Abstract:
The Australian Institute of International Affairs (AIIA) was established over 75 years ago to promote public understanding and interest in international affairs. In recent years, the AIIA has been increasingly active in promoting its activities to younger members of the community. The AIIA has launched a variety of initiatives to involve young people including Young Professional Networks, careers fairs, schools events and the Young Diplomat Program. This has helped the AIIA reach its present strength of more than 1600 members across seven State and Territory Branches.

Abstract:
From Australia's perspective, and in spite of the global economic crisis, an increasingly strong China will remain the dominant theme in Asia's evolving distribution of power. Australia has benefited from the prosperity which is the foundation of China's rise. But it continues to value the reassurance that a strong United States can bring to Asia. This favourable status quo seems superior to the alternatives: a cooperative Asian community which may be more aspirational than practicable; an Asian concert which requires an unlikely sharing of leadership between the great powers; or a coalition of Asian democracies which could be especially divisive. But as this comfortable status quo is strained, Australia may need to consider geopolitical options which until now have appeared fanciful and risky.

David Victor, M. Granger Morgan, Jay Apt, John Steinbruner, and Katharine Ricke ("The Geoengineering Option," March/April 2009) date geoengineering to the twentieth century, but it has been an integral part of the landscape of history. Although Benjamin Franklin wrote in 1751, "We are, as I may call it, scouring our planet, by clearing America of woods, and so making this side of our globe reflect a brighter light," little credit is due to young George Washington's hatchet work. Fire in the hands of Neolithic man had already transformed the ecology -- and the albedo -- of Australia and the Americas eons before.

484. The G8's Counterterrorism Action Group May 2009

Abstract:
The Group of Eight (G8) leaders established the Counterterrorism Action Group (CTAG) at the 2003 Evian summit with a view to enhancing global counterterrorism capacity-building assistance and coordination activities and to reducing duplication of effort. The G8 had become increasingly dissatisfied with the slow progress of the UN Security Council's Counter-Terrorism Committee (CTC) in trying to stimulate and help coordinate global counterterrorism capacity-building activities during the first two years of the latter's existence. Among the goals in creating the CTAG was to offer the CTC a donor forum in which to share information regarding priority assistance needs related to the implementation of Security Council Resolution 1373, with a view to identifying the appropriate donors to address each identified need. The G8 agreed to invite “other states, mainly donors,” and the CTC to join the group, which now includes Australia, the European Commission, Spain, and Switzerland.

Abstract:
Several developed countries have introduced emergency measures to mitigate the effects of the Global Financial Crisis, including Australia, Germany, Ireland, the United Kingdom, and the United States. Although the measures taken are still undergoing changes by the executive branch and are thus a “moving target”, our survey reveals early evidence of differentiation between foreign and domestic actors in the emergency plans adopted by this sample grouping. It is this differentiation that may give rise to liability as breaching guarantees against discrimination of foreign investors under international investment law.

Significant interest in Australia's uranium export industry has re-emerged in the face of increased energy demand, fears of eventual reduced supplies of traditional energy sources, further evidence of global climate change and prospective higher electricity prices. This paper examines how Australia will respond to that renewed interest and how it seeks to balance its economic and environmental interests with its traditional nuclear non- proliferation activism.

Abstract:
The extremist environment in the Philippines continues to improve. The main organizations that have traditionally been at the forefront of national security concern are either exhibiting a continued readiness to engage in negotiations with the government in Manila or are variously suffering from battlefield losses, criminalization or reductions in popular support. Although there has been an increase in kidnappings by the Abu Sayyaf Group (ASG), this is actually a sign of the group's weakness and declining capabilities. Moreover, the United States and Australia remain committed to underwriting assistance packages to the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), both of which continue to make steady advances in the struggle against violent extremism.

Zimbabwe's long night is by no means over. Nearly a year after the violent and disputed March 2008 elections, and months after the September signing of a 'Global Political Agreement' with the ruling ZANU-PF party, the main faction of the Movement for Democratic Change (MDC) agreed in February to take part in a coalition government in which its leader, Morgan Tsvangirai, became Prime Minister. The state apparatus in Zimbabwe is currently shared uneasily by reformers and reactionaries with each of the MDC and ZANU-PF having half of the cabinet seats. Hardline ZANU-PF elements remain in government and control the security services, and a quiet but intense power struggle continues.

Australia, along with the entire world, faces the tremendous challenge of climate change over the coming decades. Along with its impacts on a wide variety of global ecosystems, climate change has the potential to have long-term impacts on Australia's Great Barrier Reef (GBR). Among the most serious of these are the phenomenon of coral bleaching (or, more properly, bleaching mortality) and its attendant effects on the reef's biodiversity.
