91. EU-Azerbaijan Economic Relations: New Perspectives and Targets

Abstract:
The study is an example of the series on issues analyzing the EU-Azerbaijan economic relations which can be considered a step forward to empower economic approach in the policy-making process aiming to provide an alternative view in addressing current challenges and developments in Azerbaijan. The European Union’s relations with Azerbaijan have been formulated based on the EU-Azerbaijan Partnership and Cooperation Agreement which entered into force since 1999. In February 2017, the EU and Azerbaijan began negotiations on a new framework agreement designed to enhance the political dialogue, trade and mutually beneficial cooperation covering a wide range of economic aspects. One of the most important strategies of EU in the energy policy is to ensure energy security through diversification of energy routes. Azerbaijan is a strategically important energy partner for the EU and plays a significant role in bringing Caspian energy resources to the EU market. In 2018, the EU and Azerbaijan endorsed joint Partnership Priorities, along the four Eastern Partnership priorities that accompany the political dialogue and economic cooperation….

Abstract:
The current issue of the Caucasus Strategic Perspectives (CSP) journal entitled “Building Bridges over Caspian: South Caucasus-Central Asia Cooperation” is dedicated to the new paradigms for peacebuilding and geopolitical gaps, as well as possible confrontation and cooperation matrices in the South Caucasus region with focus on security, economic, humanitarian, political and geopolitical aspects. The CSP’s new issue includes 7 articles and 1 book review. The CSP’s current authors analysed the EU’s increasing mediation role towards the South Caucasus region, the importance of the Middle Corridor for transregional connectivity, the recent processes in the South Caucasus region in the light of ongoing Russia-Ukraine war, Türkiye’s engagement, as well as the US strategic interests in this region, the possibility of the potential threats for South Caucasus, etc.

Abstract:
This article explains why it is so difficult to achieve peace in Nagorno-Karabakh and what factors prevent the peaceful resolution of the conflict. This conflict is very difficult to resolve because the conflicting parties have contradictory geopolitical interests and cannot achieve consensus during negotiations. We have to take into account Russia’s geopolitical interests in South Caucasus that Kremlin is interested in freezing this conflict to weaken both states, Azerbaijan and Armenia, and bring them back to Russia’s orbit. Moscow aims to establish firm control over South Caucasus which was viewed in the past as a ‘Russian backyard’. Russia still views South Caucasus as its zone of influence and tries to bring this region back into Russia’s orbit.

95. Growing Azerbaijani–Central Asian Ties Likely to Trigger Conflicts With Russia and Iran

Abstract:
Azerbaijan’s victory in the Second Karabakh War (September 29–November 9) has had a transformative effect on the country. It not only changed the attitudes of its population, whose members now feel themselves to be heroes rather than victims (see EDM, January 21), but also bolstered the diplomatic weight and possibilities of the Azerbaijani government in its dealings with other regional states. In prosecuting a triumphant war against Yerevan, Baku demonstrated its own ability to act. But just as importantly, Azerbaijan has shown to peoples and governments in the Caucasus and Central Asia that it is a force to be reckoned with, in part thanks to its growing links with Turkey. Moreover, that alliance makes possible an appealing path to the outside world for all who join it. That reality is causing countries east of the Caspian to look westward to and through Azerbaijan in their economic planning and political calculations. At the same time, however, these developments are generating concerns in Moscow and Tehran, which oppose east-west trade routes that bypass their countries’ territories and instead favor north-south corridors linking Russia and Iran together. As a result, Azerbaijan’s recent successes in expanding links with Central Asia set the stage for new conflicts between Azerbaijan and its Turkic partners, on the one hand, and Russia and Iran, which have far more significant naval assets in the Caspian, on the other (see EDM, November 27, 2018 and February 20, 2020; Casp-geo.ru, December 24, 2019; Chinalogist.ru, November 21, 2019).

Abstract:
Iran emerged as a potential loser from the Russia-brokered trilateral truce accords that ended last autumn’s 44-day Second Karabakh War between Armenia and Azerbaijan (see EDM January 25). Therefore, Tehran is seeking ways to reposition itself into the new situation in line with its interests. Iranian Foreign Minister Javad Zarif’s five-country regional tour of Armenia, Azerbaijan, Georgia, Russia and Turkey, between January 25 and 28, clearly carried that mission (Tasnim News Agency, January 30). In particular, a top agenda item during this series of foreign visits was the proposal to reactivate a Soviet-era railway connecting Iran and Armenia via Azerbaijan’s Nakhchivan exclave, which is wedged between them and Turkey (Twitter.com/JZarif, January 26).

97. Independent Assessment of the Implementation of the 2020 State Budget of Azerbaijan

Abstract:
This independent evaluation aims to investigate the implementation of the 2020 State Budget of Azerbaijan. The pandemic, which has lasted since 2020, has brought significant changes in the world. The changes in terms of both quality and quantity were reflected in the economic environment and individual's livelihood. Because of the requirement for long-term quarantine conditions to battle the pandemic, both developed and developing countries have experienced economic downturns. The research comprises forecast indicators defined by the appropriate executive authority during the year, as well as the draft legislation on 2020 state budget implementation, in addition to the forecast indicators represented in the material provided with the original and updated draft state budget for 2020. The basic order is as follows; introduction, revenues, expenditures, fiscal sustainability, sequestration of costs, cost reduction, receipt of subsidies from the budget, optimization of receivables, distribution of expenditures, and debts. The results included graphical and tabular descriptions.

Decisions about how the oil, gas and mining sectors are governed determine the wellbeing of the billion people living in poverty in resource-rich countries. Where policies and practices ensure informed, inclusive and accountable decision making, natural resources can enable fair, prosperous and sustainable societies, rather than undermine them. The climate crisis, the coronavirus pandemic and dramatic changes in global energy markets have increased the stakes of good governance. Complex decisions about how to enable the political and economic adaptations necessary for a managed phaseout of fossil fuels and responsible increase in production of transition minerals sit at the heart of this dual crisis. Governance of the oil, gas and mining sectors will play a central role in the transition away from fossil fuels and the return to progress against poverty. The Natural Resource Governance Institute (NRGI) produces the Resource Governance Index (RGI) as a diagnostic tool to measure the governance of oil, gas, and mining sectors in select countries and to highlight opportunities for policy and practice reforms at the global, regional and country levels. The 2021 RGI assesses the governance of extractive sectors in 18 countries, including both established mineral and hydrocarbon producers, as well as new and prospective entrants to natural resource production.

99. 2021 Resource Governance Index: Azerbaijan (Oil and Gas)

Abstract:
Azerbaijan’s oil and gas sector scored 56 points out of 100 in the 2021 Resource Governance Index (RGI), up by nine points since the 2017 RGI. The country’s ability to realize value from the sector and its overall “enabling environment” deteriorated since the last assessment, but revenue management improved by 35 points and now places in the “good” performance band. Key messages: Governance of licensing received a “failing” 11 points, due to a lack of rules and disclosures in the licensing process, as well issues regarding disclosure of officials’ financial interests and identification of the beneficial owners of companies involved in the sector. The governance of local impacts received a “failing” score, with issues both in terms of the laws and disclosures of environmental and social impact assessments and environmental mitigation plans. SOCAR, the state-owned oil producer, scored in the lower end of the “satisfactory” performance band, with commodity sales rules and disclosures especially problematic. The implementation of fiscal rules and their monitoring boosted the national budgeting subcomponent score by 37 points since the 2017 RGI. SOFAZ, the country’s sovereign wealth fund, received a “good” score due to improvements in both the legal framework and disclosures.
