51. Beijing’s Appointment of Xia Baolong Signals a Harder Line on Hong Kong

Abstract:
Beijing has signaled a much tougher policy toward the Hong Kong Special Administrative Region (SAR) with the announcement on February 13 that Xia Baolong (夏宝龙), the Vice-Chairman of the Chinese People’s Political Consultative Conference (CPPCC), would take up a concurrent appointment as Director of the State Council’s Hong Kong and Macau Affairs Office (HKMAO). In the official pecking order of the People’s Republic of China (PRC), a CPPCC vice-chairman is reckoned as a “state leader”—and therefore, this move portends the raising of the status of the HKMAO and the overall importance of Hong Kong affairs in national policy. Also significant is the fact that from 2002 to 2007, when Chinese Communist Party (CCP) General Secretary Xi Jinping was party secretary of the coastal Zhejiang Province, Xia was deputy party secretary. The fact that Xia, who began his career in the Tianjian municipality, is an important Xi protégé is well-known among China analysts (Ming Pao [Hong Kong], February 14; HK01.com, February 13). The HKMAO is usually headed by a ministerial-level official. Zhang Xiaoming (张晓明), a veteran of the HKMAO whom Xia replaced, is a ministerial-level cadre. After being demoted, Zhang remains the Executive Vice-Director of the HKMAO with the title of minister. However, it seems clear that his job will be to execute policies as directed by Xia—and above Xia, Xi Jinping. With the appointment of a key associate as head of the HKMAO, Xi also indirectly takes over the position of the highest arbiter of Hong Kong and Macau affairs. This is despite the fact that according to division of labor, the Politburo Standing Committee (PBSC) member in charge of Hong Kong—the Head of the Central Coordination Group on Hong Kong and Macau Affairs (CCGHKMA)—is PBSC member and Vice-Premier Han Zheng (韩正). In the past few years, Han has focused on infrastructure programs such as the Belt and Road Initiative and the Greater Bay Area Project, leaving Hong Kong-related political issues to Xi as the “lifelong core” of the party (BBC Chinese Service, February 13; ITN.com [Taipei], December 3, 2019; PRC State Council, March 1, 2019).

Abstract:
On March 16, People’s Liberation Army (PLA) Air Force aircraft conducted a set of unusual nighttime sorties over the sea to the southwest of Taiwan. At least one KJ-500 airborne early warning and control (AEWC) aircraft and an undisclosed number of J-11 FLANKER-L jet fighters participated in the mission, and at one point crossed the median line of the Taiwan Strait, which prompted a scramble by Republic of China Air Force (ROCAF) F-16 fighters in response (Focus Taiwan, March 17; Taipei Times, March 18). Although the nature of the mission was unusual—this marked the first time that PLA aircraft flew in the vicinity of Taiwan at night—the incident was otherwise consistent with a pattern of increasingly provocative naval and military aviation operations conducted in the vicinity of Taiwan by PLA units in the first quarter of 2020. This uptick in tactical military activity has been accompanied by more assertive rhetoric from People’s Republic of China (PRC) media outlets and spokespersons since the landslide reelection of Taiwan President Tsai Ing-Wen (蔡英文) on January 11 (China Brief, January 17). These military operations (see further discussion below) have also taken place as PRC officials and citizens have scrambled to cope with the social, economic, and political impacts of the COVID-19 pandemic that first manifested in the central Chinese city of Wuhan in December (Jamestown, ongoing). This suggests that senior Chinese Communist Party (CCP) officials wish to project the message that the crisis has not inhibited the PLA’s capabilities to defeat Taiwan “separatism”—and may further wish to use such operations to assert an image of strength in the face of the internal crisis produced by the pandemic.

Abstract:
To understand the driving forces behind the present Turkish assault on the Kurds (and their Christian and Yazidi allies) in northeast Syria, it is necessary to delve into fundamental aspects of Turkey’s national identity, as well as the implications of the refugee crisis. It is also important to consider Erdogan’s political imperatives. This analysis is vital towards any effort to limit the scope of the invasion, and to an assessment of how the invasion affects the vital interests of Israel and other powers. Since the foundation of the Turkish Republic, the way in which the Turkish nation-state has been defined meant that Kurdish nationalism came to be seen as an adversary to its very existence. The Turkish identity provided no room for any form of Kurdish identity in the newly found republic, which has triggered numerous Kurdish uprisings against the Turkish state. Given the military superiority and the centralized decision making of the Kemalist state – as opposed to the weak and divided Kurds – the Turks were able, again and again, to crush these rebellions. Yet, the Kurdish revolts have affected the Turkish collective memory negatively. Over time, this triggered the emergence of what could be described as “Kurdophobia” as a central political element of the modern Turkish state tradition.

Abstract:
During two critical meetings, Prime Minister Abe’s visit to France in May 2019, followed by President Macron’s visit to Japan in June of the same year, several elements were highlighted that demonstrate a close convergence of analysis on the strategic situation in the Indo-Pacific region. This convergence paves the way for increased opportunities for cooperation. Internal evolutions on defense-related issues in Japan since 2012 have made this type of cooperation more accessible. On the French side, a more assertive ambition for engagement in a critical area has been expressed on many occasions.

What is at stake today in the Indo-Pacific, is not only strategic stability and territorial issues, but also the defence and support of an international order based on democratic values and multilateralism. These values comprise respect for the rule of law, transparency, particularly concerning defence policy, military budget, financial institutions or ODA attribution policy, but also the denunciation of the use of force or threat to use force to solve territorial or other issues and of course the respect for global commons and freedom of navigation. In that respect, the evolution of the situation in the IndoPacific is of global interest, including for the European Union and its member States. These democratic values constitute the core of the liberal international order and are more broadly accepted as universal norms, including in the Asia Pacific. Asean, for instance, a leading player in the region, favours the signature of a code of conduct in the South China sea based on these values in spite of the attachment of its member States, to the principles of non-interference and sovereignty

Abstract:
Histor y often tends to repeat itself, or as Spanish-American philosopher, Jorge Agustín Santayana wrote in 1905-06 in The Life of Reason, “Those who cannot remember the past are condemned to repeat it”. While setting out to write on, or about Tibet, it is inevitable to conclude that there never was, or will be, a long walk to freedom either for Tibet, or for the holy chair of the successive Dalai Lamas – the god and king-in-one incarnation of Chen-re-zi, the Lord of Mercy – the patron deity of Tibet. The Dalai Lama not only governs his subjects in this life, but can influence their rebirth in the next, or as Tibetans believe is the “Ruler in this life, the Uplifter in the hereafter.” The journeys of the Dalai Lamas in and out of Tibet recount being perennially those, which forced them out of their homeland in the most pressing, dark, and arduous circumstances. These have been recorded most persuasively by Sir Charles Bell, British civil servant, and former British Political Representative in Tibet, Bhutan, and Sikkim, whose accounts dedicated to the memory of the 13th Dalai Lama stand testament to their long and affectionate friendship. Bell’s work Portrait of The Dalai Lama published in 1946 is amongst the finest accounts on Tibet’s chequered history. It’s important to understand Tibet’s geography and the course of events that shaped its historical and political destiny in order to realize the relations that Tibet shared with the powers that encircled it. The Chinese overlord ship, which commenced early in the 18th century and ended in 1912, was often little more than nominal. China’s endeavor to control the foreign policy of Tibet sprang mainly from two reasons: First, the Chinese desired the country as a barrier on the west; and second, from 1642, when the supreme authority of the Dalai Lama was established– China sought his spiritual backing to restrain the turbulent Mongols from invading the northern Chinese provinces.

Abstract:
The issue of Taiwan has long been one of the most intractable and multilayered in regional political, defence, foreign affairs, trade and security policy. Taiwan is claimed by the People’s Republic of China (PRC) as part of its territory, and, under its official title of the Republic of China (ROC), Taiwan is limited by Beijing to a marginal position in the international system. Political relations between Taipei and Beijing are fractious, but the Taiwan Strait is at the same time a critical link in global supply chains, carrying hundreds of billions of dollars of cross-strait trade in goods and services and investments every year. Hanging over this political and economic relationship is the constant threat of military action from Beijing. Taiwan policy in Australia and internationally is structured around the ‘resolution’ of the Taiwan issue, either through a negotiated settlement or through large-scale military action by the PRC. Australia should reassess its understanding of the Taiwan issue so as to identify alternative scenarios and calibrate its responses accordingly.

China claims South China Sea as its sovereign domain where it possesses the right to intervene militarily and economically. However, USA considers South China Sea as a common global passage where rule of law and freedom of navigation should prevail.These diverging viewpoints coexist in a wobbly peace environment where both US and China want their own version of international law to be applied and have occasionally resorted to minor armed conflicts over this issue. Every state claiming authority over South China Sea is willing to use coercion in order to get what they want, however, the extent of how far they are willing to go is not clear. This is resulting in a show of gunboat diplomacy involving maritime force of influential states that strives to manipulate the policy makers of the relevant nations (Costlow, 2012). The paper will focus on the situation in the South China Sea. South China Sea is not only claimed by China but various other Asian nations. Does this territorial strife possess the power to turn the region into a war zone? Being one of the most active trade routes in the world having complicated geography and the diverging regional and international interests makes it very sensitive area. China being the emerging economic giant gives competition to the USA in many spheres. Although America has no territorial claim in the South China Sea, it has strategic and economic interests. Where China wants a complete hegemonic control of the area, USA wants to find a way where free unchecked trade could be the future for all.Accompanied with numerous other South Asian nations claiming various portions of the region, a constant tension exists in the region.

China’s military ambitions in the Arctic, and its growing strategic partnership with Russia, have rung alarm bells in many governments. In May 2019, for the first time, the U.S. Department of Defense annual report on China’s military capabilities had a section on China’s military interests in the Arctic and the possibility of Chinese submarines operating in the Arctic basin (Department of Defense, May 2019). In August 2019, NATO Secretary General Jens Stoltenberg raised concerns about what he diplomatically referred to as “China’s increased presence in the Arctic” (Reuters, August 7). From a nuclear security point of view, the Arctic is China’s vulnerable northern flank. The flight path of U.S. and Russian intercontinental ballistic missiles (ICBMs) targeted at China transit the Arctic. Key components of the U.S. missile defense system are also located in the Arctic. Chinese submarine-based ballistic missile submarines (SSBNs) operating in the Arctic could restore China’s nuclear deterrence capability (Huanqiu Ribao, October 28, 2013). China currently operates six nuclear-powered attack submarines, four nuclear-powered ballistic missile submarines, and fifty diesel attack submarines, with more under construction. If Chinese nuclear-armed submarines were able to access the Arctic basin undetected, this would be a game-changer for the United States, the NATO states and their partners, and the wider Asia-Pacific (Huanqiu Ribao, April 11, 2012). China would be able to target missiles at the United States and Europe with ease; such ability would strengthen China’s military dominance in Asia and bolster China’s emerging position as a global military power.

On May 30, Narendra Modi was sworn in for a second term as India’s Prime Minister. Conspicuous by their absence at the inauguration ceremony were Imran Khan, the Prime Minister of Pakistan; Lobsang Sangay, President of the Central Tibetan Authority (CTA), more commonly known as the Tibetan government-in-exile; and Tien Chung-Kwang, Taiwan’s trade representative to India. While Khan was not invited on account of the serious deterioration in India-Pakistan relations since early this year, the absence of Sangay and Tien can be attributed to the Modi government adopting a more cautious approach to China in its second term. Modi’s administration seems keen to avoid needling the People’s Republic of China (PRC), especially at a time when Sino-Indian relations are improving (Deccan Herald, May 29). This caution on the part of India notwithstanding, Sino-Indian relations during Modi’s second term (scheduled to run through May 2024) are unlikely to be tension-free.
