In September 2007, Australia will host the annual Economic Leaders' Meeting of the Asia–Pacific Economic Cooperation (APEC) forum. This will be the culmination of over 100 days of ministerial, official and business group meetings, working groups and dialogues that will be held in various Australian cities from January to August. Fifteen federal government departments will be involved along with a range of other interested actors, predominantly in the private sector. The Australian government will spend considerable sums of money on the leaders' meeting itself, not least to ensure the security of those attending. This will include, if all goes according to plan, the heads of government of 21 countries—member economies in APEC-speak—including the United States, Russia, Japan and China. Security may well be the least of the government's worries. Few would argue that APEC is 'going strong' as a regional economic forum and recent reviews have suggested that at best it faces an uncertain future and that at worst it could be in a state of terminal decline. The forum is argued to have lost its relevance and to have generally been unsuccessful in attaining any of its more ambitious goals such as regional trade liberalisation.

43. Tax policies to promote private charitable giving in DAC countries

Abstract:
Researchers have written hundreds of papers on the causes and consequences of official foreign aid, while paying almost no attention to private overseas giving, by individuals, universities, foundations, and corporations. Yet private giving is significant—some $15.5 billion/year, compared to more than $60 billion/year in public giving—and is in no small part an outcome of public policy. In most rich countries, tax deductions and credits lower the “price” of charity to donors. And governments with low tax revenue/GDP ratios leave more money in private pockets for private charity. To correct the near-complete lack of information on this de facto aid policy, we survey officials of 21 donor nations on the use of tax incentives to promote private charity. From the results, we develop an index of the overall incentive for private charity, expressed as a percentage increase over the hypothetical giving level absent incentives. France's tax code creates the largest price incentive while those of Austria, Finland, and Sweden offer none. Factoring in the income effect of the tax ratio, Australia, Ireland, Germany, and the United States move to the top, with combined price and income effects sufficient to double private giving. As a result, tax policy appears to have nearly doubled private overseas giving from donor countries in 2003, from a counterfactual $8.0 billion. Two-thirds of the $7.5 billion increase occurred in the United States. Of that, nearly 40% appears to be U.S. charity to Israel. According to 21-country scatter plots, countries with lower church attendance and more faith in the national legislature have lower taxes (stronger income effect), but average levels of targeted tax incentives. Income (GDP/capita) does correlate with private overseas aid/capita, but also with public aid/capita, so that the two aid flows are complementary in magnitude.

Brazil is a major player in the global economy, one of the world's 10 largest economies, with a population of 180 million and vast natural resources. Brazil's agricultural land is exceeded only by China, Australia and the United States, and agriculture plays an important role in the country's economy. Primary agriculture accounts for 8% of GDP, while agricultural products account for about 30% of exports.

Abstract:
Recent and prospective performance is good. The Australian economy is still benefiting from the programme of widespread and deep reforms that started in the 1980s and was especially intensive in the 1990s. These made it easier to set macro policies in a stability-oriented medium-term framework. The combination resulted in a thirteen year long economic expansion accompanied by low inflation, high resilience to external and domestic shocks, and very healthy public finances. The short term outlook is for continuing brisk low- inflationary growth.

46. Buying air warfare destroyers: a strategic decision

The Air Warfare Destroyer [AWD] project is Australia's biggest proposed defence acquisition in decades. Cabinet has already chosen a company to build the ships. But before minsters go further and sign contracts, they should stop and ask two big questions which have not so far been properly considered. First, would AWDs do enough for Australia's defence to justify their cost, and what would we need to sacrifice to afford them? Second, are we buying them the right way? There are good reasons to think that the answer to both questions is no. The AWD's main purpose is to provide air defence for ADF amphibious operations in medium- to high-level conflicts. But such operations would not be a high priority for Australia. The forces we could deploy are small, and the risks they would face, even with AWDs, are daunting. And if it was necessary, amphibious operations could be better protected for air attack by proactive counter-air campaigns or fighter escorts. For coalition operations, AWDs would only add another option to a wide range of highly capable contributions we can already make, including submarines, maritime patrol aircraft, AEW and fighters. And AWDs would be marginal to any future development of ballistic missile defences for Australia. So AWDs would provide few important new military options. But their high price imposes big opportunity costs in the already-squeezed defence investment program. Unless Defence funding rises sharply, we can afford them only by cutting other major capabilities. The most likely trade-off is the JSF project; cutting that would have serious strategic costs. So ministers should not commit to buying the AWDs before they have reviewed the Defence Capability Plan as a whole to see the full implications for the ADF's overall capability. If ministers nonetheless decide to buy AWDs, they should look very carefully at how the project is being developed and managed. As they did with Navy's troubled Collins submarines and Seasprite helicopters, Defence is setting unique Australian requirements that will unnecessarily add to the cost and risk of the project. And they are experimenting with a new acquisition strategy that provides less competition and leaves more of the risk of the project in Defence's hands. A simpler and more competitive acquisition strategy would provide better value for money. The simplest and cheapest of all would be to buy overseas. There is no compelling strategic reason to buy AWDs, and even less to build them in Australia.

47. Prospects for Regional Free Trade in Asia

Frustrated with lackluster momentum in the WTO Doha Round and the Asia Pacific Economic Cooperation (APEC) forum, and mindful of free trade agreement (FTA) networks centered on the United States and Europe, Asian countries have joined the FTA game. By 2005, Asian countries (excluding China) had ratified 14 bilateral and regional FTAs and had negotiated but not implemented another seven. Asian nations are also actively negotiating some 23 bilateral and regional FTAs, many with non-Asian partners, including Australia, Canada, Chile, the European Union, India, and Qatar. China has been particularly active since 2000. It has completed three bilateral FTAs—Thailand in 2003 and Hong Kong and Macao in 2004—and is initiating another 17 bilateral and regional FTAs. However, a regional Asian economic bloc led by China seems distant, even though China accounts for about 30 percent of regional GDP. As in Europe and the Western Hemisphere, many Asian countries are pursuing FTAs with countries outside the region. On present evidence, the FTA process embraced with some enthusiasm in Asia, Europe, and the Western Hemisphere more closely resembles fingers reaching idiosycratically around the globe rather than politico-economic blocs centered respectively on Beijing, Brussels, and Washington.

48. India's energy needs

Abstract:
India's exploding demand for energy is confronting New Delhi with two important dilemmas, one internal and one external. India's internal dilemma is that to satisfy its energy needs, India must not only expand but also renovate its energy sector, a huge task. Moreover, New Delhi must balance accelerating the necessary reform of this sector with the need to avoid alienating important domestic constituencies. The external dilemma derives from the fact that India will only be able to meet part of its increased energy demand from its own domestic resources, and therefore will be increasingly forced to rely on energy imports. India is trying to secure its energy supplies in a hostile geo-political climate, since New Delhi's parlous relations with its neighbours make energy cooperation difficult. The resultant fears regarding the vulnerability of India's external sources of energy chime with a core principle of New Delhi's political culture, swadeshi (self-sufficiency), whose influence, while waning, retains its potency. Concerns regarding energy security are particularly prevalent in the case of oil, where India's dependence on imports is becoming acute. The proximity of the Persian Gulf to India's industrialised northwest makes it the main source of growing oil imports. But this in turn increases India's reliance on the unstable Gulf. In order to reduce this risk New Delhi will seek out oil from new energy provinces in the Atlantic Basin, Sudan, Russia and South East Asia. It will also turn to a new energy source - gas - and more imports of liquefied natural gas (LNG) will be one result. India's energy needs have implications for Australia. India's growing demand for energy will see coal continue to dominate the energy mix, and as a result India's demand for imported coking coal, including from Australia, is also set to grow. At the same time, India's quest for diversity of supply means that at least some of India's increased LNG imports are likely to be Australian.

49. Diaspora: the World Wide Web of Australians

On any given day, there are approximately one million Australians outside Australia, perhaps three-quarters of whom live offshore on a permanent or long term basis. This latter group, the 'Australian diaspora', is large and, in the main, prosperous, well educated, well connected, and well disposed to this country. It is also very mobile: rather than turning their backs on Australia once and for all, expatriates these days are more likely to move back and forward between Australia and other countries as opportunities present.

50. India: the Next Economic Giant

Abstract:
The Indian economy is showing clear signs of realising its dormant potential. The impact of more than a decade of economic reforms, instigated by a 1991 balance of payments crisis, has now removed or at least mitigated some of the major economic distortions that have handicapped past economic performance. One important result has been a significant boost to the economy's overall potential growth rate. Another has been India's re-engagement with the global economy, which in turn has transformed the prospects of key sectors of the Indian economy. This transformation has been most visible in the case of information technology-related services exports, where India has already become an important global player. But there are also positive signs in the areas of merchandise trade and international capital flows. These trends will have important consequences for the international economy as a whole and for Australia in particular.
