21. The Kurdistan Region of Iraq: Stabilizer or Spoiler?

Abstract:
Despite the contentious Iraqi political arena, the Kurdistan Region of Iraq is pressing ahead with its ambitious agenda for economic development and greater autonomy. The Kurdistan Regional Government (KRG) continues to negotiate large-scale energy deals with foreign governments and international oil companies (IOCs), expand its commercial and investment interests, and assure internal stability by controlling the use of force within its borders. Economic opportunities have encouraged political cooperation with regional states, especially Turkey, while reaffirming shared border security commitments. The KRG not only has become Ankara's key—if not only—regional ally, but its partner in checking the Kurdistan Worker's Party (Partiye Karkaren Kurdistane-PKK) and its expanding trans-border affiliates. Yet, the Kurdistan Region's particular condition as a quasi-state also makes it a political spoiler, or a potential one. In the absence of external sovereignty, the region thrives on international recognition, external patronage, and a weak central Iraqi government to advance its nationalist ambitions. While these features of quasi-statehood help affirm the KRG's autonomy, they challenge the Iraqi government's own state-rebuilding efforts that seek to consolidate its authority and territorial integrity. Additionally, the region's landlocked position and absence of an independent revenue source leave it highly dependent upon Baghdad and regional states for its economic and political survival. These geopolitical and financial realities may encourage deal-making to secure Kurdish interests or the status quo in Iraq; however, they can also source conflict within and across Kurdish nationalist communities beyond Iraq's borders

Abstract:
The stabilization of iraq has become wedged on a plateau, beyond which further improvement will be a slow process. According to incident metrics compiled by Olive Group, the average monthly number of insurgent attacks between January and June 2011 was 380. The incident count in January was 376, indicating that incident levels remained roughly stable in the first half of 2011. One reason behind this stability is the ongoing virulence of northern and central Iraqi insurgents operating within Sunni Arab communities. Five predominately Sunni provinces and western Baghdad were responsible for an average of 68.5% of national incidents each month in 2011.

IN THE 15TH CENTURY, Russian merchant Afanasy Nikitin driven by business interests traveled to the arab east, Iran and India, a highly risky enterprise at that time. he went to “bring goods to the Russian land” but after three years of wandering had to admit with a great deal of bitterness: “There is no way from the hormuz to horasan; no way to Chagatai; no way to baghdad; no way to bahrain, no way to yezd, no way to arabia – everywhere the princes are fighting.” This was written five centuries ago; the intrepid traveler is nearly forgotten, probably because of continued instability and the consistently failing attempts to bring peace to the region (instability was responsible for the failure of the first Russian commercial project in the near and Middle east).

Abstract:
This article aims to outline the history of Turkey's relations with Russia in the energy sector. The energy relationship between these two competing states dates back to the early 19th century when the Ottoman Empire fulfilled its coal and oil demands with Russian supplies. The history of Ottoman-Russia and later Turkey-Russia energy relations is an important aspect of the aforementioned states' histories that needs to be unearthed and examined to better understand the complex relationship these states currently share. For instance, the complications that surround the recent natural gas pipeline projects such as Nabucco, South Stream, and Blue Stream II, reminiscent of previous projects in the region, can be better understood if one analyzes the semi-successful Baghdad railway project of the early 20th century. This article aims to analyze and highlight the complex relationship of yesterday in Turkey- Russia energy relations in an effort to shed light on the complexities of that same relationship today. The story will sound amazingly similar albeit with different actors.

Abstract:
Between 1980 and 2003 Iraq was involved in three armed conflicts; namely, the Iran-Iraq War in the 1980's, the occupation of Kuwait in 1990- 1991, and the American-led war against Iraq in 2003. These are three different conflicts with their own distinct characteristics. A comparative study on the behavior of the United Nations Security Council with regard to each of these conflicts reveals that the Security Council has had three different and notably imbalanced reactions towards these conflicts. While At the beginning of the Iran-Iraq conflict, the Council was silent for a few days and later adopted a very ineffective resolution, the approach and conduct in the second conflict was quite different. A few hours after the Iraqi invasion of Kuwait, the Council adopted a very strong resolution, under Chapter VII of the Charter. In the case of the third Persian Gulf conflict – 2003 - the Security Council was in the middle of discussions as to how to deal with the Iraqi crisis when the American and British forces started the military attacks against Baghdad. Furthermore, international humanitarian law has been violated during these conflicts on numerous occasions, most notably the use of chemical weapons by Iraq during the Iran-Iraq conflict. The Security Council's lack of resolve to adopt necessary punitive measures against Iraq to prevent further use of chemical weapons was considered by Iraq as a green light to continue its resort and practice with a sense of impunity. As discussed in the paper, blatant lack of resolve on the part of the Security Council towards Iraq's repeated use of chemical weapons was, as a matter of fact, the most manifest expression of the strong pro-Iraq tilt in the Council's approach and conduct; the outward expression of alternating implicit-explicit consensus among the permanent members on how to punish the revolutionary Iran and reward a friendly Iraq. The present paper concludes that a different approach and conduct by the Council vis-à-vis Iraq 's aggression against Iran would have most probably created a different situation and dynamism in the Persian Gulf area with all its significant repercussions and implications.

In meetings conducted in Baghdad in May 2009, senior Iraqi leaders indicated how they interpret January's provincial election results, expressed concerns about the recent downturn in security, lamented the tremendous financial pressure the government is feeling due to the decline in oil prices, and projected their hopes for national elections slated for 30 January 2010. The Iraq is, numbering about 20, represented the highest level of nearly all of the main Iraqi political factions, including leaders in the Council of Representatives (COR), members of the presidency, and top officials in the government.

Abstract:
This article examines the legal and political impediments to the Kurdish Regional Government's (KRG) exploration and production contracts, which the central government in Baghdad has refused to recognize. The newly established Iraqi national constitution significantly opened as many petroleum-control questions as it resolved. Negotiated in 2005, the constitution not only separated branches of government, but established Federalism as its lodestar. When faced with unresolved issues over regional and national control over petroleum resources, however, International Oil Companies (IOCs) function in an ambiguous legal environment that fails to clearly distinguish between federal and regional powers.
