461. Nation-building Interventions and National Security: An Australian Perspective

Abstract:
In their compelling book Fixing Failed States, Ashraf Ghani and Clare Lockhart offer a sobering prognosis for global stability and human security. They assert that "[f]orty to sixty states, home to nearly two billion people, are either sliding backward and teetering on the brink of implosion, or have already collapsed." This reality has profound implications for the future of foreign interventions for the purpose of nation-building. What might this entail for Australia? And what is involved in nation-building in failed or failing states? According to Ghani and Lockhart, the situation "is at the heart of a worldwide systemic crisis that constitutes the most serious challenge to global stability in the new millennium."

With visits to Hawaii, Indonesia, Australia, the Philippines, and Burma, President Obama and Secretaries Clinton and Panetta demonstrated a renewed US commitment to Southeast Asia despite concern over a projected steep decline in the US defense budget. Southeast Asian reactions to the announcement of an increased rotation of US military assets to Australia range from ambivalence in Indonesia to enthusiastic endorsement in the Philippines and Singapore. Generally, the additional US forces are seen as evidence of Washington's decision to remain involved in regional security. At the East Asia Summit (EAS), Obama outlined his hope that it could serve as a high-level security conclave whose agreements would be implemented through other multilateral organizations. In visits to the Philippines and Indonesia, Clinton and Obama promised naval and air force upgrades to each, including two squadrons (24 aircraft) of refurbished F-16C/Ds for Jakarta. Hoping for a breakthrough in US-Burma relations, Obama sent Clinton to see whether the situation warranted the easing of US economic sanctions and if Naypyidaw was moving to meet US conditions for the restoration of full diplomatic relations.

463. Something is wrong with our army...' Command, Leadership Italian Military Failure in the First Libyan Campaign, 1940-41

Abstract:
There is no question that the First Libyan Campaign of 1940-41 was an Italian military disaster of the highest order. Within hours of Mussolini's declaration of war British troops began launching a series of very successful raids by air, sea and land in the North African theatre. Despite such early setbacks a long-anticipated Italian invasion of Egypt began on 13 September 1940. After three days of ponderous and costly advance, elements of the Italian 10th Army halted 95 kilometres into Egyptian territory and dug into a series of fortified camps southwest of the small coastal village of Sidi Barrani. From 9-11 December, these camps were attacked by Western Desert Force (WDF) in the opening stages of Operation Compass - the British counter-offensive against the Italian invasion. Italian troops not killed or captured in the rout that followed began a desperate and disjointed withdrawal back over the Libyan border, with the British in pursuit. The next significant engagement of the campaign was at the port-village Bardia, 30 kilometres inside Libya, in the first week of 1941. There the Australian 6 Division, having recently replaced 4 Indian Division as the infantry component of WDF (now renamed 13 Corps), broke the Italian fortress and its 40,000 defenders with few casualties. The feat was repeated at the port of Tobruk, deeper into Libya, when another 27,000 Italian prisoners were taken. After further success at Derna, 6 Division entered Benghazi on 7 February 1941, while 7 Armoured Division blocked and destroyed the remnants of the 10th Army trying to flee Cyrenaica at Beda Fomm.

Abstract:
I can recall a time, prior to the fall of the Berlin Wall, when any attention paid to Southeast Asia by most observers in the West (outside of Australia and New Zealand, at least) was conditioned by that region's importance within the context of the Cold War. Books with titles such as Soviet Strategies in Southeast Asia, or the preposterous assertion on the dust jacket of a volume on the Konfrontasi campaign that Britain's victory in Borneo was of "immense" importance in "stemming the spread of Communism," attest to the fact that political and military writers of that era —or at any rate their publishers—were mainly concerned with which Southeast Asian country would be the next "domino" to fall in what appeared to many to be communism's inexorable march through the region. Today, in the aftermath of the terrorist attacks of September 11, 2001, another simplistic, binary opposition between the West and "someone else" has been ushered in, the so-called "War on Terror," and so, like a soldier replacing the red lens of a military-issue angle flashlight with a green one, interest in Southeast Asia is now often structured around its character as an important centre of political Islam.

Abstract:
Broadly, Australia’s post-WWII foreign relations with Asia are characterised by four dominant themes, with the focus on India being most recent. From 1954 through to the mid-1990s, Australia’s dealings with Indo-China consumed considerable political energy of policy makers, not least through involvement in the Vietnam War. In the same period, Australian engagement with Southeast Asia was also extensive as many countries in this region secured independence and underwent significant social, political and economic transformations. Australia’s levels of diplomatic engagement and expertise on Southeast Asia were high, most notably in relation to Indonesia. Meanwhile, Australia’s engagement with Northeast Asia has been forged fundamentally by economic opportunities, reinforced by security objectives. Finally, an interest-driven relationship with South Asia has assumed priority since the 1990s as India has adopted a different post-Cold War foreign policy direction.

468. The EU and the global climate regime: Getting back in the game

Abstract:
The Copenhagen climate summit was seen as a set-back for the eu. It was left out of the final meeting between the usa and major developing countries which lead to the Copenhagen Accord, and had to accept a deal that fell below its expectations. Due to the impact of the economic crisis, the eu's current target of a unilateral 20 % reduction is no longer as impressive as it seemed in 2007–2008; this is undermining the eu's claim to leadership. In order to match the higher pledges of Japan, Australia and the us, as well as shoulder its fair share of the industrialized countries' aggregate 30 % reduction, the eu would have to pledge a 35 % reduction. The eu's practise of attaching conditionalities to its higher target gives it very little leverage. However, there might be a case for the eu to move unilaterally to a 30 % reduction in order to accelerate the decarbonisation of its economy and capture new growth markets. Doing so could support stronger policy development in other countries such as Australia and Japan, and help rebuild trust among developing countries. But on its own it would be unlikely to have a substantial impact on the position of the other big players—the usa, China, India, and Brazil. The incoherence of the eu's support of a “singe legal outcome” from the Copenhagen summit, based on the elements of the Kyoto Protocol, was a major cause for its isolation. The us remains domestically unable to commit to this type of a ratifiable treaty while developing countries are not yet ready to commit to absolute targets. A return to a two-track approach, involving the continuation of the Kyoto Protocol and the negotiation of a new instrument for the usa and major developing countries, may be a more politically and practically feasible approach, while retaining the goal of working towards a legally binding instrument for all key participants over time.

469. Failure to Provide: Healthcare at the Veterans Administration

Prior to World War I, the federal government effectively provided no hospital or medical care to veterans other than extending domiciliary care to a few veterans disabled while in service. With American entry into World War I, however, it was decided to extend the treatment accorded members of the armed forces who were receiving hospital care after they had been mustered out. As a consequence the Veterans Bureau was created in 1921. In 1930 a new agency, the Veterans Administration (VA), took over responsibility for all veterans\' affairs. Following World War II and the passage of a comprehensive GI Bill that included generous medical and hospital care for returning soldiers, the VA rapidly expanded to the point whereby it established itself as the largest supplier of health care in the nation. For most of the period since the end of World War II these medical facilities were plagued by waste, poor management, and negligence. While it is true that conditions at VA facilities have improved since the late 1980s, they still lag behind those that obtain at the nation\'s voluntary hospitals. The shift from inpatient to ambulatory care, an increase in chronic care needs in an aging population, and increases in the demand for medical services as a result of the most recent Middle Eastern conflicts clearly undermines the reason originally put forward to operate a direct health care system. 470. Balancing Okinawa's return with American expectations: Japan and the Vietnam War 1965–75

Abstract:
The Vietnam War greatly destabilized Southeast Asia and led to almost a decade of fighting by America and its Asian allies. It was fought on the principle that if communism was unchecked it would overrun the region, with the Southeast Asian countries falling under communist control like 'dominoes'. While countries such as Thailand, South Korea, and Australia provided military support to assist American strategic objectives, Japan, however, was constrained by its peace constitution and thus unable to provide direct military assistance. Nonetheless, under the leadership of the avid anti-communist conservative leadership of Prime Minister Eisaku Sato, Japan still managed to play a role in the Vietnam War. Although Japan initially entertained the notion of facilitating mediation, with Okinawa's reversion hanging in the balance after 1967, Japan's leadership took a more hawkish approach on Vietnam in order to ensure that Washington would agree to reverting Okinawa to Japanese administrative control.
