161. The Security of Cities: Ecology and Conflict on an Urbanizing Planet

Abstract:
Humankind recently crossed a historic threshold: over half of all human beings now live in cities. In contrast to most of human history, cities have become the default condition for human habitation almost everywhere on earth. Urbanization is proceeding rapidly and at unprecedented scales in Asia, Africa and the Middle East. These regions are poised to join Latin America, Europe, North America, and Australia as having more people living in cities than in rural areas. Between 2010 and 2050, the world's urban population is expected to grow by 3 billion people—a figure roughly equal to the world's total population in 1950—with the great majority living in developing-world cities.3 Our species, in other words, is already an urban one and will become even more so throughout this century.

Abstract:
Immigration detention is a growing threat to the well-being of migrants worldwide. While the use of this tool continues to increase, there is a growing consensus by governments on the need to pursue alternative programs. This paper examines the nature of these apparently contradictory developments and the reasons for tension in this area of migration policy. Drawing from research conducted by the International Detention Coalition and La Trobe University, this paper describes the Community Assessment and Placement (CAP) model, which seeks to prevent unnecessary detention, while allowing governments to meet the rationale offered for detention. It argues that the global trends of growth in detention and an increased emphasis on alternatives reflect competing political, policy and operational objectives. For example, governments wish to ensure compliance with deportation orders; alleviate political pressures regarding the harms associated with detention; and demonstrate control of territorial borders. Understanding the multiple rationales that shape this area of migration policy can help make sense of contradictory policy developments and identify the most effective ways to safeguard those who might be subject to detention.

Abstract:
The Obama administration's military rebalancing to Asia helped reboot the US alliance with Australia. Indeed, the arrival of US Marines in northern Australia put real boots into the reboot. The announcement that the Marines were heading for Darwin was the centerpiece of President Barack Obama's visit to Australia in November. After the alliance intimacy achieved by two conservative leaders – George W. Bush and John Howard – it seemed unlikely that a Democrat president and a Labor prime minister could tighten the alliance bonds further. Obama and Gillard managed it, proving again the special status of the alliance for both sides of Australian politics. The Marine deployment became an important element in the broader debate in Australia about the emerging power system in Asia and the terms of Australia's future relationship with its number one economic partner, China. Even in trade, Australia now faces different US and Chinese visions of the institutional framework for Asia's future.

In its World Investment Report 2011, UNCTAD reported that liberalizing investment policy measures taken globally in 2010 outnumbered restrictive measures. Without the benefit of statistics, investors might have drawn the opposite conclusion, witnessing what appears to be a rising tide of national resistance to foreign takeovers: the Australian Foreign Investment Review Board's rejection of a takeover of the Australian Securities Exchange by the Singapore Exchange, Italian concern over a French company's takeover of dairy giant Parmalat and the US Government's requirement that Chinese company Huawei divest certain assets it had acquired from 3Leaf.

Abstract:
The legitimacy of investment arbitration becomes increasingly questioned, with liberal states like Australia moving away from the regime. Defenders seek to ensure the survival of this regime of asymmetric investment protection, using a variety of techniques. The conservation of the gains of property protection has resulted in novel arguments relating to the existence of a global administrative law and standards of global governance. These arguments seek to preserve an approach associated with the failure of market fundamentalism and global economic crises. As long as the inequity contained in regulatory restraints of the system affected only the powerless states, it operated with vigor; but with powerful states feeling the effects of regulatory restraints of investment treaties, there has been movement away from the earlier premises of the established regime.

The war on drugs has been bad for the world's health. Concentrating on criminalizing the producers, traffickers and consumers of narcotics, it has failed to reduce supply. UN figures show that drug consumption during the decade after 1998 rose, with a 34.5 per cent increase in the number of opiate users, 27 per cent rise in cocaine users, and 8.5 per cent rise in cannabis users.

There is an assumption in international relations literature that junior allies must choose between supporting a dominant global alliance partner and engaging with a rising power. Yet, Australian policy-makers have paradoxically managed to deepen Sino-Australian relations despite their bilateral alliance with the United States. They have developed a discrete China policy on the assumption that they could persuade Washington to accept it over time. They reasoned that this outcome was more likely if Australia used diplomacy to facilitate Sino-American cooperation and to develop an Australian China policy non-prejudicial to ANZUS. This article explores how this 'diplomatic formula' supported expansion of Sino-Australian relations under the Whitlam, Hawke, and Howard Governments. It explains Australia's intra-alliance influence and paradoxical foreign policy behavior and contributes to understanding the dynamics of asymmetric alliances during power transition.

This essay contributes to the emerging debate on the origins of international studies, focusing on evidence regarding Australia. While neither Carnegie nor Rockefeller had a primary interest in international studies, the largest US foundations had a major impact on the emergence of the subject in Australia ca. 1920–60. This impact was direct, through the provision of funding to individuals (via fellowships) as well as to organizations; it was also indirect by virtue of the support given to the Institute of Pacific Relations (a proportion of which was actually for specific Australian purposes). How this impact is to be characterized turns in part on methodological questions; it cannot however be seen as a clear case of the imposition of Gramscian-style hegemony in the realm of ideas. The most apparent influence of the foundations was to direct the attention of a selected body of Australian intellectuals, of sometimes diverse views, beyond Empire to transnational concerns.
