Abstract:
It was as recently as 1994 that 800,000 Rwandans were systematically slaughtered and the world was reminded that genocide is still possible. July the following year it happened again, when more than 7,000 men were murdered in the Srebrenica massacre. Today, the killing continues in places like Darfur where the death toll now stands in the hundreds of thousands and the Democratic Republic of Congo where the toll stands in the millions. The crimes committed in these and the many other conflicts of recent decades – the mass killing of civilian populations, the rape of countless women and widespread use of torture – have shaken the conscience of the world.

122. Fiji: the flailing state

Abstract:
Fiji's President Ratu Josefa Iloilovatu Uluivuda announced on 10 April 2009 that he had abrogated Fiji's 1997 constitution, appointed himself head of state, revoked the appointment of all judicial officers and would direct an interim government to hold parliamentary elections by September 2014. The President's announcement followed a Court of Appeal judgement on 9 April which ruled that Commodore Voreqe Bainimarama's December 2006 coup was illegal and directed the President to appoint an independent third person to lead an interim government and call for fresh elections under the 1997 constitution. On 11 April, President Iloilo reappointed Bainimarama as interim Prime Minister, who subsequently imposed strict censorship on the media, deported Australian journalist Sean Dorney, arrested a number of opponents and removed the Reserve Bank Governor, Savenaca Narube.

123. The Microeconomic Determinants of Emigration and Return Migration and Return Migration of the Best and Brightest: Evidence from the Pacific

Abstract:
A unique survey which tracks worldwide the best and brightest academic performers from three Pacific countries is used to assess the extent of emigration and return migration among the very highly skilled, and to analyze, at the microeconomic level, the determinants of these migration choices. Although we estimate that the income gains from migration are very large, not everyone migrates and many return. Within this group of highly skilled individuals the emigration decision is found to be most strongly associated with preference variables such as risk aversion, patience, and choice of subjects in secondary school, and not strongly linked to either liquidity constraints or to the gain in income to be had from migrating. Likewise, the decision to return is strongly linked to family and lifestyle reasons, rather than to the income opportunities in different countries. Overall the data show a relatively limited role for income maximization in distinguishing migration propensities among the very highly skilled, and a need to pay more attention to other components of the utility maximization decision.

125. Principal-Agent Problems in Health Care: Evidence from Prescribing Patterns of Private Providers in Vietnam

Abstract:
The principal-agent problem in health care asserts that providers, being imperfect agents for patients, will act to maximize their profits at the expense of the patients' interests. This problem applies especially where professional regulations are lacking and incentives exist to directly link providers' actions to their profits, such as a fee-for-service payment system. The current analysis tests for the existence of the principal-agent problem in the private health market in Vietnam by examining the prescribing patterns of the private providers. We show that (1) private providers were able to induce demand by prescribing more drugs than public providers for a similar illness and patient profile; (2) private providers were significantly more likely to prescribe injection drugs to gain trust among the patients; and (3) patients' education as a source of information and empowerment has enabled them to mitigate the demand inducement by the providers. Our hypotheses were supported with evidence from Vietnam National Health Survey 2001 and 2002, the first and, so far, only comprehensive health survey in the country.

Abstract:
From its earliest days, the United States has been engaged in trade with East Asia. In February 1784, the Empress of China left New York harbor, sailing east to China, arriving at Macau on the China coast in August of that year. The ship returned to the United States the following May with a consignment of Chinese goods, which generated a profit of $30,000. In 1844, China granted the United States trading rights in the Treaty of Wanghia.

The Asia Pacific Economic Cooperation (APEC) forum comprises 21 developed and developing economies that surround the Pacific Rim. The organization was created in 1989 and holds annual Leaders' Meetings that bring together its heads of government. In this policy brief, I assess the record of the APEC over the 20 years of its existence and discuss the world environment in which APEC is likely to be operating in the next 20 years, with a particular focus on the major change in global institutional arrangements implied by the replacement of the Group of Seven/Eight (G-7/8) by the Group of Twenty (G-20) as the chief steering committee for the world economy and, within that group and other international economic organizations, the increasingly central role of an informal and de facto Group of Two (G-2) between China and the United States.

Even though Australia has experienced frequent and large commodity export price shocks like the Third World, it seems to have dealt with the volatility better. Why? This paper explores Australian terms of trade volatility since 1901. It identifies two major price shock episodes before the recent mining-led boom and bust. It assesses their relative magnitude, their de-industrialization and distributional impact, and policy responses. In what way has Australia been different from other commodity exporters experiencing volatile prices?

What is the problem? China lacks a coherent strategy for its aid program in the Pacific – beyond checking and reversing diplomatic recognition of Taiwan – and tends to pursue short-term objectives. China pledges aid in an erratic manner, funds projects without regard to recurring costs, and the secrecy surrounding its program obstructs development outcomes, and breeds suspicion. This short-termism has likely led China to miscalculate by over-engaging the dictatorship in Fiji. This approach is a legacy of its long-running battle with Taiwan.

Abstract:
What is the problem? United Nations Security Council Resolution 1874 of June 2009 puts extra sanctions on North Korea and encourages lawful interdictions. This adds credibility to the 95-member Proliferation Security Initiative (PSI), a US-initiated arrangement to promote interception of transfers of cargoes related to weapons of mass destruction (WMD). South Korea's recent decision to join PSI is another positive step.
