11. The Azerbaijani economy in the first half of 2019: Brief Overview

Abstract:
CESD – the Center for Economic and Social Development – concluded its macro-economic survey results for the first half of 2019. According to the State Statistic Committee of Azerbaijan, Gross Domestic Product (GDP) increased by 2.4 % in January-June 2019 compared with the same period of previous year: The CESD’s figure for the same period was 2.0 %. The GDP totaled 37,825 billion manat ($22,250 billion USD) in the first half of 2019.

Abstract:
The Eastern Partnership’s tenth-anniversary celebration in May 2019 by the European Union and its Eastern neighbors was anything but grandiose and festive. Internal EU developments, the overall political dynamics in the region and the indeterminacies of the Eastern Partnership project were the main cause. As the EU’s flagship policy initiative towards its Eastern European neighborhood is currently undergoing auditing and revision, this article seeks to cast a look back at how the Eastern Partnership has functioned over the past decade – and to think forward to its future(s) with regard to design and deliverables in face of the enduring and imminent policy dilemmas in this highly contested region.

Twenty five years after Armenia, Azerbaijan and Georgia became independent states, the South Caucasus remains a strategically sensitive region between Europe and Asia, Russia and the Middle East. It is still struggling with the legacy of the conflicts that broke out as the Soviet Union collapsed. Economic development lags behind its neighbors and unemployment and emigration are enduring problems.

Abstract:
CESD- Center for Economic and Social Development, Azerbaijan has developed new research paper titled as “Competitiveness in Azerbaijan: Assessing Sectorial Economic Policies”. This publication was developed and printed with the support of Friedrich-Ebert-Stiftung. This research paper assesses economic diversification and cross-sector competitiveness in Azerbaijan by employing extensive qualitative and quantitative methodologies. The paper will measure the extent to which Azerbaijan’s economy is labor- and GDP-diversified or not. If it is not, we must ask what kind of policies can be developed for sectorial diversification and economic development. This paper will further analyze the government’s fiscal and monetary policies aimed at developing better, quantitatively based recommendations.

In 2009, the EU’s Eastern Partnership (EP) initiative was launched with high hopes of spreading some of the fruits of the 2004 and 2007 enlargements to the countries on Europe’s eastern periphery. The main objectives of the program—targeted at six states, three in Eastern Europe (Belarus, Moldova, Ukraine) and three in the South Caucasus (Armenia, Azerbaijan, Georgia)—have been to support these countries in terms of economic and political reform, socio-economic development, and other fields, with the long-term objective of promoting deeper cooperation with the EU. Unfortunately, in the last four years these high expectations have simply not been met. While there have been elements of success, the record of the EP has also demonstrated the limits of the EU’s foreign policy influence […] Accordingly, the upcoming Vilnius summit—marking the fourth anniversary of the establishment of the EP—will be an opportunity for the EU to take stock and reevaluate not only its perception of the partnership states, but also its broader foreign policy objectives and the instruments through which it seeks to accomplish them. It has been argued that the key reason for supporting the Eastern Partnership is because it enables the EU to spread its values. Yet, this is precisely the thing that the European Union cannot (and should not) be doing at this point in time. […] Yet, even while the EU may not have the capacity to create a wide space for the European values of consensus and liberal democracy stretching across the Eurasian landmass from Portugal to the Pacific, it can and does have the ability to deepen cooperation with its Eastern partners on areas that support its interest. In this paper, we concentrate on the most important such dimension: energy security.

16. Accession to the Customs Union: Shaping the strategy for Azerbaijan

Abstract:
This paper analyses the implications of the potential accession of the Republic of Azerbaijan to the Customs Union of Belarus, Kazakhstan, and Russia, combining qualitative and quantitative approaches. The qualitative approach employs stakeholder and sectorial analysis, while quantitative methodologies include Hedonic Estimation and Linear Regression Models. The stakeholder analysis discusses the implications of accession for different interested parties, namely businesses, citizens and international partners of Azerbaijan. The sectorial analysis assesses the varied probable impact of accession on different economic sectors. The quantitative methods are designed to answer the question following question: How much would the Azerbaijani economy benefit if it had joined the Customs Union when it was established in 2010? Although CESD finds a number of quantitative benefits to accession (for example, an additional two to five percent growth in GDP), qualitative analysis reveals disadvantages that were not captured by quantitative methodologies and helps provide a more comprehensive picture that disfavors accession, namely the long-term disadvantage of ceding independence vis-à-vis Azerbaijan’s energy policy. Accordingly, the Center for Economic and Social Development strongly recommends against accession. However, considering economic, social and political pressures, Azerbaijan may be persuaded to accede. In this scenario, CESD would recommend learning from the experience of the UK while acceding to the European Union and attaining several key exemptions from the rules and regulations of the Customs Union.

17. The Quest for Political Reform in Azerbaijan: What Role for the Transatlantic Community?

Abstract:
As Azerbaijan celebrates its 20th anniversary of independence, democratic development remains a key challenge facing the country. Despite the fact that Azerbaijan successfully coped with immediate problems such as poverty reduction and economic and political stability, the need to reform the public administration and decentralize governance has become particularly urgent. The main problems, however, remain the same: low public trust in institutions, the absence of a democratic political culture and the lack of bridging social capital. In this regard, the assistance of the Transatlantic Community is necessary. The European Union and the United States should pursue a developmental approach to democracy promotion in Azerbaijan, which has higher chances to succeed than a more explicitly political approach, considering the weak institutional capacity in the country.

18. Armenia: An Opportunity for Statesmanship

Abstract:
After May's parliamentary elections, Armenia is preparing for a pivotal presidential vote in 2013 that will determine whether it has shed a nearly two-decade history of fraud-tainted elections and put in place a government with the legitimacy needed to implement comprehensive reform and resolve its problems with Azerbaijan. President Serzh Sargsyan has a brief opportunity to demonstrate statesmanship before he again faces the voters in what is likely to be a competitive contest. Sargsyan has demonstrated some courage to promote change, but like his predecessors, he has thus far failed to deal effectively with serious economic and governance problems, including the debilitating, albeit low-intensity, Nagorno-Karabakh war. Another election perceived as seriously flawed would serve as a further distraction from peace talks and severe economic problems. The likely consequences would then be ever more citizens opting out of democratic politics, including by emigration.

Abstract:
Azerbaijan has been the fastest growing economy of the world and it increasingly attracts the interest of foreign investors. This paper analyses the Azerbaijani economy in transition from communism to capitalism over the past decade with a focus on investment climate. Facts and figures of the apparent economic miracle are presented and a number of political obstacles considered. Azerbaijan's transition towards a market economy has not gone very far and it is mainly slowed down by low levels of trust and high levels of corruption. There are also human rights issues and freedom or press is limited. Unless and until Azerbaijan deals with these problems, shadows will continue to loom over its economic miracle.

Abstract:
In the interest of fighting against corruption in an effective and enduring way, the implementation of comprehensive measures is extremely important. As such, the package of anti-corruption measures prepared by the Center for Economic and Social Development (CESD) has been developed to strengthen the fight against corruption and bribery and to achieve longlasting results. Corruption acts as an impediment to development in many ways and is a basic concern for many countries around the world. Many usually consider corruption to be the process of bribing officials or the extortion of bribes by officials, while others understand corruption to be theft, misappropriation of state money and wealth, or an individual's personal enrichment achieved by using his/her position. In all of these cases, the existence of corruption in the first place disturbs the construction of a legal state, is detrimental for economic and social development, contributes to the inefficient use of the society’s resources and harms people with low-income. Therefore, the fight against corruption is one of the most important goals set before those countries that have chosen democratic and civil development. In recent years, the government of Azerbaijan has adopted a number of anti-corruption measures, including new laws and programs. The government established the “State Program addressed to the fight against corruption” and “Fund of the struggle against Corruption” in February 2004. The 2007-2011 “National Strategy with respect to increasing transparency" has also been accepted. The main purpose of these steps taken is to increase transparency, to eliminate circumstances creating corruption, to implement preventative measures, and to continue those effective measures.
