Abstract:
This paper analyzes the background of the South China Sea dispute and the extent to which the American rebalance has influenced China’s actions in the Sea. Following an assessment of the legal definitions found in the United Nations Convention on the Law of the Sea and a look at China’s military developments, the paper concludes with a discussion on how the rebalance has failed to prevent China from unilaterally changing the status quo in the South China Sea and looks at ways the rebalance can become more effective in the future.

Abstract:
The Fletcher Security Review: Managed and edited by students at the Fletcher School of Law and Diplomacy, we build on the Fletcher School’s strong traditions of combining scholarship with practice, fostering close interdisciplinary collaboration, and acting as a vehicle for groundbreaking discussion of international security. We believe that by leveraging these strengths – seeking input from established and up-and-coming scholars, practitioners, and analysts from around the world on topics deserving of greater attention – we can promote genuinely unique ways of looking at the future of security. Each issue of the Review is centered around a broad theme – in this issue, we tackle “Money & War.” Money influences every aspect of warfare, conventional or unconventional. No nationstate military, insurgent group, terrorist network, trans-national criminal organization, or hybrid actor can be understood, or countered, without knowing where the money is coming from – as well as where, and how, it gets spent. Evolutions and revolutions in financial tools and practices quickly translate to transformations in military affairs, and some cases, vice versa.

Abstract:
The U.S. Strategic Rebalance to Asia – also known as the “Asia Pivot” – has been a cornerstone of the Obama administration’s foreign policy since 2011. Hillary Clinton offered a detailed explaination of the concept in a 2011 Foreign Policy article.[1] The basic idea behind the Rebalance is that many U.S. core economic and security interests are increasingly centered in the Asia-Pacific region, so the United States needs to allocate more diplomatic, economic, military, and other assets towards the region. The Strategic Rebalance would do just that. The Defence Strategic Guidance relaeased by the Defence Department in January 2012 made supporting the rebalance a key Pentagon objective. The Obama Administration accordingly plans to increase the percentage of naval assets in the Pacific to 60 percent by 2020[2] in addition to stationing 2,500 Marines in Darwin, Australia, and 4 littoral combat ships in Singapore.[3][4] Given the region’s economic importance, this makes sense. The Asia-Pacific region accounted for 40 percent of global economic growth in 2013. In 2012, the U.S. exports to the region totaled $555 billion, which supported 2.8 million U.S. jobs.[5]

Abstract:
The article attempts to bring forward a framework analysis which elaborates on America’s shifting foreign and defence policy priorities from the Middle East region to the Asia-Pacific. Pulling of resources for sustaining a US rebalancing strategy to Asia is inextricably linked to successfully coordinate a set of alliances in a far from straightforward regional security environment. In an effort to achieve a functional balance of power in the Greater Middle East, Washington’s game-changing for managing regional rivalries and the spillover effects of the Syrian civil war, indicate a necessity for reassessing Middle East’s security system by approaching two non-Arab Muslim countries; Shiite Iran and Sunni Turkey. To avoid Iraq’s disintegration and above all to preserve a regional balance of power, America’s strategy involves engaging Iran in a constructive process of rapprochement with the US, while empowering Turkey to counterbalance its growing leverage in the region.

Abstract:
The Asia-Pacific region proved to be one of the top priorities of U.S. foreign policy during President Obama’s first term. The East China Sea and South China Sea territorial disputes; Kim Jong-un’s succession to the North Korean leadership and subsequent provocations; and China’s rapid military modernization over the last two decades were and continue to be among some of the top security issues for the Obama Administration. This paper outlines Obama’s Asia policy in the first term and assesses the trajectory of the U.S. “rebalance” strategy in the second term, taking into account the numerous personnel changes in Obama’s senior-level foreign policy team.

Abstract:
At the November APEC summit, having cleared the way with President Obama, Stephen Harper publicly announced Canada’s formal interest in joining the TransPacific Partnership (TPP) trade talks. The US and others, while “welcoming” Canada’s interest, reiterated the high bar that new entrants (Mexico and Japan as well as Canada) will have to meet. The promise of the TPP is that it could form the basis for a much wider Free Trade Area of the Asia Pacific (FTAAP), including China. Canada could have much more easily joined the TPP had it expressed interest back in 2008 when the door was open to expansion. At that time, Asia-Pacific was not on the radar in Ottawa, even for China which has now become a key country of interest for Mr. Harper. Canada has an Asia Pacific legacy that it has squandered through neglect. From the 1960s through early establishment of diplomatic relations with China in 1970, and beyond into the 1980s, Canada was considered, and acted like, a leader in the region. That interest seemed to peak, and then wane, after the 1997 Vancouver APEC summit. At the same time, the face of Canada was changing rapidly with a strong and steady influx of Asian immigrants. These cultural and ethnic ties have underpinned a new interest in doing business with Asia, but Canada has been slow off the mark. While we have negotiated free trade agreements with 9 countries in the past six years, not a single one has been in Asia. Meanwhile, Asia is rapidly integrating and establishing new architecture, from which Canada, alone among major Asia Pacific countries, is absent. The US is reaffirming its ties with Asia through security and trade ties. Australia is doing the same. Canada is endowed with the physical and human resources that should allow us to take full advantage of our place in the region. We can reestablish our credentials through a sustained leadership and a long-term strategy. There are signs that this may be happening. The time to do it is now.

Abstract:
Prime Minister Kan Naoto opened the quarter with a speech promising a government that would deliver on domestic and foreign policy, but public opinion polls indicated he was failing on both fronts, damaging his own approval rating and that of the ruling Democratic Party of Japan (DPJ). The US and Japanese governments continued a pattern of coordination at senior levels and North Korea‟s bombardment of Yeonpyeong Island on Nov. 23 furthered trilateral diplomacy with South Korea and exchanges among the three militaries. President Obama met with Kan on the margins of the Asia-Pacific Economic Cooperation (APEC) Leader‟s Meeting in Yokohama to take stock of the relationship, though a once-anticipated joint declaration on the alliance did not materialize and the optics of the meeting appeared designed to lower expectations as the Futenma relocation issue remained unresolved. A bilateral public opinion survey on US-Japan relations released at the end of the quarter captured the current dynamic accurately with Futenma contributing to less sanguine views but convergence in threat perception and an appreciation for the role of the alliance in maintaining regional security as encouraging signs for the future.

Abstract:
Policy toward North Korea is an important component of Russia's general strategy toward the Asia-Pacific region, which is now regarded by Moscow as a crucially import ant area. This growing emphasis on Asia is evidenced by President Vladimir Putin's increased participation in APEC summits including the November 2005 meeting in Pusan, South Korea, and Russia's development of a dialogue partnership with the Association of Southeast Asian Nations (ASEAN). During the first Russia-ASEAN summit, held in Malaysia just before the East Asian Summit in December 2005, President Putin gave a speech to the participants of the nascent East Asian Community (EAC), a new multidimensional integration association in the region.
