Abstract:
Although primary industries are important to developing countries, they have been largely unable to contribute to rapid growth. Systematically strengthening the development of local technology-intensive suppliers (t-suppliers), however, may contribute to both reinforcing the industrial base and supporting the competitiveness of primary production. Indeed, the development of t-suppliers has been common in those resource-based economies which achieved a high level of development (Scandinavia, Canada, Australia). This paper explores the role of t-suppliers in natural resource-based economies. It outlines a theoretical framework for the analysis of the factors which foster or constrain their development and defines areas for an effective promotion of t-suppliers. The proposed model of analysis distinguishes between factors influencing the development of t-suppliers on the level of the main industry (MI), the level of supplier firms or firm-level and the level of external determinants with special reference to industrial policy factors.

There is no doubt that Al Qaeda-inspired jihadist terrorism has capitalised on globalization in many ways. Using multimedia communications, the "single narrative" linking together perceived wrongs against Muslims across the world can be downloaded and sampled immediately, anywhere in the world. By portraying his message across the internet or 24/7 newsreels on satellite television, Usama Bin Laden and his cohorts have acted as an exciting inspiration for a generation of alienated Muslims youths in backrooms across the globe. In this way, the person that Australian counter-terrorist analyst David Kilcullen claimed would otherwise be a "crank in a cave" has managed to transform himself into something of a global icon.

What is the problem? As more and more Australians travel and live overseas, the Australian Government finds itself under increasing pressure to provide consular help and support, especially in emergencies. Providing these consular services is a traditional role for government representatives abroad, but both the scale and the nature of the demand have grown significantly in recent years. The demand from Australians for evacuation from South Lebanon during the conflict there last year demonstrated how far community expectations of the nature and scale of consular help have increased. This raises two problems. First, there is an issue of expectation management; community expectations are starting to run ahead of what can practicably be provided. Second, there is a problem of resources and priorities. While the consular workload has grown, the resources of Australia's Department of Foreign Affairs and Trade have not, and the result has inevitably been a diversion of resources away from other diplomatic tasks. That is something Australia can ill afford.

Australia's interests in a peaceful and stable Asia-Pacific region are threatened by the risk of intensifying strategic nuclear competition between the US and China. This may seem a little surprising in the post-Cold War world. We have perhaps allowed ourselves to assume a little too easily that nuclear weapons ceased to matter much in relations between major powers after the Cold War was over. We have worried much more about the risk that they will be acquired by new players – rogue states or terrorists – who might not respond to the incentives and threats that shaped nuclear strategy between major powers during the Cold War.

China's economy has experienced remarkable growth since economic reforms were initiated in the late 1970s and pushed forward by a number of complementary policies. Since the mid-1980s, rural township and village-owned enterprises (TVEs) development; measures to provide a better market environment through domestic market reform; fiscal and financial expansions; the devaluation of exchange rate; trade liberalisation; the expansion of special economic zones to attract foreign direct investment (FDI); the state-owned enterprise (SOE) reform; agricultural market liberalisation, and many other reforms have all contributed to China's economic growth. In response, the annual growth rate of gross domestic product (GDP) was about nearly 10% in 1979–2004 (National Bureau of Statistics of China 2005).

This briefing paper explores the difference between the EU and US-Australian positions on global climate policy in the wake of the 2007 Heiligendamm G8 summit and the UN High Level Event on climate change. It notes that although the two have very different analyses of the urgency of responding to climate change, they still concur on two of the most fundamental issues in post-Kyoto policy on climate change mitigation: neither side is arguing for a quantified ceiling on CO2 levels in the atmosphere, and neither is arguing for developing countries to take on quantified targets.

Abstract:
In September 2007, Australia will host the annual Economic Leaders' Meeting of the Asia–Pacific Economic Cooperation (APEC) forum. This will be the culmination of over 100 days of ministerial, official and business group meetings, working groups and dialogues that will be held in various Australian cities from January to August. Fifteen federal government departments will be involved along with a range of other interested actors, predominantly in the private sector. The Australian government will spend considerable sums of money on the leaders' meeting itself, not least to ensure the security of those attending. This will include, if all goes according to plan, the heads of government of 21 countries—member economies in APEC-speak—including the United States, Russia, Japan and China. Security may well be the least of the government's worries. Few would argue that APEC is 'going strong' as a regional economic forum and recent reviews have suggested that at best it faces an uncertain future and that at worst it could be in a state of terminal decline. The forum is argued to have lost its relevance and to have generally been unsuccessful in attaining any of its more ambitious goals such as regional trade liberalisation.
