21. South Korea’s Role in the UN Human Rights Council

Abstract:
South Korea has been board member of the UN Commission on Human Rights and member of the UN Human Rights Council serving as Chairman of the latter in 2016. Both organizations have been characterized by politicization, which undermines their work. However, no such example was found related to their work on human rights in North Korea. Although South Korea’s position on North Korean human rights issues had been inconsistent previously, Seoul has consistently supported UN resolutions since 2008. North Korea has rejected criticism from the UN of its human rights record. Work by the UN and South Korea on the North Korean human rights issue has failed to improve the situation. Regardless, these efforts have increased global awareness of North Korea rights violations and exerted some pressure on Pyongyang to address the situation. South Korea strengthened its commitment in this area when the National Assembly enacted the North Korean Human Rights Act in 2016. Realists’ and liberals’ views of international cooperation form the theoretical framework of the study.

22. Orienting ASEAN Towards Its People: Enabling Engagement with Local NGOs

Abstract:
Non-governmental organisations (NGOs), civil-society organisations and grassroots groups are a growing phenomenon across Southeast Asia. Many of these organisations fill in gaps and provide services that are not otherwise met by local authorities and governments; others purport to be the voice of the marginalised, disempowered or discriminated. There is a broad spectrum of these organisations present in Southeast Asia – from the home-grown entity that scavenges funds from myriad sources and volunteers; to large, international establishments with substantial regular funding, full-time staff and transnational networks and influence. ASEAN’s history in dealing with NGOs is chequered. Most affiliated organisations are government-owned or government-influenced organisations (GONGOs) who support ASEAN’s goals and legitimise its policies. This paper proposes that ASEAN should be more supportive of local ground-up organisations so that the regional body can act upon its goal of nurturing caring, equitable and inclusive communities with an empowered civil society, as well as fulfil its commitment to achieving the UN’s Sustainable Development Goals. An NGO Matrix that can be used as a tool to plot organisation types could help identify groups that should get the most support. As a demonstrative example, the tool has been applied to several environmental organisations currently active in South Malaysia.

Abstract:
This paper analyzes the relationship between the Japanese Self-Defense Forces and the United Nations, through the participation of the first institution in peacekeeping operations led by the second. Thereafter, the effects of this interaction for Japanese national security are observed, in view of a possible remilitarization of the country and the maintenance of a good image of the Japanese state in the international arena.

Abstract:
This paper presents an overview of the current state of global environmental governance with an eye toward highlighting the challenges that are presented by the scale and speed of environmental change that we are now witnessing. The scale of anthropogenic environmental change has led to what many now dub the Anthropocene - reflecting that humanity is changing our natural planetary systems in ways that have fundamental implications on a geologic scale. It also harkens in an era when humanity will be called on to consciously manage on a planetary level massive environmental change and the economic and social impacts that arise from this change.

Abstract:
Turkey undertakes an important role in responding to the Syrian humanitarian crisis by hosting the largest number of refugee population around the world through opening its borders to Syrian refugees subsequent to the conflict in Syria after 2011. Turkey has been managing the refugee phenomenon at the beginning with a discourse of 'guest'. The temporary protection regime for Syrian refugees in Turkey ratified in October 2014 on the one hand, and the discourse of 'guest' on the other, constitute significant basis to the sociological aspect of the matter at hand. By nature, the terms 'host' and 'guest' imply an element of temporariness. Against this backdrop, there is a pressing need to focus on the fact that over 2.5 million refugees settled in the urban areas will not be returning shortly to their country of origin even if the war is over now. This study, based on gendered perspective, aims to explore the factors determining the perception of the insider for the outsider and vice versa within the scope of Simmel's 'stranger' typology. Following Simmel's definition of the stranger, in this article I consider Syrian refugees as people who comes today and stays tomorrow. The methodology of this study is based on in-depth interviews with refugee women from Syria and native women in Turkey as well as focus group meetings in Hatay and Gaziantep provinces, conducted in the framework of my PhD thesis.

Abstract:
Host societies typically draw boundaries towards immigrants on the basis of specific axes of diversity that are important to their self-understanding. This article analyzes Turkey's self-definition and resulting treatment of immigrants in the context of the current refugee influx by evaluating choices and justifications of political decision-makers. It argues that the highlighting of religious brotherhood towards Syrian refugees and the use of religious arguments to justify hospitality point to a recurrence of religion as key variable of identification in Turkish society and provides evidence for a neo-Ottoman turn. Also, it suggests that Syrian refugees in Turkey are mainly treated as temporary guests who are tolerated, rather than seen as permanent members of society. therebye, Turkey highlights a boundary towards outsiders and protects a homogenous core, thus employing aspects of an assimilationist mode of immigrant incorporation. Overall, this research outlines how the underlying self-image can find relevance in political decision-making such as the treatment of immigrants and thus sheds light on how boundaries and social categories are created and dissolved. Abstract:
China’s participation in UN Peacekeeping Operations (PKO) has received considerable media attention for the past several years as Beijing’s international profile has expanded. To be sure, of the five permanent members of the UN Security Council (UNSC), China contributes the largest number of military and civilian personnel to these missions. According to UN statistics as of August 31, 2016, China provides 2,436 troops, 30 military experts, and 173 police for a total of 2,639 personnel out of just over 100,000 uniformed and civilian personnel from all countries performing PKO duties. But this is not a new development and when the details below these surface numbers are examined, it becomes clear that, with the help of the foreign media, Beijing has garnered maximum political and propaganda value from a minimal investment in personnel and money.

28. North Korea: The Myth of Maxed-Out Sanctions

On December 19, 2014, President Obama publicly blamed North Korea for the cyberattack against Sony Pictures and for the subsequent cyberterrorism against the American people, and promised to "respond proportionally." Almost immediately thereafter, one could hear a familiar narrative repeated, typified by New York Times correspondent David Sanger, who wrote that "North Korea is under so many sanctions already that adding more seems futile." One could have heard similar arguments in 2006, after North Korea's first nuclear test, and in 2013, after its third nuclear test. A variation of this argument is that “Washington … can do little ... without the cooperation of China.” ​ For years, journalists have quoted “experts” who insisted that U.S. sanctions options against North Korea were exhausted and had failed as an instrument of policy. As a matter of both fact and law, however, that is false; it even suggests that these experts have not read and understood the sanctions authorities. Why does this view persist, then? Some scholars may accept and propagate it because they oppose sanctions as a matter of policy. Others have simply ceased to question a myth that has entered the received wisdom. A true understanding of the potential effectiveness of sanctions first requires an understanding of what these sanctions are, what they are not, and how they work. This article will first summarize the sanctions authorities – U.N. Security Council resolutions, and the U.S. sanctions that should be an important part of the effective enforcement of the measures that the U.N. Security Council has adopted. It will also explain the role of the Treasury Department in regulating the international financial system, and the power this gives the United States to isolate the North Korean government from that system. It will explain which U.S. and U.N. sanctions against North Korea have succeeded and failed, and why. Finally, it will explain what current U.S. national sanctions do, and what they do not do. Only after one understands how little the current sanctions do – and how much they could do – can one begin to understand how to strengthen them into an effective part of a coherent foreign policy... ​

Abstract:
As successive Turkish governments have attempted, AKP too is trying to solve the perennial Alevi problem as part of its broader agenda regarding the question of minorities. However, this paper argues that there are two fundamental obstacles facing Turkey's conservatives in reaching a meaningful solution. First, there is the ontological issue that AKP itself does not represent a radical break with the country's tumultuous past in terms of perception toward Alevis. Secondly, there is the ideological issue that the Sunni majority, who are at the core of AKP's concept of oppressed Muslims, are hardly sympathetic to Alevi rituals or omplaints. Decades long effects of Turkish-Islamic synthesis did not bode well for that effort also. So, any recognition of equal status on religious grounds for Alevis would create a backlash for the ruling party among its rural electorate.

Abstract:
The autocratic regime of President Ilham Aliyev in Azerbaijan has managed to steal the soul of Europe’s most important human rights institution, the Council of Europe. This article reveals Azerbaijan’s hidden agenda to neutralize the “naming and shaming” strategy of the international human-rights movement, build influence through “caviar diplomacy,” and unleash a wave of repression against human-rights defenders. For the Council of Europe, whose function is to defend the European Convention of Human Rights, to align itself with a regime jailing human-rights activists is unprecedented and deeply disturbing. As the space for human-rights organizations to operate is shrinking in many parts of the world today, the capture of the Council of Europe sends a warning to all supporters of human rights, and not only in Europe.
