Significant interest in Australia's uranium export industry has re-emerged in the face of increased energy demand, fears of eventual reduced supplies of traditional energy sources, further evidence of global climate change and prospective higher electricity prices. This paper examines how Australia will respond to that renewed interest and how it seeks to balance its economic and environmental interests with its traditional nuclear non- proliferation activism.

Abstract:
The extremist environment in the Philippines continues to improve. The main organizations that have traditionally been at the forefront of national security concern are either exhibiting a continued readiness to engage in negotiations with the government in Manila or are variously suffering from battlefield losses, criminalization or reductions in popular support. Although there has been an increase in kidnappings by the Abu Sayyaf Group (ASG), this is actually a sign of the group's weakness and declining capabilities. Moreover, the United States and Australia remain committed to underwriting assistance packages to the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), both of which continue to make steady advances in the struggle against violent extremism.

Zimbabwe's long night is by no means over. Nearly a year after the violent and disputed March 2008 elections, and months after the September signing of a 'Global Political Agreement' with the ruling ZANU-PF party, the main faction of the Movement for Democratic Change (MDC) agreed in February to take part in a coalition government in which its leader, Morgan Tsvangirai, became Prime Minister. The state apparatus in Zimbabwe is currently shared uneasily by reformers and reactionaries with each of the MDC and ZANU-PF having half of the cabinet seats. Hardline ZANU-PF elements remain in government and control the security services, and a quiet but intense power struggle continues.

Australia, along with the entire world, faces the tremendous challenge of climate change over the coming decades. Along with its impacts on a wide variety of global ecosystems, climate change has the potential to have long-term impacts on Australia's Great Barrier Reef (GBR). Among the most serious of these are the phenomenon of coral bleaching (or, more properly, bleaching mortality) and its attendant effects on the reef's biodiversity.

245. U.S.-Cambodia Defense Relations: Defining New Possibilities

Abstract:
In his speech to the International Institute for Strategic Studies annual Shangri-La Dialogue in Singapore in late May 2009, Secretary of Defense Robert Gates laid out a vision of U.S. policy toward the region. The vision relies on longstanding treaty allies in Southeast Asia—the Philippines, Thailand, and Australia—as “cornerstones of U.S. foreign policy.” However, that vision does not stop there: it is designed to build a “new comprehensive partnership” with Indonesia and Singapore, to increase coop¬eration with Malaysia and Vietnam, and “to forge new partnerships in places long disre¬garded. This includes our emerging dialogue with Cambodia, as well as developments with Laos.” The dialogue with Cambodia thus holds out the prospect of a new partnership with a “long disregarded” country.

President Obama's announcement of a troop surge and the planned withdrawal of the Netherlands as lead nation in Oruzgan province in mid-2010, where the bulk of Australia's military contribution operates, raise a number of issues for Australia's role in Afghanistan. In particular: the potential and perhaps unintended impact of any new lead nation on the relative improvements in security that have been achieved in Oruzgan province a possible demand for more Australian troops and greater flexibility in the way they are used in Afghanistan as the result of changes in US strategy; and the effectiveness of Australia's small but growing number of civilian and police personnel in Afghanistan.

Strategic ties between Australia and India keep falling short of expectations, despite strong growth in trade. Controversy over the welfare of Indian students has added to differences over uranium exports to cloud what should be promising links between two countries with many common concerns. The relationship will weather recent turbulence. But without major diplomatic initiatives soon, the prospects for a truly strategic partnership between these Indian Ocean democracies will be set back for years.

Abstract:
Several developed countries have introduced emergency measures to mitigate the effects of the Global Financial Crisis, including Australia, Germany, Ireland, the United Kingdom, and the United States. Although the measures taken are still undergoing changes by the executive branch and are thus a “moving target”, our survey reveals early evidence of differentiation between foreign and domestic actors in the emergency plans adopted by this sample grouping. It is this differentiation that may give rise to liability as breaching guarantees against discrimination of foreign investors under international investment law.

Abstract:
Secretary of State Hillary Clinton's choice of Japan, Indonesia, South Korea, and China for her first official trip overseas helped shine a spotlight on Asia as a high priority region this quarter, as did North Korean Dear Leader Kim Jong-il's announcement that he intended to conduct a satellite launch in early April. The drama surrounding the anticipated launch provided an unfortunate back drop for otherwise very positive pronouncements about intended Obama administration policies in East Asia, even if the quarter closed with only a handful of those eventually to be tasked with implementing these policies at their desks. ASEAN leaders finally held their postponed summit and celebrated the entry into force of their much-maligned Charter. Meanwhile, Australian Prime Minister Kevin Rudd visited Washington to underscore that the U.S. and Australia are still “mates,” even as his reluctance to send more combat forces to Afghanistan foreshadowed the difficulty President Obama faces in getting allies to sign up for his “surge” there. Finally, economic forecasts kept being adjusted downward as Asian leaders prepared for the G20 summit in London in hopes that this would bring a turnaround.

Abstract:
This brief study explores Somali youth experiences and perceptions of integration experiences in the school context, comparing the differences and similarities of those who live in Melbourne and Minneapolis. Additionally, the study touches on parents' experiences with their children's attitudes in the new environment. Based on interviews with Somali youth from the cities of Melbourne, Australia, and Minneapolis, Minnesota in the United States, they are generally aspirants to, and positive about, the current and future educational opportunities they have in Australia and the United States. Those from Minneapolis tend to articulate these opportunities more clearly. Youth and parents agree that Somali girls perform better at school compared to boys. Students' preferences for post-secondary programs are varied but the most popular reason is to help Somali people who are in difficult situations because of the protracted civil war. Both student groups from Melbourne and Minneapolis mentioned several educational challenges. Girls believe that parents pushing their daughters to marry early is the biggest obstacle that may prevent them from continuing further studies and future professional work. Whether they are in or out of school, most Somali students who participated in this study are friends primarily with other Somali youth because of cultural and religious affinities, with the added benefit of pleasing their parents. Finally, with the exception of two girls, Somali youth in this study feel they have been fairly treated by their teachers.
