81. Radicalisation and Dialogue in Papua

Abstract:
Indonesia's easternmost province of Papua saw an up- surge in political violence in 2009, continuing into 2010. One factor was the increased activity of militant activists from the central highlands, many of them members of the West Papua National Committee (Komite Nasional Papua Barat, KNPB). They decided there was no longer any hope of achieving their main objective – a referendum on independence – through peaceful means, and led some to advocate violence and in some cases directly participate in violent acts. Their tactics are decried by many Papuans, but their message resonates widely, and the frustrations they articulate are real. A dialogue between Papuan leaders and central government officials, if carefully prepared, offers the possibility of addressing some longstanding grievances, without calling Indonesian sovereignty into question.

The relationship with Indonesia is one of Australia's most important but it is still not on a firm footing. Government-to-government ties have been strengthening but relations are focused around a mostly negative set of security-related issues. Business-to-business links are underdone and mutual public perceptions are poor. Without significant incentives to drive closer ties, one of Australia's most important relationships will continue to stagnate.

The Asia Pacific has experienced thirty years without interstate conflict, but a number of long-running, low-level internal conflicts continue in Southeast Asia, and several South Pacific states have recent experience of instability. Tensions also remain at the inter-state level, and shifting power dynamics between the US, China, and other Asian states have the potential to foster regional instability. In addition, a raft of transnational threats, such as resource scarcity and climate change, are creating new uncertainty.

It is one of the richest areas of the world in terms of biodiversity, yet it is also one of the most fragile and vulnerable regions. Problems are so large that none of the Pacific Island states or territories can respond to them alone. As a result, regional cooperation, mutual aid between states, and the pooling of energies and ideas are necessary.

Based on a selective review of the outcomes of previous meetings, conferences, workshops, and papers highlighting climate variability and change research needs in the Pacific region, this paper presents a research strategy for increasing understanding of climate-society linkages in Pacific Island settings. The strategy provides a synopsis of emerging research goals and illustrative activities that users can rank according to their priorities. Grounded in the framework of the Pacific Climate Information System, the strategy is comprised of three key research elements: (1) research to enhance understanding of regional climate risks and consequences; (2) research to improve decision support and risk communication; and (3) research to improve climate adaptation capacity. We envision the strategy will contribute to enhanced understanding of scientific and societal knowledge of climate processes and their impacts and stakeholder capacity for building sustainable island communities for future generations.

86. Fiji: the flailing state

Abstract:
Fiji's President Ratu Josefa Iloilovatu Uluivuda announced on 10 April 2009 that he had abrogated Fiji's 1997 constitution, appointed himself head of state, revoked the appointment of all judicial officers and would direct an interim government to hold parliamentary elections by September 2014. The President's announcement followed a Court of Appeal judgement on 9 April which ruled that Commodore Voreqe Bainimarama's December 2006 coup was illegal and directed the President to appoint an independent third person to lead an interim government and call for fresh elections under the 1997 constitution. On 11 April, President Iloilo reappointed Bainimarama as interim Prime Minister, who subsequently imposed strict censorship on the media, deported Australian journalist Sean Dorney, arrested a number of opponents and removed the Reserve Bank Governor, Savenaca Narube.

87. The Microeconomic Determinants of Emigration and Return Migration and Return Migration of the Best and Brightest: Evidence from the Pacific

Abstract:
A unique survey which tracks worldwide the best and brightest academic performers from three Pacific countries is used to assess the extent of emigration and return migration among the very highly skilled, and to analyze, at the microeconomic level, the determinants of these migration choices. Although we estimate that the income gains from migration are very large, not everyone migrates and many return. Within this group of highly skilled individuals the emigration decision is found to be most strongly associated with preference variables such as risk aversion, patience, and choice of subjects in secondary school, and not strongly linked to either liquidity constraints or to the gain in income to be had from migrating. Likewise, the decision to return is strongly linked to family and lifestyle reasons, rather than to the income opportunities in different countries. Overall the data show a relatively limited role for income maximization in distinguishing migration propensities among the very highly skilled, and a need to pay more attention to other components of the utility maximization decision.

Abstract:
From its earliest days, the United States has been engaged in trade with East Asia. In February 1784, the Empress of China left New York harbor, sailing east to China, arriving at Macau on the China coast in August of that year. The ship returned to the United States the following May with a consignment of Chinese goods, which generated a profit of $30,000. In 1844, China granted the United States trading rights in the Treaty of Wanghia.

The Asia Pacific Economic Cooperation (APEC) forum comprises 21 developed and developing economies that surround the Pacific Rim. The organization was created in 1989 and holds annual Leaders' Meetings that bring together its heads of government. In this policy brief, I assess the record of the APEC over the 20 years of its existence and discuss the world environment in which APEC is likely to be operating in the next 20 years, with a particular focus on the major change in global institutional arrangements implied by the replacement of the Group of Seven/Eight (G-7/8) by the Group of Twenty (G-20) as the chief steering committee for the world economy and, within that group and other international economic organizations, the increasingly central role of an informal and de facto Group of Two (G-2) between China and the United States.
