intentional displacement of civilian populations, often encouraged by atrocities including mass murder and rape, was a tragic and complex foreign policy problem that defied simple and easy solutions.

Abstract:
This article provides a general overview of Turkey's relations with the Western Balkans during the AK Party government. Although the Western Balkans has always been of primary interest for Turkey, the relations with this region had progressed only slowly and partially until the mid-2000s. From that time onwards, the convergence of a number of factors, including Turkey's economic progress, the AK Party's active foreign policy vision, the growth of civil society and the business sector, and favorable international political and economic conditions created new opportunities for Turkey in the Western Balkans. Consequently, the relations between Turkey and the Western Balkans has developed rapidly, especially in the economic and social spheres. Meanwhile, Turkey still has to deal with certain challenges and shortcomings for further deepening of these relations and their translation into political influence.

The EU has increasingly intensified the link between its internal and external security concerns and needs, particularly in relation to its neighbours (the Western Balkans and the southern Mediterranean). This adaptation at legal, institutional, strategic and operational levels has sought to improve the coherence and effectiveness of EU external action. Yet, for the Union to tackle ongoing and new challenges in the immediate neighbourhood with today's financial and political constraints, it must be resourceful. The EU should make 'smart' use of its tools and capitalise on existing assets (reinforce the comprehensive approach, strengthen broad-based dialogue on security in the EU members states, and build relations of trust with third countries) to ensure that reforms in the immediate neighbourhood are sustainable, also for the benefit of long-term EU interests.

Although Turkey had no past colonial involvement with African countries, there has been an increasing revival of Turkey's relation with the continent since the end of the 1990s, which reached a peak after 2005. From then on, along with a focus on Central Asia, the Balkans and the Middle East, Turkish foreign policy started shifting its focus to Africa, and as a new donor country Turkey's political and economic relations with sub-Saharan African countries have intensified significantly. This policy brief analyses and discusses the main economic, political, and strategic motivations behind these shifts and priorities, as well as some of the perceptions and current challenges this change in policy faces.

Abstract:
The Justice and Development Party (JDP) has been in power in Turkey since 2002, consolidating its electoral support among an array of social groups ranging from broad appeal among the popular classes to business leaders and a growing middle class. The success of the JDP is a consequence of the manner in which the party inserted itself into certain economic and social sectors. While the party has internalized the principles of reducing the public sphere and outsourcing to the private sector, it has not restricted the reach of government intervention. On the contrary, it has become increasingly involved in certain sectors, including social policy and housing. It has managed this through an indirect approach that relies on intermediaries and private allies such as the businesses and associations that is has encouraged. In this way, the JDP has developed and systematized modes of redistribution that involve the participation of conservative businessmen who benefit from their proximity to the decision-makers, charitable organizations, and underprivileged social groups. These public policies have reconfigured different social sectors in a way that has strengthened the Party’s influence.
