21. Climate Change in Guam: Indicators and Considerations for Key Sectors

Abstract:
Hotter weather, risks to freshwater supplies, coral reef death, and stronger typhoons are among the major challenges detailed in a new report on climate change in Guam. Threatened resources include high-value coastal infrastructure and the millions of dollars that ocean ecosystems add to Guam’s economy annually, according to the report by the Pacific Islands Regional Climate Assessment (PIRCA), a consortium of several government, NGO, and research entities. Climate Change in Guam: Indicators and Considerations for Key Sectors is one in a series of new PIRCA reports aimed at assessing the state of knowledge about climate change indicators, impacts, and adaptive capacity of the US-Affiliated Pacific Islands and the Hawaiian archipelago. Authors from the University of Guam and the East-West Center—along with more than 30 technical contributors from local governments, NGOs, researchers, and community groups—collaboratively developed the Guam PIRCA report. Key climate change issues affecting Guam include threats to human health, risks to freshwater resources, increasing wildfire, and the potential for damage to infrastructure caused by future sea level rise and stronger typhoons. Climate change is expected to disrupt many aspects of life in Guam. Those who are already vulnerable are harmed more than others by extreme weather and climate shifts. Climate Change in Guam: Indicators and Considerations for Key Sectors provides guidance for decision-makers seeking to better understand how climate variability and change impact Guam and its communities. This assessment also identifies needs for additional information and research, which if met could support responses that enhance resilience and help Guam to withstand the changes to come.

Abstract:
Of all the earth's environments, alpine regions are arguably the most vulnerable to climate change. This is especially true for alpine areas on islands. In both Hawai'i and New Zealand, about 11 percent of the land area is above the tree line, the definition of an alpine environment. In addition to climate change, these island ecosystems are particularly vulnerable to damage from human activity and the invasion of alien species.

Abstract:
Beyond the palm trees and crystal-blue waters of a South Pacific paradise lies an ecosystem on the brink of collapse. But for native Samoans like myself, this is hardly a surprise. Subtle changes to the local environment have been appearing for decades now. First, the Samoan community noticed differences in the soil quality (making it harder to grow crops), the fresh water supply, local fisheries, and eventually even personal safety, with natural disasters becoming ever more frequent and far more fatal. Agriculture and tourism are the two largest industries, and fears of an impending climate crisis could threaten the backbone of our economy, denying future generations much needed growth and development. Climate justice—like its sister, social justice—is underpinned by the idea that the poorest of the poor, and the most remote, are the first to lose. In the Pacific, these communities are predominantly indigenous.

Abstract:
This case study takes a retrospective look at the 2010-11 Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG-ECHO) Small-Scale Disaster Project in La Paz and the context within which it took place. Our research found that absorptive, adaptive, and transformative capacities can be fostered by iterative development processes. It also demonstrated that disaster risk reduction and climate change adaptation are strongly tied to resilient, sustainable, long-term development. Resilience, however, is not an a priori conceptual framework of development programming; rather it is a life process engendered within specific communities. Consequently, development practitioners must construct programs based on rigorous, ethical, and sound research integrating scientific with local and ancestral knowledge. This is the only approach that can generate environmentally healthy and productive, sustainable, and equitable life systems. This report is part of a series that seeks to draw lessons from resilience projects in Latin America and the Pacific.

MCU Press (MCUP) proudly offers readers this special issue of MCU Journal (MCUJ) that focuses on the past, present, and future impact of climate change and policy. While it is not our intent to take a political or philosophical stance on the issue, we do intend to use this medium to inspire discussion on how U.S. agencies and Service branches address the subject based on operational demands, political pressure, and public opinion. Readers might wonder how this global topic impacts the U.S. Marine Corps; however, the two are not such disparate concepts, particularly when we consider the connection between climate change impacts and humanitarian aid and disaster relief operations the Corps has supported as early as 1895. This special issue of the journal also represents the strategic direction of the new editorial board and MCUP staff who intend to address topics of value to the Marine Corps, Marine Corps University, and the larger Department of Defense community. Our priority, in addition to timely and relevant content, is to engage civilian scholars and analysts, such as J. Brooks Flippen at Southeastern Oklahoma State University; Michael Reis at History Associates Inc.; our partners at CNA, Ralph Espach, David Zvijac, Ronaldo Filadelfo, Catherine Schkoda, Shawna Cuan, and E. D. McGrady; and professional military education instructors, such as Edward Erickson at MCU and Rebecca Pincus at the U.S. Coast Guard Academy. Future issues of MCUJ also will include articles written by military personnel who understand the value of their perspectives and the importance of that knowledge not being lost once a deployment or active duty ends. 26. Paving the Way for Investment in Geothermal Power Deployment in Developing Countries

Abstract:
Geothermal power represents a unique source of electricity, for instance due to its low-carbon and base-load character. Some developing countries have a great potential for deploying geothermal power and, thus, for providing climate-friendly electricity to their economies and people. However, in order to reap the benefits of geothermal power substantial barriers must be overcome. By having screened the relevant literature, important hurdles to geothermal power deployment were defined: financing barriers, institutional barriers and uncertainty, lack of human resources, information barriers and social opposition. Through desk research carried out for Indonesia and Kenya, both of which are frontrunners in terms of installed geothermal power capacity, this study identifies options that contribute to overcoming aforementioned barriers. Hence, it offers recommendations primarily to developing countries in order to realize geothermal power production and, thus, to contribute to climate change mitigation.

Abstract:
A drought is moving through the Pacific Islands, brought by one of the strongest El Niño events since record keeping began 60 years ago. It started in the southwest Pacific, where it has brought famine to Papua New Guinea and Vanuatu. It is expected to reach the South Pacific, tropical West Pacific, and Hawaiian Islands between December 2015 and May 2016, potentially affecting 4.7 million people. While the effect of El Niño in the Pacific Islands receives little global attention, it has already proved severe, particularly among vulnerable island populations. Prolonged drought can compromise not only freshwater supplies and food security, but can also have cascading impacts on public health, economies, food distribution, and even trigger civil unrest. Past experiences with regional drought, current actions being taken, and the most current predictions for El Niño’s anticipated effects on the Pacific Islands, suggest strategies that governments and aid groups can take to prepare for this powerful climate event.

Abstract:
From 2006 to 2011, the Asia-Pacific Partnership on Clean Development and Climate (APP) provided a non-legally binding framework based on a public–private partnership to support projects towards clean development and climate objectives in seven countries in the region. Three of the eight sectoral APP task forces (on power generation and transmission, cement and steel) are to continue their activities under the Global Superior Energy Performance partnership (GSEP), with a stronger focus on energy efficiency and environmental performance, and participation expanded to the global scale. This decision was based on the official view that the APP activities were successful and could lead to other successes in similar initiatives with similar working formats.

Abstract:
As part of its movement toward 'normal country' status, Japan has begun to engage in a policy of alliance/alignment restructuring and diversification. This is a twin-track policy – the reconfiguration of existing allied relationships and the creation of new cooperative bilateral links. In recent years, Tokyo has deepened its ties with the United States and Australia on the one hand, while cultivating new partners such as India, as well as several Southeast Asian states. This article examines the nature and dynamics of two of the most important new strategic partnerships: India and Australia. Through a comparative analysis, it seeks to account for their formation, structure, and prospects using a specifically designed model of 'strategic partnership' drawn from Organizational Theories literature. It concludes that these strategic partnerships represent a major platform of a more robust and comprehensive security policy on the part of Japan, forged in response to a shifting international environment in the Asia-Pacific region.

This paper seeks to explore and assess the implications of climate insecurities for the armed forces of the Asia-Pacific region, and in particular Southeast Asia. It identifies key issues and trends related to climate insecurities – in the areas of mass migration, diseases, natural disasters and the scarcity of water, food and other resources. It then details the implications for armed forces in the region with reference to the strategic, institutional and operational realms, and contends that climate change will become both a burden multiplier and a threat multiplier in the decades to come.
