Abstract:
One of the greatest dilemmas of the early 21st century is how to satisfy the demands of densely populated states in the context of a global environmental crisis. As the world's biggest polluter and prominent emerging world power, China is at the centre of the global debate. Worsening pollution trends, increasing resource scarcity, and widespread ecological degradation have serious implications for China's ongoing modernisation drive. The spillover effects across borders also pose a challenge to its relations with the outside world. Although China's per capita CO2 emissions are low relative to the United States and Australia, they already exceed the world average. In 2007, China overtook the United States to become the world's largest aggregate emitter.

252. Confronting the Hydra: Big Problems with Small Wars

Abstract:
Australia needs to worry a little less about the small problems it has with big wars, and address some of the big problems that it has with small wars. Small wars, such as insurgencies, became the most prevalent form of conflict globally in the middle of the 20th century. The 2009 Australian Defence White Paper predicts that intrastate conflict will remain the most common form of war in the period to 2030. Australia has a long record of involvement in such conflicts, although participation has always been a matter of choice. But the fact that these are wars of choice for Australia, and that it frequently only plays a bit part, does not mean that they are insignificant in cost and political impact. And history demonstrates that small wars of choice can become wars of necessity.

Abstract:
Australia's government swung from the right to the left of the political spectrum in 2007. The U.S. did the same in 2008. Yet, not much changed in the fundamentals of the 57-year-old U.S.-Australia alliance. The assertion of alliance continuity, however, comes with a major caveat: the tectonic effects being exerted by China's rise. As with the rest of the Asia-Pacific, Australia is adjusting significant aspects of its foreign and security policy to the magnetic pull of China, which was dramatized for Canberra through the middle of 2009 by an outburst of Chinese official anger directed at Australia. Other important influences to consider include the so-called “Kevin Rudd” effect, the global economic crisis, and the ongoing conflicts in the Middle East.

Abstract:
The Australian Institute of International Affairs (AIIA) was established over 75 years ago to promote public understanding and interest in international affairs. In recent years the AIIA has been increasingly active in promoting its activities to younger members of the community. The AIIA has launched a variety of initiatives to involve young people including ACCESS Youth Networks, careers fairs, schools events and the Young Diplomat Program. This has helped the AIIA reach its present strength of more than 1600 members across seven State and Territory Branches.

The government's decision to withdraw Australian combat elements from southern Iraq by the middle of 2008 has the potential to consign the Arabian Gulf region 1 to the periphery of Australian policy interests. There is a consequent temptation to focus our security policy on Australia's immediate region, or within West Asia only on Afghanistan where our combat forces will likely be operating for some time to come. To do so, however, flies in the face of our substantial, diverse and growing economic interests in the Gulf (including an upcoming Gulf Cooperation Council (GCC) free trade agreement), our interests in counterterrorism and counter-proliferation, and our record of regularly deploying Australian Defence Force (ADF) elements into the region over the last 20 years. These factors, along with the government's recognition that '...the challenges (that) Australia faces will require us to be more internationally active, not less' 2 mean that, in an uncertain world where our strategic horizon extends beyond Southeast Asia, it is prudent to maintain and consider enhancing the diplomatic and security connections we have built up in the Gulf, albeit in a piecemeal fashion, over nearly two decades.
