141. Australian defense in the era of austerity: Mind the expectation gap

Abstract:
Like many other Western states, following the Cold War, Australia cut its defense budget, resulting in significant shortfalls in key military capabilities. Since the mid-1990s, successive Australian governments have outlined plans intended to boost the capabilities of Australia's armed forces. However, these strategic ambitions have in recent years been undercut by changes in government spending priorities and shortfalls in the national budget, jeopardizing the long-standing technological advantage Australian forces have enjoyed over other states in the region. As major Asian states such as China continue to grow their economies and modernize their armed forces, Australia must commit sufficient resources to its modernization agenda or risk losing its ability to help shape the Asia-Pacific ­security environment and risk fulfilling its role as a key US partner in America's pivot to Asia.

Abstract:
Recent developments in climate policy have done little to suggest that the world is acting quickly enough to avoid a dangerous rise in global temperatures. Despite some important steps in national policy-making-including the commencement of Australia ' s carbon pricing mechanism and the piloting of subnational emissions trading in China - the polarized nature of the climate debate in the United States continues to obstruct progress. Moreover, a substantial gap remains between the current policies of various countries and the level of mitigation needed to stay within the internationally agreed limit of a degrees Celsius rise in global temperature. To some observers, the United Nations climate change conference in Durban in 2011 offered hope for a long-term agreement that would be more inclusive than the Kyoto Protocol by securing the participation of major developing countries, such as India and China (which do not having binding mitigation commitments under the protocol), as well as developed countries, such as the United States (which failed to ratify the protocol). Yet, as it becomes increasingly clear that global emissions will need to peak within the next few years if we are to stem global warming, a dramatic change in short-term policies is also required.

Abstract:
With the failure of the international community to negotiate a successor treaty to the Kyoto Protocol in late 2011, and with little prospect of U.S. ratification of any treaty framework that includes binding green¬house emission targets, hope for a sustainable and effective international climate policy appears dim. As of 2012, only Australia, New Zealand, and the European Union continue to endorse binding post-Kyoto greenhouse emissions targets, with countries representing half the emissions controlled under Kyoto rejecting any further binding mitigation commitments in the absence of a treaty framework that includes the United States. Further, the remaining commitments are likely to be tested by political and economic turmoil that strains the ability of the governments to maintain them. While the "roadmap" that emerged from the seventeenth session of the Conference of the Parties (COP-17)of the 1992 UN Framework Convention on Climate Change (UNFCCC)-held in Durban, South Africa-calls for a post-Kyoto treaty to be negotiated by 2015 and to take effect by 2020,ongoing reluctance by China, India, and the United States to accept binding emissions caps threatens to frustrate progress toward any such future agreement. Given the rapidly closing window of opportunity to begin reversing current trends of increasing global emissions and to eventually stabilize atmospheric concentrations of greenhouse gases at levels that would prevent the dire consequences predicted by "business as usual" trajectories, significant mitigation action remains urgently needed, with climate change adaptation programs becoming increasingly important.

Abstract:
While many of the contributions to this special issue focus on the content of internationalism and the dilemmas of ethical (state) action in world politics, this article focuses on the possibilities for internationalism to be meaningfully incorporated into state foreign policy. Here, my concern is with the extent to which a commitment to internationalism might be conceived as legitimate at the domestic level. In international relations, constructivists have come closest to directly addressing the domestic constraints and possibilities associated with foreign policy agenda. Theorists working in this tradition, however, have largely worked with binary logics (structure/agency, material/ideational, continuity/change) that emphasise one set of factors over another. Building on insights from the recent \'practice turn\' in international relations, this article employs the work of Pierre Bourdieu in an attempt to transcend these binaries and develop a more nuanced and sophisticated sociological account of political possibility. I suggest the utility of his conceptions of field, habitus, capital and symbolic power in coming to terms with both possibilities for and limits to internationalism as a foreign policy orientation. I illustrate the utility of this framework with the example of Australia\'s retreat from internationalism under the Rudd Government from 2007 to 2010.

Abstract:
There are a number of strategic challenges currently affecting the Asia-Pacific. In a period of global uncertainty, China has emerged as a confident and powerful actor, while the ability of the United States to remain the region's hegemonic power has come into question. Maritime boundary claims, regionalism and unresolved Cold War sovereignty disputes are a source of considerable uncertainty. A number of non-traditional security challenges are also emerging, including energy and food insecurity, cyber security and the threat of a climate catastrophe-related humanitarian crisis. Canada and Australia — resource-based economies with a record of bilateral and institutional engagement in the region, and important US allies — have an interest in these challenges, and in ensuring regional strategic stability that promotes economic growth.

Abstract:
The 12 months under review saw the unfolding of the withdrawal timetable from Afghanistan, the second rotation of US Marines to northern Australia, the first “Full Knowledge and Concurrence” statement on US facilities on Australian soil in six years, and the end of Australia's long-term military deployments in Timor Leste and Solomon Islands. The Gillard government produced a trio of major policy statements built on an understanding that Asia's “extraordinary ascent” means Australia is entering “a truly transformative period in our history.” In the words of the Australia in the Asian Century White Paper: “In managing the intersections of Australia's ties with the United States and China, we will need a clear sense of our national interests, a strong voice in both relationships and effective diplomacy.” Meanwhile, Australian politics experienced a bit of turmoil. The Labor government discarded Australia's first female prime minister in an attempt to appease the voters, but instead the voters discarded the Labor government. So it was that in the national election on Sept. 7, Australia got its third prime minister in the same calendar year. After six years of Labor rule, the LiberalNational Coalition led by Tony Abbott is back in power. Plummeting opinion polls had caused the Labor Parliamentary Caucus to vote out Julia Gillard as leader in June and elect Kevin Rudd as prime minister. Thus, Labor returned to the man it had thrown out of the prime ministership in 2010, afraid he could not win the looming 2010 election. Facing the prospect of another federal election, the Caucus this time dispensed with Gillard and gave Rudd a second chance as prime minister. Rudd, though, carried the weight of Labor's six years in office and the wounds of his bitter three-year leadership wrangle with Gillard, a struggle that had eaten at the government's standing and morale. Abbott's simple message was a Coalition alternative to the disunity, drama, and spectacular hatreds of the Labor years, allowing the Liberal leader to run a campaign that was singularly light on policy commitments. In the end, not being Julia Gillard or Kevin Rudd was enough for an Abbott triumph.

Abstract:
The possibilities for future Asia-Pacific security cooperation between Australia and Canada are promising. Economic development and population growth mean that security challenges present themselves as opportunities. Australia and Canada are well positioned to influence regional approaches to transnational challenges such as crime, terrorism, piracy and environmental degradation, and to contribute to food, energy and cyber security. This paper explores the current state of security cooperation between Australia and Canada in the Asia-Pacific, and identifies opportunities to extend the relationship, focussing on collaborative efforts like economic and maritime cooperation, which may help tackle transnational security challenges.

Abstract:
The regional security of Central Asia hinges on the level of stability within Afghanistan and its foreign relations with its neighbors.1 Afghanistan is not only pivotal in the maintenance of regional security, but is also crucial to the region's economic and po- litical development. As Ashraf Ghani, chairman of the Afghan transition commission, stated, “The region needs to make a choice, a stable Afghanistan ... is absolutely es- sential.”2 However, there is looming doubt as to the ability of Afghan forces to be able to defend the state against domestic and external insurgent movements and to sustain the progress in counterterrorism and counterinsurgency that the U.S.-backed, NATO- led International Security Assistance Force (ISAF) mission in Afghanistan has estab- lished under UN mandates since the United States initiated military action against the Taliban in 2001. The year 2014 is the deadline that has been set for ISAF troops to withdraw from the war-torn country and hand over the responsibility for ensuring secu- rity in the nation to the Afghan Security Forces. Currently the U.S. and NATO forces are transitioning from a mission of combat to one of support.3 The participants of the “Bonn+10” conference4 identified 2011 as the dividing point “From Transition to the Transformation Decade,” during which the burden on the international community to assist Afghanistan in maintaining peace and continuing to develop its governmental re- forms should gradually diminish.5 Several important questions require informed and in- sightful responses: During this “Transformation decade,” what will the security picture in Afghanistan look like? Who will supplant the U.S. forces and complement the Af- ghan security forces to establish the necessary stability in Afghanistan to allow further economic and political development in the country and the region?

Abstract:
Today, it is generally recognized that the relationship to land forms the basis of an indigenous people's identity, and that indigenous peoples' cultures cannot be preserved without a certain degree of control over land and natural resources. In the course of colonization, however, indigenous peoples lost ownership and control over most of their ancestral lands, and from the end of the 19th century onwards the existence of inherent indigenous land rights, i.e. rights not derived from the colonial powers but rooted solely in the use and ownership of the land by indigenous peoples since time immemorial, had been completely denied. This began to change in the 1960s. Due to increased pressure by national courts and international institutions, state governments started to recognize the continued existence of inherent indigenous land rights and to develop different policies to protect them. This paper looks at how indigenous peoples' land rights are nowadays recognized and protected in the United States of America, Canada, Australia, and New Zealand, and whether the different national approaches are in accordance with international legal standards. It will be shown that none of the States subject to this study acts completely in accordance with its obligations under international law, but that nevertheless all States have some strong points regarding the realization and protection of indigenous land rights and can learn from each other's experiences.
