1. Catching Up: China’s Developing Military Power

Abstract:
For decades, China has engaged in a fervent game of “catch-up” with U.S. military capabilities. This effort, which has ballooned China’s defense spending to 620 percent of its 1990 level, is beginning to bear real fruit. While still far from achieving military parity, China’s military technology and doctrine are quickly coalescing into a coherent form of warfare, tailored to overpowering the U.S. military in a short, sharp conflict in the Eastern Pacific. This strategy of “informationized” warfare focuses first on eroding U.S. situational awareness, communications, and precision targeting capabilities.

2. Estimating the Arms Sales of Chinese Companies

Abstract:
Quantitative research on the finances of the Chinese arms industry has been limited by the scarcity of available data. A scoping study to estimate the financial value of the arms sales of companies in the Chinese arms industry—using a new methodology—found information on four companies: the Aviation Industry Corporation of China (AVIC), the China Electronics Technology Group Corporation (CETC), the China South Industries Group Corporation (CSGC) and the China North Industries Group Corporation (NORINCO). These four companies cover three main sectors of conventional arms production: aircraft, electronics and land systems. The estimates suggest that China is the second-largest arms producer in the world, behind the United States and ahead of Russia. All four of the profiled companies would be ranked among the 20 largest arms-producing and military services companies globally in 2017, with three—AVIC, NORINCO and CETC—in the top 10. The new methodology improves the understanding of the structure, size and evolution of the global arms industry.

3. The Arms Trade Treaty (ATT) and Asia’s major power defiance

Abstract:
Despite worldwide support of 130 states, the Arms Trade Treaty (ATT) has failed to attract membership from countries in Asia, one of the largest arms importing regions. One set of explanations for this reluctance to join an international regime of conventional arms trade regulation is related to the fear of restrictions on the imports of weapons seen as necessary in a context of protracted conflicts and rising tensions among key states in Asia. Another argument is the interpretation of the ATT as not directly prohibiting arms transfers to non-state actors, such as terrorist groups. Another reason is the efforts of some Asian states to develop their own arms industry and exports to reduce dependency on external suppliers and project influence in the region. One of the main criticisms from the Asian states about the ATT relates to the criteria of export risk assessment (Article 7), which, in their view, gives undue advantages to exporting countries. It would be desirable to promote some dialogue between State Parties and Asian non-parties and signatories to assess the benefits from and the difficulties in implementing the Treaty and address the objections of nonparties. Amending the Treaty will be easier if Asian countries accede to it.

4. Hypothesizing Kim Jong-un: A Framework for Analyzing North Korean Behavior

Abstract:
A coherent North Korea strategy must proceed from a theory of North Korean politics, strategy, and decision-making. Structured analytic techniques, particularly the analysis of competing hypotheses (ACH), are instrumental in developing a theory and strategy. North Korea’s nuclear and missile programs serve a blend of internal and external purposes. A successful strategy that renders North Korean denuclearization must account for both types of purposes, determining which of the two are predominant. Applying ACH can assist in making such an assessment, setting a level of confidence, designing a strategy, and determining measures to assess the analytic foundation of the strategy and the measures used in executing the strategy. This paper tees up four potential hypotheses intended to explore North Korean intentions and assist in developing strategy. However, the intention of the paper is not primarily to make a case for a given hypothesis, but rather to explore the method in the hope that others may find the method useful and apply it to the important undertaking of North Korean denuclearization.

Technology often seduces potential adversaries through a promise of relief from security threats only to deceive through the inevitable action-reaction cycle. In the universe of security, technology is contestable both by technology itself and by doctrinal prescriptions and operational countermeasures. The advantage provided by new technology is mostly ephemeral in that provides the momentum for an endless cycle that is best described as chasing one’s own tail. Only political intervention through mutual understanding, doctrinal prudence, and regulating the search for operational supremacy holds potential to escape the stranglehold of the action-reaction cycle. The elusive search for Ballistic Missile Defense (BMD) is a prime example. This paper seeks to interrogate the role of the technology-security dynamics in the context of the Sino-Indian nuclear weapon relationship. ​ The context of the Sino-Indian nuclear weapon relationship is clouded by the enhancing reach of India’s missiles[1], the evolving Chinese reaction to U.S. nuclear modernization accompanied by a shift in nuclear posture, and a shared belief in the role of nuclear weapons that is signified by No First Use (NFU) doctrine. The latter point represents political intervention while the two former signify the action-reaction cycle which is primarily a product of technology. However, both China and India must contend with nuclear powers that espouse First Use. China in dealing with the United States and Russia who are quantitatively superior nuclear powers, while India deals with Pakistan whose claims of quantitative superiority are contested. ​ In technological terms, the rise of China and the U.S. reaction resulting in contemporary geopolitical flux at the global level has impacted the evolution of China’s nuclear arsenal. The most prominent illustration of this is China’s reaction to the United States’ withdrawal from the Ballistic Missile Defense Treaty. Earlier China had eschewed development of BMD, but the United States’ quest to create BMD has caused China to attempt to develop its own BMD system as well as systems that can overcome BMD like multiple independently targetable reentry vehicles (MIRVs) and Hyper Glide Vehicles (HGVs). This eleventh IFPA National Security Update examines hypersonic weapons; their unique capabilities and characteristics; their military and strategic implications; U.S., Chinese, and Russian efforts to develop hypersonic weapons; technical challenges; and the urgent need to develop missile defenses to counter the threat posed to the United States by hypersonic weapons. Previous National Security Updates have examined topics including U.S. missile defense priorities, nuclear modernization issues, U.S. options to counter the electromagnetic pulse (EMP) threat, the status of the U.S. Space Force, China’s actions in the South China Sea and U.S. options, and the military applications of artificial intelligence. In early 2017, the Institute for Foreign Policy Analysis initiated an online series entitled National Security Update. Its purpose is to examine key foreign policy/defense issues and to set forth policy options. These updates are made available to the broad policy community within and outside government, including key policy makers in Washington, D.C.; members of Congress and their staffs; academic specialists; and other members of the private-sector security community. Future National Security Updates will address a range of topics in an effort to provide timely analyses and policy options.

Abstract:
China’s national strategy of military-civil fusion (军民融合, junmin ronghe) has highlighted biology as a priority. [1] It is hardly surprising that the People’s Republic of China (PRC) is looking to leverage synergies among defense, scientific, and commercial developments in biological interdisciplinary (生物交叉, shengwu jiaocha) technologies. Chinese military scientists and strategists have consistently emphasized that biotechnology could become a “new strategic commanding heights of the future Revolution in Military Affairs” (军事革命, junshi geming) (PLA Daily, October 2015). Certainly, the PRC is not alone in recognizing the potential of biotechnology on the future battlefield, but the ways in which Chinese research is seeking to integrate developments among industry, academic institutions, and military-oriented programs—including through research collaborations and the procurement of dual-purpose commercial technologies—may prove striking. In particular, China is at the forefront of today’s breakthroughs in CRISPR-Cas, a new technique for gene editing that has demonstrated unique potential and precision despite its current limitations.

8. Arms Flows to South East Asia

The security environment of South East Asia is making more and more headlines and is increasing cause for concern. While old tensions and conflicts remain, China’s rise as a military power and its claims on the South China Sea not only add a new element of insecurity but also draw other powers into the mix. As this paper documents, states in South East Asia have significantly increased their military spending, their arms acquisitions and their arms inventories over the past decade. This growth has outpaced the global trend and the trends of most other regions. While the growth of military capabilities is not an uncontrollable arms race, there is cause for real concern. The increased size and capabilities of most armed forces in South East Asia—coupled with increased tensions in the region, especially over the South China Sea—lead to more military forces operating in close proximity to ‘unfriendly’ forces. Mechanisms and agreed rules to deal with the overall tensions or with unexpected confrontations of opposing military forces are lacking, which does not make it easy to prevent incidents from escalating. Furthermore, weak transparency in foreign and defence policy poses a risk of misunderstandings about why South East Asian states acquire weapons, what their ‘red lines’ are and what the response to crossing those lines would be.

9. The Expanding China-Russia Defense Partnership

Russia and China’s relationship is increasingly strengthened by arms sales, joint military exercises, and mutual diplomatic support. With growing frequency, the two countries hare expressing joint concern towards “threatening” U.S. military capabilities and security policies. China’s growing ability to deny foreign navies access to waters and airspace is connected to the sophisticated defense platforms provided by Russia. Vladimir Putin and Xi Jinping are seeking a closer defense partnership, which could take the form of integrated military operations, collaboration on battlefield technology, or a joint missile defense system. Through joint military exercises, China is learning from Russia’s military experience in Crimea, gaining operational knowledge on expeditionary logistics and how to protect military bases in foreign countries. In 2021, the Sino-Russian Treaty of Friendship expires. Its renewal could introduce new dynamics to the China-Russian relationship, and the possible inclusion of collective defense provisions like those between the U.S. and Japan.

Abstract:
Japan is often seen as pacifist and as a defender of nuclear disarmament. This article, though, sustains that Japan is basing its security on extended nuclear deterrence, and on the possibility of acquiring nuclear weapons. In the first part of the article, the role of extended deterrence in the relationship with the U.S. is analyzed, and in the second, the history of the Japanese nuclear option since the end of the Second World War is reassessed.
