91. The Trans-Pacific Partnership Agreement (TPP) Negotiations: Overview and Prospects

Abstract:
The Trans-Pacific Partnership (TPP) is a trade agreement currently under negotiation between nine countries in three continents, including Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, United States and Vietnam. In late 2011 three additional countries--Japan, Canada and Mexico--announced their intention to join as well. The TPP has always been called a "high quality, 21st century" agreement that covers a range of topics not always found in free trade agreements. This includes not just trade in goods, services and investment, but also intellectual property rights, government procurement, labor, environment, regulations, and small and medium enterprises. This paper traces the complex negotiations and evolution of the talks since the early 2000s to the present.

US Assistant Secretary of State Kurt Campbell has just completed a lightning visit to Australia for formal discussions with newly installed Foreign Minister Bob Carr. In spite of the political turmoil that brought Carr to office, the Australia-US alliance is in the best shape of its 60-year history. Having begun as a Cold War convenience, about which the United States was not enthusiastic, it has become a key part of Washington's regional role and a cornerstone not only of Australia's defense and security policy, but of its broader engagement with the world. The arrival in early April of the US Marine Corps to begin six-month training rotations in Darwin is emblematic of the alliance's standing and its evolution.

For the first time in its history, Russia this year assumed the leadership of a major Asia- Pacific forum—APEC. In September the organization's annual summit will be held in Vladivostok and through this congress Russia hopes to demonstrate to the world, and its own citizens, that the country is once again a power in both Europe and Asia. It is a bold vision, which is bound to Russia's national development strategy and Great Power aspirations. As one Russian diplomat told this author, if Russia really becomes involved in Asia it could change the country and also the world.

In late 2011, Australia decided to allow uranium exports to India, creating an exception from its long-standing policy of exporting uranium only to countries with full-scope safeguards. Australia was one of a handful of countries that had not moved quickly to cash in on Indian nuclear trade. With its huge uranium resources (it is the third-largest producer of uranium ore and holds 40 percent of known uranium reserves), one would expect Australia to be seriously bullish on nuclear energy and active in export promotion. Yet for decades this significant nuclear supplier has struggled to balance domestic and foreign priorities in the nuclear area. This essay explores Australian nuclear trade policy and the decision to supply India.

The International Energy Agency speculates that we could be entering a “golden age of gas.” If that is the case Australia is set to be a key contributor to it. The most visible sign of the new warmth in the United States-New Zealand bilateral relationship was US Secretary of State Hillary Clinton's visit to New Zealand in November 2010, which culminated with the signing of the "Wellington Declaration." The 400-word document announced a US-NZ "strategic partnership" built on "practical cooperation" in the South Pacific, and enhanced dialogue including regular foreign minister level and political-military meetings. It also noted a joint commitment to tackle pressing challenges including climate change, nuclear proliferation, and extremism. In addition, there was a commitment to an expansion of US-NZ "commercial and trade relations." Robert Ayson and David Capie discuss the possible future direction of the developing US-NZ relationship.

Abstract:
The build up in government debt in response to the 'great recession' has raised a number of policy dilemmas for individual countries as well as the world as a whole. Where the government fiscal stimulus was seen as necessary to restore confidence to markets and stimulate deteriorating economies in the aftermath of the 'great recession' by 2010 the massive fiscal stimulus programs and associated run-up in debt had, for many economies, become a confidence sapping exercise. This need for a change of fiscal policy stance has fuelled another debate that has two related aspects. One is the impact of fiscal consolidation on economies that are tightening and the flow-on effects to the world economy. The other debate is how much tightening there should be and how quickly.
