This first book in a new series from the Institute of Ismaili Studies includes a dozen essays on various aspects of the Islamic world, cutting across geographical and temporal lines, from a wide-range of scholars working in the UK, US, and Australia. The introduction to the volume, by its editor Amyn Sajoo, provides an original and broad overview of the major issues facing the study of the Muslim world today, including the events and aftermath of September 11, globalization and the so-called “clash of civilizations” model, the foundations of Islam, modes of expression within Islamic civilization, the role of women and liberal thought in Islam, and the increasing importance of “networks” on the conceptualization of what constitutes the Muslim world.

The Pacific is receiving a fair share of attention today from many quarters. Even as the parade of economic consultants continues, others are coming to explore concerns that have more recently claimed the attention of western nations. These concerns cover a broad range, including food security, global warming, elimination of illegal drug traffic in the region, prevention of AIDS or even drug-resistant tuberculosis, protection from spouse abuse, and public-school improvement. These are legitimate interests, but none of them addresses the central concern that vexes each of the island nations of Micronesia, and perhaps the islands elsewhere in the Pacific: How will the country grow its economy to ensure its survival in the future?

Abstract:
The Trans-Pacific Partnership (TPP) is a trade agreement currently under negotiation between nine countries in three continents, including Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, United States and Vietnam. In late 2011 three additional countries--Japan, Canada and Mexico--announced their intention to join as well. The TPP has always been called a "high quality, 21st century" agreement that covers a range of topics not always found in free trade agreements. This includes not just trade in goods, services and investment, but also intellectual property rights, government procurement, labor, environment, regulations, and small and medium enterprises. This paper traces the complex negotiations and evolution of the talks since the early 2000s to the present.

Abstract:
From 2006 to 2011, the Asia-Pacific Partnership on Clean Development and Climate (APP) provided a non-legally binding framework based on a public–private partnership to support projects towards clean development and climate objectives in seven countries in the region. Three of the eight sectoral APP task forces (on power generation and transmission, cement and steel) are to continue their activities under the Global Superior Energy Performance partnership (GSEP), with a stronger focus on energy efficiency and environmental performance, and participation expanded to the global scale. This decision was based on the official view that the APP activities were successful and could lead to other successes in similar initiatives with similar working formats.

With its 2009 report on the state of the discipline of International Relations (IR), the Teaching, Research, and International Policy (TRIP) Project of the Institute for the Theory and Practice of International Relations aimed to tackle directly Ole Wæver's claim that IR 'is and has been an American social science' (Wæver 1998: 687). Driven by the question of whether or not one could see national variations in the way scholars think about the discipline, and if one could agree on the existence of a single IR discipline, the TRIP project engaged in an ambitious ten-country survey about 'the state of the discipline' (Jordan et al. 2009). The choice of the ten countries surveyed then (Australia, Canada, Ireland, Israel, Hong Kong, New Zealand, Singapore, South Africa, United Kingdom, and the United States) reflects an obvious yet unmentioned selection criteria: these countries use English as the main language of scientific communication. If no consensus could be reached as to whether IR was an American discipline per se, there could at least be an implicit consensus that to be considered and acknowledged — and thus evaluated, measured, and assessed — the discipline(s) of IR had to be Anglophone by definition. This presumption also underpinned Stephen Walt's recent commentary on the persistent dominance of Anglo-Saxon scholarship in IR. 'I'm still struck', he admitted, 'by the relative dearth of “big thinking” on global affairs from people outside the trans-Atlantic axis, including continental Europe. And by “big thinking” I mean ideas and arguments that immediately trigger debates that cross national boundaries, and become key elements in a global conversation' (Walt 2011).

176. The public law challenge: Killing or rethinking international investment law?

Abstract:
At the heart of the so-called “legitimacy crisis” of international investment law, prominently reflected in the Public Statement on the International Investment Regime, is what I call the public law challenge. It builds on the observation that one-off appointed arbitrators, instead of standing courts, review government acts and reach far into the sphere of domestic public law by crafting and refining the standards governing in vestor-state relations. Arbitrations against Uruguay and Australia concerning cigarette packaging are the most recent examples of genuinely public law disputes now settled in arbitration. The disputes about Argentina's emergency legislation and Canada's ban on pesticide s are others. These arbitrations create friction with domestic public law as arbitrators, having little democratic legitimacy, often operate in non-transparent proceedings and produce increasing amounts of incoherent decisions.

177. Smart muddling through: rethinking UK national strategy beyond Afghanistan

When the Conservative–Liberal Democrat coalition was formed in May 2010 it was confronted with a Ministry of Defence (MoD) in crisis, with armed forces committed to intensive combat operations in Afghanistan and with an unenviable financial situation. Yet within five months the coalition government had published a new National Security Strategy (NSS—the third in three years), a new Strategic Defence and Security Review (SDSR) and a spending review. Among the United Kingdom's allies, France and Australia had prepared their defence white papers of 2008 and 2009 respectively in the context of a more benign global economic environment, while the United States used its national security policy of 2010 to provide a strategic overview without setting out in much detail what it would require of the relevant departments. The UK was effectively, therefore, the first western state to undertake a complete defence and security review in the 'age of austerity'. To add to the challenge, the coalition recognized that there were also problems within its own machinery of government, and came up with some novel solutions. In a radical step, it decided that national security would henceforth be overseen by a new National Security Council (NSC) chaired by the Prime Minister. A National Security Advisor—a new appointment in UK government—would lead Cabinet Office support to the NSC and the review process. The novelty of these arrangements raised questions about whether a more established system might be required to manage such a major review of UK national security. Nevertheless, the strategy review proceeded apace.

The theme of risk pervades the western security discourse at the beginning of the 2010s. The United Kingdom's 2010 National Security Strategy (NSS) employs the term 'risk' no fewer than 545 times, while its 2010 Strategic Defence and Security Review (SDSR) mentions the word 96 times. The United States' 2010 Quadrennial Defense Review (QDR) uses the words 'risk' or 'risks' 95 times over the course of its analysis. Risk is an explicit theme in the Australian Defence White Paper of 2009, Germany's Defence Policy Guidelines of 2011, The French White Paper on Defence and National Security of 2008 and the Spanish Security Strategy of 2011. It is also implicit in almost all other western security documentation since 2001 in one way or another.

Abstract:
For more than two decades, Fiji has endured a coup culture. During the latest military coup in 2006, Commodore Bainimarama removed Prime Minister Qarase's duly elected democratic government. Since then, Australia has actively leveraged its bilateral and regional influence to urge Bainimarama's Interim Government to hold free and fair elections. The regime's failure to return to democracy has led to Fiji's suspension from the Pacific Islands Forum and the Commonwealth.

180. Defining U.S. Indian Ocean Strategy

Abstract:
In the past few years, the Indian Ocean has emerged as a major center of geostrategic interest. The Pentagon's 2010 Quadrennial Defense Review (QDR) set the tone by calling for a more “integrated approach to the region across military and civilian organizations” and asking the rest of the U.S. government for an assessment of “U.S. national interests, objectives and force posture implications,” which the National Security Council is now undertaking in preparation for the next National Security Strategy report, expected in 2012. Key U.S. allies have also elevated the Indian Ocean in their strategic planning documents. Australia's 2009 Defence White Paper, for example, noted that “over the period to 2030, the Indian Ocean will join the Pacific Ocean in terms of its centrality to our maritime strategy and defence planning.” Japan's 2011 National Defense Policy Guidelines stipulated that “Japan will enhance cooperation with India and other countries that share common interests in ensuring the security of maritime navigation from Africa and the Middle East to East Asia.”
