1. US Trends that matter for Europe

Abstract:
Our starting point was the observation that the international order, but also the political, social and economic order on a domestic level in the West are undergoing profound changes, some of which stem from the new social, political and economic situation in the United States. The world’s major power has become the epicentre of numerous transformations that have accelerated with the arrival of Donald Trump in the White House. The consolidation of a populist political narrative and the implementation of a series of highly disruptive policies in the international system are unequivocal signs of profound transformations rooted in changes that have been under way for years. At the Fundación Alternativas’s Observatory of Foreign Policy (OPEX) we set out to coordinate a Working Group commissioned with the task of analysing those transformations and trends in the United States, primarily from a European standpoint. Our goal was to explore the new social, political, technological, economic and cultural trends that are going to shape thought and debate in Europe and the rest of the world on numerous and very diverse topics – from the new geopolitics to social breakdown; from globalisation and the technological shift to transatlantic relations; the crisis of the traditional political parties; robotization and digitalisation; migration flows, climate change and renewable energies; fake news and new media. Lastly, we tried to begin reflection with regard to Spanish and European political and social agents, drawing a prospective map of important changes that all of these trends are causing on both sides of the Atlantic. The project included several work sessions at the Fundación Alternativas offices over the course of 2018. They were built around a short presentation, followed by a lively exchange of ideas. Numerous experts linked to the Fundación Alternativas, practitioners and guests from other prestigious Spanish and international institutions took part in the Working Group. To have them with us and Vicente Palacio US Trends That Matter For Europe January 2019 5 be able to broadcast the sessions live to a wide audience, we also made use of Skype and social media. The result, then, is a starting point rather than an end point: an initial cognitive map that will have to be continued and extended in the future. We have chosen to put into print and disseminate this material electronically thanks to the collaboration of the School of International Relations at the Instituto de Empresa (IE) and its Transatlantic Relations Initiative (TRI) led by Manuel Muñiz, Dean of IE School of Global and Public Affairs, to be more precise. Special thanks go to him and to Waya Quiviger, Executive Director of the TRI, for their collaboration in the completion of this project that we present jointly at the IE headquarters in Madrid.

2. Managing transatlantic (mis)trust: The Trump era in perspective

Abstract:
The transatlantic relationship is undergoing a period of turmoil. President Trump’s unorthodox policies have exacerbated historical sources of mistrust between the U.S. and its European allies. This working paper approaches the transatlantic bond from the perspective of asymmetric trust, a perennial factor in transatlantic security and defence affairs. For Europe, the U.S. remains the ultimate guarantor of security, rendering allies dependent upon Washington’s decisions and goodwill. From the American perspective, the European allies are not crucial in ensuring U.S. national security, but remain a pool of reliable partners, whom Washington can periodically draw upon to pursue its global ambitions. This paper evaluates how mistrust has featured within the asymmetric alliance setting, and places the current friction between the U.S. and Europe within this broader context. Acknowledging the sources of mistrust and managing mutual suspicions are crucial for the sustainability of the alliance in an increasingly competitive international arena.

3. Documents on Canadian Arctic Maritime Sovereignty

Abstract:
In September 1985, Secretary of State for External Affairs Joe Clark announced to the House of Commons the establishment of straight baselines around the Arctic Archipelago, defining those straits and passages within as historic internal waters of Canada and under full national sovereignty.1 “The policy of this government is to maintain the natural unity of the Canadian Arctic archipelago” Clark declared, “and to preserve Canada’s sovereignty over land, sea, and ice undiminished and undivided.” (Document 68). This was the first time Canada had delineated its Arctic maritime space, clearly defining in legislation those waters over which it had sovereignty. It was an important clarification, as Canada had claimed and exercised sovereignty for decades without ever stating with precision where that sovereignty began and ended. In the assertion of sovereignty, precision is important. As the American geographer Isaiah Bowman once said, a boundary line “has to be here, not hereabouts.” While this definition was an important clarification it did not fundamentally change the Canadian approach to its Arctic waters. In making this announcement Clark was not staking a claim, rather he was making official what Canada had long assumed and practiced. In so doing, he marked the culmination of decades of political and legal discussions, negotiations, and debate. It was the logical conclusion to a lengthy political and legal evolution, by which Canadian sovereignty came to be defined and asserted in the way that it ultimately was in 1986. This volume is a documentary history, charting the evolution of Canada’s Arctic maritime sovereignty through government memoranda, notes, communiqués, and other primary source material. In so doing, it offers as unfiltered a look as possible at the political thinking, legal analysis, and international discussions that defined Canadian Arctic policy during its formative period. The material included is necessarily limited and selective – drawn from tens of thousands of pages of archival documents on the subject. These documents were included for several reasons: some are important government studies which shaped policy making, some are records of discussions or communications which illuminate important decisions, while others were selected for the context they provide at key moments in Canadian policy making. The period covered in this compendium stretches from 1950 to 1988 and is, in some respects, artificial. Canadian policy makers certainly considered the question of Arctic maritime sovereignty in the years before 1950, but it was never a pressing consideration, nor was any real policy formed. To reproduce material from this period would also be redundant, duplicating as it inevitably would the thorough collection compiled by Janice Cavell in her 2016 Documents on Canadian External Relations volume on Arctic sovereignty and P. Whitney Lackenbauer and Peter Kikkert’s excellent volume in the DCASS series. This volume has also avoided reproducing material in Whitney lackenbauer and Peter Kikkert’s 2010 book The Canadian Forces a& Arctic Sovereignty, which examines armed forces documents on this subject. This volume ends in 1988, not because the Mulroney government’s declaration of straight baselines – and the Canada-US negotiations which followed – ended discussion on the matter but because, by that point, the internal Canadian debate over the precise nature and extent of Canada’s claim had been settled. Documents 69-74 extend this volume to 1988 to provide some insight into how Canada’s new policy was received both internally and internationally. From a logistical perspective, documentary material on this subject also becomes nearly impossible to secure after this date – even through the Access to Information Act, the vehicle by which the lion’s share of this collection was secured.5 The focus of this volume is on Canadian government material; however, certain key documents from the United States National Archives and Records Administration (College Park, MD) and the Foreign Relations of the United States6 series have also been included. This American material provides context to Canada’s decision making and offers researchers a glimpse at how crucial Canadian policy initiatives were received by the country’s most important partner – and sometimes opponent – in this field. Ultimately, the purpose of the Documents on Canadian Sovereignty and Security is to facilitate new research and new interpretations which can add to, improve, and challenge the existing literature. This collection should provide academics, students, and policy makers with the research foundation to launch new inquiries into the field. Undergraduate students can use this collection as a substitute for extensive primary research, while graduate students and scholars can employ it as a ready jumping off point to undertake more thorough archival work.

4. Managing Global Disorder: Prospects for Transatlantic Cooperation

Abstract:
Despite recent turbulence in the transatlantic relationship, the United States and the European Union share a common interest in managing emerging sources of global disorder. To explore prospects for and challenges to transatlantic cooperation, the Center for Preventive Action at the Council on Foreign Relations convened an international group of twenty-three experts at the Tufts University Center in Talloires, France, on July 12–13, 2018, for the workshop “Managing Global Disorder: Prospects for Transatlantic Cooperation.” The workshop is the third in a series of meetings supported by the Carnegie Corporation of New York. It is premised on the belief that the United States, China, the European Union, and Russia not only share a common interest in preventing the world from becoming more dangerous and disorderly, but also that the nature and scope of this task necessitates cooperation among them. Workshop participants discussed their perceptions of the growing sources of disorder in the world, examined areas of strategic cooperation, and explored where the United States and the European Union might work together to address a variety of regional concerns emanating from Africa, China, the Middle East, and Russia. While highlighting how the two can work together to address increasing political instability and violent conflict, participants also cited the importance of the transatlantic relationship in preventing or mitigating the demise of the liberal international order.

5. The Challenges of NATO Nuclear Policy: Alliance management under the Trump administration

In no aspect of NATO’s deterrence and defense posture is the challenge of Alliance management more demanding than in its nuclear dimension. This is especially the case at a time when Russia’s aggressive actions and threatening behavior have fundamentally changed the security environment in Europe, and President Donald Trump’s approach to NATO has presented challenges of its own. In this context, it is crucial that Allies understand the positions that they have agreed on in terms of arms control, disarmament and non-proliferation (ADN), as well as nuclear weapons policy, doctrine and posture. Considering the security benefits they receive in return for the United States’ extension of its nuclear deterrent to its NATO Allies, these states must also distinguish between the nuclear-related roles and responsibilities they are expected to take on and those with regard to which they have the option to ‘opt out’. For its part, the Trump Administration must appreciate that if all Allies are expected to close ranks behind the enhancements to NATO’s nuclear posture that are needed in order to respond to Russia’s threatening behavior, many will require an equally robust arms control, disarmament and non-proliferation posture as a quid pro quo.

The Summit on the Future of Europe is an initiative of Harvard University’s Minda de Gunzburg Center for European Studies (CES). Launched in 2014, this annual conference aims to convene eminent scholars and public leaders at Harvard in order to debate critical challenges facing Europe. The 2017 Summit took place at Harvard on November 6 and focused on “Europe and Transatlantic Relations in the Era of Populism.” It was a partnership of CES, the diaNEOsis Research and Policy Institute and the WZB Berlin Social Science Center.

7. Supporting Global Food Security in a Changing Climate Through Transatlantic Cooperation

Policy communities in the United States and Europe are increasingly identifying climate change, environmental deterioration, water management, and food security as key concerns for development and global governance. The interplay of these trends is visible in the upheavals across the Middle East, with food riots and water disputes illuminating the region’s food insecurity. In the five years before the uprising in Syria, for example, the country experienced one of the worst droughts on record, which decimated wheat production and wiped out livestock. In Yemen, tensions—and outright conflicts—over water rights and illegal wells underpin the ongoing insecurity and anti-government sentiment. There is little question that the effects of climate change will cause more extreme weather events and crop insecurity in the decades to come, and it is reasonable to expect that they will magnify such dangerous problems. A few years ago, the complex interplay of several factors—including droughts in major grain- and cereal-producing regions, increases in biofuel production that reduced grain supplies, and other long-term structural problems—triggered the 2007-2008 world food crisis. The disruptions that this crisis caused affected both developed and developing countries, creating political and economic instability around the world and contributing to social unrest. The crisis highlighted the critical importance of better understanding the interdependencies and cascading effects of decisions made throughout the global food system, as well as how climate change could exacerbate such challenges. The increasing urgency of food and climate security requires greater international cooperation and, more specifically, innovative and forward looking transatlantic policy responses to address these pressing issues. Over the past decade, the links between climate change, food security, and political instability have steadily risen on the global policy agenda, and both adelphi and the Center for American Progress have played a role in bringing attention to their importance. CAP has conducted significant research and analysis on the security effects of climate change, including its effect on human mobility, and has elevated these issues in Washington, D.C. For its part, adelphi has a long track record of raising climate security issues in Europe and in 2015 led an international consortium that prepared a report and knowledge platform for the Group of Seven, or G-7, nations on climate change’s effect on state fragility.

A century ago this autumn the first battle of the Marne ended Germany's attempt to crush France and its ally Britain quickly. In that one battle alone the French lost 80,000 dead and the Germans approximately the same. By comparison, 47,000 Americans died in the whole of the Vietnam War and 4,800 coalition troops in the invasion and occupation of Iraq. In August and September 1914 Europe, the most powerful and prosperous part of the world, had begun the process of destroying itself. A minor crisis in its troubled backyard of the Balkans had escalated with terrifying speed to create an all-out war between the powers. 1 'Again and ever I thank God for the Atlantic Ocean,' wrote Walter Page, the American ambassador in London; and in Washington his president, Woodrow Wilson, agreed.

The melting of ice in the Arctic has mobilised considerable analytical interest in the region. New resources such as minerals, fisheries, and oil and gas, as well as new sea lines of communication become available, promising to connect Asia and the Atlantic more intimately and efficiently. On this, there is widespread agreement. The implications are more difficult to gauge, though, as the underlying order is in flux. It is not clear what kind of era this opening of the Arctic is heralding.
