Abstract:
Despite its growing status as a major economic and military power, China continues to be a strong supporter of UN peacekeeping operations. China is not only the second-largest financial contributor to UN peacekeeping (after the United States), it has roughly 2,500 personnel deployed in ongoing missions, including in active combat zones in Mali and South Sudan—far more than any other permanent member of the UN Security Council. This Special Report examines what China hopes to gain from its participation in UN peacekeeping, as well as the challenges it will face as its troops find themselves in more dangerous “peace enforcement” situations.

Abstract:
Chinese troops have been stationed in Mali for the last half-decade as part of the UN-mandated stabilization force. Deployed after rebel groups overran large portions northeastern Mali in 2013, it was just the second time Beijing had ever contributed combat troops to a UN peacekeeping mission. This Special Report examines how China is using its peacekeeping activities in Mali as an opportunity to train troops and test equipment in a hostile environment—and as a way of extending its diplomatic reach and soft power in Africa and beyond.

Abstract:
The international migrant crisis made headlines during summer 2015 and challenged the national asylum systems of many countries worldwide. Going beyond academic circles, hot debates on migrants and the role of asylum highlighted the gap and paradoxes that exist between claimed values of solidarity on the one hand, and the restrictive policies and regulations towards asylum seekers on the other hand. This paper documents this tension in oil and gas exporting states, particularly in the Gulf Cooperation Council (GCC) and the Central Asian Republics (CAR). It questions the claimed regional, ethnic and/or religious ties and the borders that have been closed to most asylum seekers from Syria and Afghanistan, who are presently living in poorer (oil and gas deprived) neighboring countries. This paper argues that in a time of low oil revenues and fiscal difficulties, rentier states give priority to the Raison d’Etat over any form of transnational solidarity and commitment to international human rights agreements and charters. New and creative institutional arrangements are needed to deal with the global refugee crisis, as traditional solidarities are, in both regions as well as in other rentier countries, victims of the modernization of politics and its uncaring redefinition of state interest in times of low oil revenues.

14. Australia and the Korean Crisis: Confronting the limits of influence

Abstract:
In this Centre of Gravity paper, Professors O’Neil, Taylor and Tow argued that the apparent optimism surrounding the upcoming ‘season of summitry’ on the Korean Peninsula should be tempered by the fact that there are potential risks attached to engaging the North Korean leadership without preconditions. They argue these include legitimising its weapons of mass destruction (WMD) programs, alliance decoupling, and a serious deterioration in Asia’s strategic climate if the Trump-Kim summit fails to deliver concrete results. Building on a series of important policy roundtables in Australia, along with decades of experience, these three senior figures argue that Australian policy makers should look to develop a more integrated national approach to the Korean Peninsula. Policymakers should anticipate and prepare for a full range of possible outcomes. A clear definition and articulation of Australia’s considerable national interests in Northeast Asia—independent from those of the US—should be derived. Initially, the Turnbull Government should begin a whole-of-government review, managed by the Department of Foreign Affairs and Trade. This process would identify and implement policy initiatives where Australia can pursue a distinctly national approach to safeguarding its long-term interests on the Korean Peninsula, including future bilateral relations with North Korea.

15. A United Nations with Chinese characteristics?

Abstract:
As China’s role as a major power in international affairs is growing, the Chinese government is becoming more active and more influential in the United Nations (UN). This is likely to have – or, in the eyes of some, already has – a significant impact on the UN’s (future) functioning. Growing Chinese influence is important for all UN members, and particularly so for Western countries, including the Netherlands, which strives to maintain and strengthen the international legal order as a principal foreign policy aim. This report by Maaike Okano-Heijmans and Frans-Paul van der Putten, with contributions from Etienne Béchard, Louise van Schaik and Vishwesh Sundar, aims to provide a better understanding of the process currently underway. It does so, first, by analysing how and in which direction China’s involvement in the UN is evolving. Next, the discussion turns to the question of how China’s growing involvement is relevant to the setting and the developing of norms and standards within the UN. Finally, the authors explore where European countries and China have common interests, and where their interests are conflicting through presenting three case studies in three thematic areas, namely human rights, development finance and climate change.

16. The United Nations Development Programme and the Two Koreas

This paper examines the United Nations Development Programme’s role in South and North Korea’s economic development. The UNDP is not only the UN’s lead agency for economic and social development, it is one of the few UN organizations to have worked with both countries in traditional bilateral arrangements, as well as a in multilateral initiative. Operating in South Korea from 1963 to 2009, the UNDP contributed to the nation’s economic development by complimenting the government’s policies. However, its role was minor compared to the government’s own actions. Nonetheless, South Korea has served on the UNDP board four times since its UN admission in 1991, raising the country’s diplomatic standing. After North Korea joined the UNDP in 1979, the organization’s work in the country focused on improving food production and supporting industrial development. These activities helped improve the economic crisis since the 1990s. In the 1990s, the UNDP provided humanitarian assistance and scholarships to develop human resources. Pyongyang officials restricted the UNDP’s work throughout the time it was active in North Korea. These violations led the UNDP to suspend operations in 2007. Since the early 1990s, the UNDP has supported the Tumen River Area Development Program, the only initiative that involved the two Koreas, as well as China, Russia and Mongolia. Although the UNDP facilitated initial contacts, it was unable to overcome longstanding animosities and disagreements. The successor Greater Tumen Initiative continues to languish.

17. The United Nations Command and the Sending States

Abstract:
The United Nations Command is the oldest and most distinguished of the four theater-level commands in the Republic of Korea. Authorized by the nascent United Nations Security Council, established by the United States Government, and initially commanded by General of the Army Douglas MacArthur, the United Nations Command had over 930,000 servicemen and women at the time the Armistice Agreement was signed. Sixteen UN member states sent combat forces and five provided humanitarian assistance to support the Republic of Korea in repelling North Korea’s attack. Over time, other commands and organizations assumed responsibilities from the United Nations Command, to include the defense of the Republic of Korea. The North Korean government has frequently demanded the command’s dissolution, and many within the United Nations question whether the command is a relic of the Cold War. This paper examines the United Nations Command, reviewing the establishment of the command and its subordinate organizations. The next section describes the changes that occurred as a result of the establishment of the Combined Forces Command in 1978, as well as the implications of removing South Korean troops from the United Nations Command’s operational control in 1994. The paper concludes with an overview of recent efforts to revitalize the United Nations Command, with a focus on the command’s relationship with the Sending States.

18. UN Humanitarian Actors and North Korea’s Prison Camps

Abstract:
When a typhoon struck North Korea’s northeast in September 2016, it flooded not only schools, health clinics, roads and agricultural lands, but also a reeducation through labor camp housing political prisoners. This presented a challenge to United Nations humanitarian agencies: should they overlook the plight of those in the flooded camp in the interests of working cooperatively with the government, or should they seek to gain entry to all disaster victims in line with the UN’s humanitarian principles? Their decision to ignore the imprisoned victims highlights the need for better integration of human rights concerns into humanitarian action through strengthened cooperation between human rights and humanitarian actors, backup from senior UN officials, and the application of the UN Human Rights Up Front approach to North Korea.

19. Implementing the Responsibility to Protect: Domestic Processes and Foreign Assistance

On 28–29 October 2016, the Department of International Relations at The Australian National University, along with the Asia Pacific Centre for the Responsibility to Protect at the University of Queensland, and with support from the Australian Department of Foreign Affairs and Trade, hosted the conference Implementing the Responsibility to Protect: Domestic Processes and Foreign Assistance. The conference was attended by academics, including leading experts in the field, and members and representatives of a wide range of government agencies, the diplomatic community, international organisations, and civil society organisations. Two distinguished keynotes were delivered by the Honorable Gareth Evans, ANU Chancellor and co-chair of the International Commission on Intervention and State Sovereignty (ICISS), and Ivan Šimonović, Special Adviser on the Responsibility to Protect to the UN Secretary-General (SASG). The purpose of the conference was to bring together policymakers, practitioners, and scholars working on areas related to the implementation of the Responsibility to Protect (R2P), primarily in the areas of state-level responsibility to prevent mass atrocities and protect civilian populations (what we call Pillar One of the R2P), and international assistance to states to fulfil this responsibility (Pillar Two). Recognising that the principle of R2P has gained significant traction within the international community since it was first introduced in the 2001 report The Responsibility to Protect, the conference sought to transcend longstanding debates over acceptance and legitimacy of R2P as a norm. Rather, it sought to clarify what the implementation of R2P entails for the policy and practitioner community, and to push forward new lines of academic inquiry and research that could support the implementation agenda. At its heart, R2P implementation is about strengthening the capacity of states to prevent atrocities from occurring in the first place. Prevention requires enhancing the resilience of societies that face the risk of atrocities through improved access to security, justice, and the rule of law. Effective mass atrocity prevention requires going local – understanding the dynamics of mass atrocities in their specific historical and social contexts; and going international – ensuring that international actors effectively align their priorities, strategies, and resourcing on atrocity prevention in ways that support local and national needs. This is an ambitious agenda, and experts from a range of fields were invited to address the practical implications of implementing R2P across numerous sites. The central themes included atrocity prevention, international accountability, human rights, international humanitarian law, justice for legacies of violence, foreign policy, development cooperation, peacekeeping, and civil–military assistance. The conference brought together different communities working on aspects that support the goals of R2P in order to enhance knowledge across thematic divides, and contributed to clarifying the practical implications that commitment to R2P implementation entails for these communities across the spectrum. This report contains the text of the keynote speeches, and condensed summaries of the panel discussions. These can be read together to provide a comprehensive synthesis of the debates occurring across the spectrum, or can be read as stand-alone sections for those with specific interest in a particular aspect of the R2P implementation.

he Australian Institute of International Affairs (AIIA) is pleased to present the second book in the Australian Ministers for Foreign Affairs series. In February 2013 the AIIA held a one-day forum to examine the achievements of Australia’s foreign ministers between 1960 and 1972. This forum and publication followed on from R.G Casey: Minister for External Affairs 1951-1960, and examined the next decade in Australian foreign policy. This newest volume brings together Australia’s most eminent academics and experts in international relations, former senior diplomats and government officials to explore the major issues that confronted the seven foreign ministers during the period of 1960-1972. The book has been edited by Melissa Conley Tyler, John Robbins and Adrian March.
