1. The Trade Effects of the Economic Partnership Agreements between the European Union and the African, Caribbean and Pacific Group of States: Early Empirical Insights from Panel Data

Abstract:
This study provides early ex-post empirical evidence on the effects of provisionally applied Economic Partnership Agreements (EPAs) on two-way trade flows between the European Union (EU) and the African, Caribbean and Pacific Group of States (ACP). Employing the gravity model of trade, we do not find a general EPA effect on total exports from ACP countries to the EU nor on total exports from the EU to ACP countries. We do, however, find heterogeneous effects when focusing on specific agreements and economic sectors. While the agreement between the EU and the Caribbean Forum (CARIFORUM), which concluded several years ahead of the other EPAs in 2008, if anything, reduced imports from the EU overall, the provisional application of the other EPAs seems to have at least partly led to increased imports from the EU to some partner countries. More specifically, the estimation results suggest an increase in the total imports from the EU only in the Southern Africa Development Community (SADC) EPA partner countries. On the sectoral level, by comparison, we find increases in the EU’s agricultural exports to SADC, Eastern and Southern Africa (ESA) and the Pacific. Lastly, in the area of manufactures trade, we find decreases of exports of the ESA and SADC countries to the EU, but increases in imports from the EU into SADC countries. While this early assessment of the EPA effects merits attention given the importance of monitoring future implications of these agreements, it is still too early for a final verdict on the EPAs’ effects and future research is needed to investigate the mid- and long-term consequences of these agreements.

Abstract:
Women make up more than 80 percent of North Korean migrants to South Korea. This paper provides a gendered analysis of their migration and offers recommendations to address the systematic oppression and abuse of North Korean migrant women and girls. Gendered human rights abuses and societal shifts in gender roles due to famine contributed to women leaving in record numbers. On the journey, often via China, women face human trafficking fueled by China’s skewed sex ratios, sexual violence, and the threat of extradition back to North Korea where defectors are imprisoned, tortured, or killed. Even those who successfully complete the journey suffer from post-traumatic stress disorder, discrimination, and difficulty adjusting into South Korean society. Interventions and policies must acknowledge the gendered dimension of migration to effectively address the harm North Korean women and girls experience.

3. A new Sino-Russian high-tech partnership

What’s the problem? Sino-Russian relations have been adapting to an era of great-power rivalry. This complex relationship, categorised as a ‘comprehensive strategic partnership of coordination for a new era’, has continued to evolve as global strategic competition has intensified.1 China and Russia have not only expanded military cooperation but are also undertaking more extensive technological cooperation, including in fifth-generation telecommunications, artificial intelligence (AI), biotechnology and the digital economy. When Russia and China commemorated the 70th anniversary of the establishment of diplomatic relations between Soviet Union and the People’s Republic of China in October 2019,2 the celebrations highlighted the history of this ‘friendship’ and a positive agenda for contemporary partnership that is pursuing bilateral security, ‘the spirit of innovation’, and ‘cooperation in all areas’.3 Such partnerships show that Beijing and Moscow recognise the potential synergies of joining forces in the development of these dual-use technologies, which possess clear military and commercial significance. This distinct deepening of China–Russia technological collaborations is also a response to increased pressures imposed by the US. Over the past couple of years, US policy has sought to limit Chinese and Russian engagements with the global technological ecosystem, including through sanctions and export controls. Under these geopolitical circumstances, the determination of Chinese and Russian leaders to develop indigenous replacements for foreign, particularly American technologies, from chips to operating systems, has provided further motivation for cooperation. These advances in authoritarian innovation should provoke concerns for democracies for reasons of security, human rights, and overall competitiveness. Notably, the Chinese and Russian governments are also cooperating on techniques for improved censorship and surveillance and increasingly coordinating on approaches to governance that justify and promote their preferred approach of cyber sovereignty and internet management, to other countries and through international standards and other institutions. Today’s trends in technological collaboration and competition also possess strategic and ideological implications for great-power rivalry. What’s the solution? This paper is intended to start an initial mapping and exploration of the expanding cooperative ecosystem involving Moscow and Beijing.4 It will be important to track the trajectory and assess the implications of these Sino-Russian technological collaborations, given the risks and threats that could result from those advances. In a world of globalised innovation, the diffusion of even the most sensitive and strategic technologies, particularly those that are dual-use in nature and driven by commercial developments, will remain inherently challenging to constrain but essential to understand and anticipate. To avoid strategic surprise, it’s important to assess and anticipate these technological advancements by potential adversaries. Like-minded democracies that are concerned about the capabilities of these authoritarian regimes should monitor and evaluate the potential implications of these continuing developments. The US and Australia, along with allies and partners, should monitor and mitigate tech transfer and collaborative research activities that can involve intellectual property (IP) theft and extra-legal activities, including through expanding information-sharing mechanisms. This collaboration should include coordinating on export controls, screening of investments, and restrictions against collaboration with military-linked or otherwise problematic institutions in China and Russia. It’s critical to continue to deepen cooperation and coordination on policy responses to the challenges and opportunities that emerging technologies present. For instance, improvements in sharing data among allies and partners within and beyond the Five Eyes nations could be conducive to advancing the future development of AI in a manner that’s consistent with our ethics and values. Today, like-minded democracies must recognise the threats from advances in and the diffusion of technologies that can be used to empower autocratic regimes. For that reason, it will be vital to mount a more unified response to promulgate norms for the use of next-generation technologies, particularly AI and biotech.

4. Strengthening US Relations with ASEAN: A Critical Element of the US Indo-Pacific Strategy

With a population of 650 million and an annual GDP of $2.8 trillion, ASEAN is a key component of the US Indo-Pacific Strategy. Two visitors to the East-West Center, Kavi Chongkittavorn and Anu Anwar, emphasized that the United States needs to take several steps to strengthen working relations with ASEAN. Priorities for the Trump administration include: Attend the annual ASEAN-sponsored East Asia Summit; Establish personal rapport with ASEAN leaders; Participate actively in all ASEAN-led mechanisms, including the ASEAN Regional Forum, the ASEAN Defense Ministerial Meeting Plus, and the Lower Mekong Initiative; Appoint an American envoy to ASEAN, a position that has been vacant for more than 30 months; Maintain the ASEAN-focused programs and activities initiated under previous US administrations; Expand educational, cultural, and youth programs; Strengthen the US-ASEAN security commitment, in particular maritime and cyber security.

Abstract:
Greater Australian engagement in the Pacific Islands region is needed if Canberra wants to ensure regional stability and underpin Australia’s national security. Inconsistent engagement by Australia, the United States, France and New Zealand in the Pacific Islands region has created space that non-traditional powers have exploited to engage with sovereign Pacific Island states. There is an increasing risk of geostrategic competition in the region, particularly with the growing influence of China and the economic leverage it holds over some indebted Pacific Island nations. The Australian Government should pursue a deliberate strategy of forging stronger links with its traditional partners in the region, and more equitable partnerships with its Pacific Island neighbours, if it is to underpin regional stability and strengthen Australia’s national security.

Abstract:
This article examines the relationship between post-conflict peace-building and state-building. In so doing, the article illustrates the process of the expansion and transformation of “world international society”. By comparing the process of the formation of sovereign states in modern Europe and state-building activities in post-conflict societies in the contemporary world, the article seeks to identify dilemmas of peace-building through state-building. First, it describes the dilemma at the level of overall international order concerning world international society and regional discrepancies of peace-building through state-building. Second, it also highlights the dilemma at the level of state-building policies concerning the concentration of power and the limitation of concentrated power. Third, it illustrates the dilemma concerning liberal peace-building and local ownership. Then, the article argues that post-conflict state-building needs to be understood in the context of the long-term state-building process.

7. Japan’s new assertiveness: institutional change and Japan’s securitization of China

In recent years, Japan's foreign policy elite has started to increasingly securitize China in their security discourse. The harsher tone from Tokyo is widely evaluated as a direct reaction to China’s own assertive behavior since 2009/2010. Yet, the change in the Japanese government’s rhetoric had started changing before 2010. In order to close this gap, the present article sheds light on an alternative causal variable that has been overlooked in the literature: a change in Japan’s security institutions, more specifically, the upgrade of the Defense Agency to the Ministry of Defense, in 2007. While utilizing discursive institutionalism and securitization-approaches, the present article demonstrates that a strong correlation indeed exists between the institutional shift and the change in Japan’s defense whitepapers in the 2007–10 period. It thus opens up a research avenue for the further scrutiny of the hitherto understudied but significant causal linkage in the study of contemporary Japanese security policy toward China

The Czech relations with the People’s Republic of China (PRC, hereinafter referred to as China) have again generated more interest than ties with other Asian nations in the Asia Pacific in 2017. A disagreement on the Czech-China agenda dominated the political and media debate, while more sophisticated discussions about the engagement with China were still missing. In contrast, the bilateral relations with the Republic of Korea (ROK) and Japan did not represent a polarising topic in the Czech public discourse and thus remained largely unpoliticised due to the lack of interest and indifference of the public regarding these relations. Otherwise, the Czech policies with other Asian states in selected regions revealed balanced attitudes with both proactive and reactive agendas in negotiating free trade agreements, or further promoting good relations and co-operation in trade, culture, health, environment, science, academia, tourism, human rights and/or defence.

Abstract:
A power transformation appears to be taking place in Asia, brought about by the rapid emergence of China and the relative decline of US influence. India has sought a way to cope with this new situation. India itself has been rising to prominence since the 1990s, particularly its nuclear weapon tests in 1998 onward. Since the start of the twenty-first century, India has been perceived as the next country to follow China in seeking a major power status. Although India has previously tended to conceal its power aspirations, in 2015 it declared its intention to be a leading power. This article elucidates this transformation through India's policy orientation on a local, regional, and global level and its key partnerships with Russia and Japan. India’s metamorphosis holds great implications for the transformation of power in Asia.

Abstract:
A decade ago in 2007 we published a forum in International Relations of the Asia-Pacific (IRAP) on ‘Why there is no non-Western IR theory?’. Now we revisit this project ten years on, and assess the current state of play. What we do in this article is first, to survey and assess the relevant literature that has come out since then; second, to set out four ways in which our own understanding of this issue has evolved since 2007; third to reflect on some ways in which Asian IR might contribute to the emergence of what we call ‘Global IR’; and fourth to look specifically at hierarchy as an issue on which East Asian IR scholars might have a comparative advantage. Our aim is to renew, and perhaps refocus, the challenge to Asian IR scholars, and our hope is that this will contribute to the building of Global IR.
