Abstract:
AUSTRAL: Brazilian Journal of Strategy International Relations is an essentially academic vehicle, linked to the International Strategic Studies Doctoral Program (PPGEEI) of the Faculty of Economics (FCE) of the Universidade Federal do Rio Grande do Sul (UFRGS) and to the Brazilian Center for International Relations and Strategic Studies (NERINT) – a research center of the Latin American Institute for Advanced Studies (ILEA/UFRGS). Its pluralist focus aims to contribute to the debate on the international political and economic order from the perspective of the developing countries. The journal publishes original articles and book reviews in English, Portuguese or Spanish about themes that lie in the vast area of Strategy and International Relations, with special interest in issues related to developing countries and the South-South relations, their security issues, the economic, political and diplomatic development of emerging nations and their relations with the traditional powers. The journal's target audience consists of researchers, specialists and postgraduate students of International Relations. The journal will try, through its publication policy, to ensure that each volume has at least one author from each of the great southern continents (Asia, Latin America, Africa), in order to stimulate the debate and the diffusion of the knowledge produced in these regions. All of the contributions will be subjected to a scientific review.

Abstract:
Chinese foreign investment declined through mid-2014 for the first time since the financial crisis. By sector, energy draws the most investment, but a slump in energy spending means that metals and real estate have been more prominent so far in 2014. The United States has received the most Chinese investment since 2005, followed by Australia, Canada, and Brazil. China invests first in large, resource-rich nations but has also diversified by spending more than $200 billion elsewhere. Chinese investment benefits both China and the recipient nation, but host countries must consider thorny issues like Chinese cyberespionage and subsidies.

Abstract:
China has recently attempted to use military force to back up alleged historical claims to the South China Sea and East China Sea; however, upon closer examination, the claims do not hold up. China's belligerent attempts to enforce its claims in the South and East China Seas endanger peace in Asia. China appears unlikely to accept any reasonable proposals that respect history and geography. Southeast Asian nations and other interested countries, like the United States and Australia, must maintain a military presence to deter Chinese aggression while attempting to negotiate a peaceful settlement with China.

Abstract:
In 1977 the Australian international relations scholar Hedley Bull published a seminal work, The Anarchical Society, an exploration of the sources of international order. While acknowledging that international politics are characterized by Hobbesian, liberal, and Kantian elements simultaneously, he argued that underlying them are elements of order, by which he meant a pattern of activity that sustains the elementary or primary goals of the society of states, or international society. The goals are the preservation of the system of states, the preservation of the independence of its members, and that members of the international society see peace as the normal rather than exceptional condition of their mutual relations.

135. Foreign Fighters in Syria

Abstract:
Over 12,000 fighters from at least 81 countries have joined the civil war in Syria, and the numbers continue to grow. Around 2,500 are from Western countries, including most members of the European Union, the United States, Canada, Australia, and New Zealand. There are also several hundred from Russia. But the great majority are from the Arab World. Most are fighting with rebel groups, and increasingly with the most extreme among them; but many are also fighting with the Government, or with ethnic or faith communities that are trying to protect themselves from both sides. A lot are young, often teenagers, and a fair percentage of those arriving from non-Muslim majority countries are converts to Islam. These and others who share their faith commonly express their motivation as a religious obligation to protect fellow Muslims from attack. This sense of duty is captured by their loose use of the word 'jihad'.

136. Licensing Afghan Opium for Medicinal Use: Why It Won't Work

Abstract:
With large increases in Afghan opium cultivation and production in 2013 and 2014, there is a risk that resulting frustration may give rise to a search for extreme but unproductive solutions. There are no easy solutions to the illegal narcotics problem. The proposal that Afghanistan could shift to licensed production of opium for pain medications will not work. Due to severe problems with governance, rule of law and security, opium licensing in Afghanistan would be subject to extremely high leakages. Afghanistan's comparative advantage in supplying the illicit market means that it would likely expand cultivation to meet demand in both markets. Afghanistan is a high-cost producer of opium, and prices for licensed opium are much lower than on the illegal market, so profits might well be marginal or even negative. Existing producers of licensed opiates— Australia, Turkey, India, France and others—would strongly oppose any move to let Afghanistan become a competitor on the licensed market. Even if a more liberalized market for opiates is envisioned, technological advances and modern techniques in other countries mean that Afghanistan could not be a competitive producer.

The time has come for a reappraisal of the U.S. Army's forward presence in East Asia, given the significantly changed strategic context and the extraordinarily high, recurring costs of deploying U.S. Army forces from the 50 states for increasingly important security cooperation activities across the Indo-Asia-Pacific theater. For economic, political, diplomatic, and military reasons, the Indo-Asia-Pacific theater continues to grow in importance to the United States. As part of a broad, interagency, multifaceted approach, the U.S. military plays a critical role in the rebalancing effort now underway. The U.S. Army in particular has a special role to play in bolstering the defense of allies and the deterrence of aggression, promoting regional security and stability, and ameliorating the growing U.S.-China security dilemma.

China, in the next few years, faces the prospect of major regional and bilateral trade negotiations possibly including the Trans-Pacific Partnership (TPP), the Regional Comprehensive Economic Partnership with the Association of Southeast Asian Nations (ASEAN) and Japan, Korea, India, Australia and New Zealand and separate negotiations with India, Korea and Japan, potentially the United States and even possibly the European Union. A likely key element in such negotiations, and one already raised by the United States in the TPP negotiations, is that of trade arrangements involving state-owned enterprises (SOEs). China is viewed from outside as having a large SOE sector, and large SOEs are viewed as having a protected monopoly position in domestic Chinese markets.

Abstract:
Aboriginal groups present with sub-par outcomes in key indicators of well-being across the board. Increased capacity for self-governance presents one possibility for improving these outcomes, but its implementation is complicated by historically acrimonious relationships with federal governments and the larger context of attempting to rectify the complex harms done by colonialism. The solution involves finding the right balance between creating spaces for self-governance and providing the necessary federal assistance where appropriate. This paper discusses the structure of and approaches to Aboriginal self-determination and selfgovernance in New Zealand, Australia, and the United States, with a view toward assessing which approaches could prove effective in Canada. It does so through a variety of lens and by examining impact assessments in a number of key areas.

It is important that the Brisbane G20 Leaders' Summit be a success. It must help 'reenergise' the G20, because the world needs an effective G20. But there is more at stake for Australia.
