Abstract:
As China grows into a global power, it is forming a closer relationship with the international community. In the process, the nation is experiencing increasing levels of diplomatic friction, such as confrontation and conflict with other countries, as well as cooperation. Accordingly, this study analyzes China's response to various forms of diplomatic friction, as Korea seeks an effective response to possible friction with China in the future. More specifically, China's response to diplomatic friction was examined through various cases, with the aim of categorizing China’s response measures based on these examples. In addition, this study aims to prepare for possible friction with China in the future by identifying factors that differ in China's response to diplomatic friction.

Abstract:
Contrary to the Japanese Foreign Ministry's claim that Koreans never demonstrated any clear basis for its claims that it had taken effective control over Dokdo (Takeshima) before 1905, the Ministry ignores the critical role of the Korean media, especially major Korean newspapers such as the Hwangsŏng Newspaper and Dongnip Sinmun (Independent), in publicizing and mobilizing Korean nationalism through a sustained assertion of Korean sovereignty over Dokdo. By publishing articles which officially denounced Japanese intrusion into Dokdo or the Japanese government's feigned ignorance and disregard for such an act, or articles which explicitly discussed the long history of Korea's recognition of Dokdo and Ulleungdo as her nascent territories, Korean newspapers not only expressed Korean nationalism by incorporating anti-Japanese sentiment. They also emphasized Korea's ancient consciousness of national unity by clearly declaring that at the heart of such nationalism and rhetoric was a strong identification of Dokdo and Ulleungdo as Korea's historic territories. Korean newspapers were instrumental in publicizing Korean consciousness about Dokdo and Ulleungdo by not only reporting on Japanese intrusions into Dokdo, educating the Korean public on the ancient history of Dokdo and Ulleungdo, but also serve as crucial evidence proving that Japan willfully ignored Korea's national sovereignty and judicial authority to wrest away Korean sovereignty over Dokdo and Ulleungdo.

Abstract:
China seems to strive to redefine the global order around sovereignty and a strong state. Yet is China engaging in a constitutive process shaped by the global economy; or is it an imperial power pursuing national sovereignty at any cost? In the West, there are very different answers to this question. This ambiguity is not by design but rather indicates that China lacks a coherent vision for the world. If the EU is to exploit this, it needs to understand why.

14. Climate, State, and Sovereignty: Self-Determination and Sea Level Rise

Abstract:
Climate change and sea-level rise are existential threats to low-lying island States, which face the looming submergence of their territory and the correlative depopulation and severe restrictions on their governmental capacity, at a national and international levels. Four States are particularly endangered because they are exclusively (or almost exclusively) composed of coral islands and atolls below 10 or even five meters of altitude. They are Tuvalu, Kiribati, the Marshall Islands in the Pacific Ocean, and the Maldives in the Indian Ocean. In its Fifth Assessment Report, the Intergovernmental Panel on Climate Change foresaw an average rise of sea level of 98 cm by 2100. This prospect, often regarded as conservative, in fact represents a possible death sentence for these States. As a result, low-lying island States are considering and deploying legal and physical strategies to protect their continuity as States, sparking new debates on the potential evolution of the law on Statehood and the international law of the sea.

15. The Evolving Cross-Strait Policy of the Democratic Progressive Party in Taiwan

Abstract:
This talk was composed of three main sections. First, Dr. Chen introduced the DPP's evolving cross-Strait policy by breaking it down into three respective phrases:1990s, 2000s, and 2010s. Then he explained why the party changed from championing independence versus unification in 1990s; intraparty power struggle between de facto and de jure independence in 2000s; and reach the current position of "opposition to de facto unification under one China" rather than "pursuit of Taiwan de jure independence" in 2010s. Second, he shared his research finding and understanding regarding the DPP's view towards the status quo of cross-Strait relations. Third, he discussed the change and continuity of the DPP's position towards sovereignty and cross-Strait relations. Jason Chen has served in different positions in the Democratic Progressive Party for years mainly covering the party's external relations including cross-Strait relations and national security. His last position with the DPP was advisor (Section of National Security) in New Frontier Foundation, the DPP's think tank.

Abstract:
This report traces the origins and development of China’s current naval strategy: “Near Seas Defense and Far Seas Protection.” Near Seas Defense is a regional, defensive concept concerned with ensuring China’s territorial sovereignty and maritime rights and interests. Its primary focus is preparing to fight and win informatized local wars within the first island chain. Far Seas Protection has both peacetime and wartime elements. In peacetime, the Chinese navy is expected to conduct a range of “non-war military operations” such as participating in international peacekeeping, providing humanitarian assistance and disaster relief, evacuating Chinese citizens from danger, and engaging in joint exercises and naval diplomacy. In wartime, the PLAN could be tasked with securing China’s use of strategic sea lanes and striking important nodes and high-value targets in the enemy’s strategic depth. Nears Seas Defense and Far Seas Protection is rooted in the ideas of Alfred Thayer Mahan and Mao Zedong.

Abstract:
China’s coercive behavior in the post–Cold War period suggests three patterns. First, China uses coercion when it wants to establish a reputation for resolve. Second, China has been a cautious bully, resorting to coercion only infrequently. Third, when China perceives the “geopolitical backlash cost” of military coercion to be high, it chooses instead to use sanctions and grayzone coercion. (“Geopolitical backlash cost” refers here to the possibility that the target state will seek to balance against China, with the potential for U.S. military involvement.) When China perceives the geopolitical backlash cost to be low, it is more likely to use military coercion.

The elections in January 2020 marked a new era for Taiwan, clearly demonstrating citizens’ resistance to China. The results showed that incumbent President Tsai Ing-wen, leader of the Democratic Progressive Party (DPP), was re-elected with a landslide victory of 8.17 million votes (57.1%) which is higher than the previous record high of 7.65 million votes obtained by the Kuomintang (KMT) President Ma Ying Jeou in 2008. Michael Hsiao and Alan Yang, Chairman and Executive Director, respectively, of the Taiwan‐Asia Exchange Foundation in Taiwan, explain that “The Taiwanese people firmly defended Taiwan’s sovereignty and cherished democracy through free and open elections.”

Abstract:
The aim of this article, based on the author’s field research in Hong Kong and critical analysis of publications, is to conceptualize the process of “mainlandization” of the Hong Kong SAR. “Mainlandization” is understood here as the process of transfer and institutionalization of political visions, policy paradigms, procedures, and norms which originate from the PRC. The model is inspired by various theoretical perspectives (e.g. diffusion of regimes, dependence, political convergence, and processes of “Europeanization”). The article differentiates the “top-down” transfer of values and/or policy standards and the “bottom-up” adjustment. All institutions engaged in intermediation (such as the “one country, two systems” principle) are mentioned, as well as the processes connected to the reaction to PRC activity in Hong Kong and their variations (e.g. accommodation, resistance, resignation). Moreover, the concept of “sinoscepticism” is introduced.

Abstract:
China claims South China Sea as its sovereign domain where it possesses the right to intervene militarily and economically. However, USA considers South China Sea as a common global passage where rule of law and freedom of navigation should prevail.These diverging viewpoints coexist in a wobbly peace environment where both US and China want their own version of international law to be applied and have occasionally resorted to minor armed conflicts over this issue. Every state claiming authority over South China Sea is willing to use coercion in order to get what they want, however, the extent of how far they are willing to go is not clear. This is resulting in a show of gunboat diplomacy involving maritime force of influential states that strives to manipulate the policy makers of the relevant nations (Costlow, 2012). The paper will focus on the situation in the South China Sea. South China Sea is not only claimed by China but various other Asian nations. Does this territorial strife possess the power to turn the region into a war zone? Being one of the most active trade routes in the world having complicated geography and the diverging regional and international interests makes it very sensitive area. China being the emerging economic giant gives competition to the USA in many spheres. Although America has no territorial claim in the South China Sea, it has strategic and economic interests. Where China wants a complete hegemonic control of the area, USA wants to find a way where free unchecked trade could be the future for all.Accompanied with numerous other South Asian nations claiming various portions of the region, a constant tension exists in the region.
