Abstract:
This article examines China's vision of AI, its efforts to use it as a tool to promote its soft power, and the implications this has for digital diplomacy and global cultural exchange. As key findings, we highlight that through AI-powered platforms and digital diplomacy, China can adjust global narratives on sensitive issues such as human rights, economic development, and its role in global trade. China's AI expansion on the world stage serves not only as a tool for economic growth, but also as a strategic tool for enhancing its soft power. By offering technological solutions to global challenges and fostering meaningful partnerships, China is enhancing its global image as a responsible, innovative and forwardlooking actor in the international community.

Abstract:
By assuming a proactive role in international environmental regimes and extending the ‘green’ dimensions of its Belt and Road Initiative (BRI), China has been seeking to promote itself as a leader and responsible stakeholder in global environmental governance. This article examines this development concerning the notion of China’s ‘soft power’ and, more specifically, the notion of ‘green soft power’ – which aims to bridge the traditional concept of soft power with a state’s behavior on environmental and climate issues. China presents an interesting case since it has accrued a considerable amount of green soft power through its multilateral environmental diplomacy practiced at the Conferences of the Parties (COPs), the high-profile annual United Nations Climate Change Conferences, but its patchy deployment of environmental standards in the bilateral engagements under the BRI highlights the contradictions in referring to China as a green soft power. With these ideas in mind, this article holds that in the search to understand the evolving nature of China’s responsible stakeholder role, attention should be given to exploring the notion of green soft power.

The Party sees culture as a tool to achieve its strategic ambitions both inside and outside the People’s Republic of China (PRC). Speeches, articles, and conferences portray it as central to achieving national rejuvenation. Party discourse on culture is shot through with militaristic terminology. Not just echoing Mao-era rhetoric, this reflects Beijing’s desire to “engineer souls” in pursuit of a strong nation. Artists, culture workers, and academics are perceived as pawns in a project to present the PRC globally as peaceful and prosperous, but the Party is aware of the deficiencies of its soft power.

The People’s Republic of China (PRC) has successfully used its hosting of the Forum on China-Africa Cooperation to burnish its soft power and its credentials to be seen as the leader of the Global South. Close political alignment on core issues, including African states affirming support for the PRC’s positions on Hong Kong, Xinjiang, Tibet, and unification with Taiwan are indicative of the PRC’s diplomatic gains. Politics was central to the event, with the promotion of exchanges and cooperation announced between the Chinese Communist Party (CCP) and African political parties, between the PRC’s Supreme People’s Court and the Court of Justice of the African Union, and between the Chinese People’s Political Consultative Conference (CPPCC) and regional organizations, alongside numerous training programs in various domains. Africa joined a “community of common destiny,” which entails a rejection of the Western approach to modernization. Abstract:
The People’s Republic of China (PRC) sees the Shanghai Cooperation Organization as an important part of a wider strategy to construct a new international order. Beijing projects soft power through promoting norms, discursive constructs, and policy preferences in the SCO which member states officially endorse. These include language about comprehensively reforming the UN and supporting all PRC efforts to achieve “national reunification” with Taiwan. Military exercises that take place via the SCO provide the People’s Liberation Army (PLA) unique opportunities to gain practical experience outside its borders and normalizes basing of Chinese forces in other countries through international treaties.

Abstract:
The People’s Republic of China (PRC) exercises influence over South Korea in multiple ways. Chinese influence operations against Seoul have been characterized as not subtle and even blatant compared to the more covert and subversive methods employed in other countries (China Brief, December 19, 2014). Indeed, the more overt and aggressive ways in which Beijing exercises influence were on full display when the PRC responded to Seoul’s decision to deploy the Terminal High Altitude Area Defense (THAAD) system in 2016 with boycotts, military exercises and diplomatic pressure (China Brief, March 31, 2017). Less well known, however, is how China employs other, more subtle means to influence South Korean politics and society. A general presumption exists that influence must be exerted overtly or in forms such as diplomatic protests or through sanctions, yet Beijing’s influence activities also take on a less pronounced and more obscured nature, which is commonly associated with its United Front activities. This article will provide a preliminary assessment of the local Chinese Council for the Promotion of Peaceful National Reunification of China (CCPPNR, 韩华中国和平统一促进联合总会) and the web of other United Front organizations that operate in South Korea. [1] This article does not seek to offer an exhaustive examination of these organizations, but to provide a preview of the key United Front apparatuses and their activities in South Korea.

Abstract:
After being introduced into the Chinese academic debate in the 1990s, the notion of soft power has undergone such a process of “Sinicisation” that some scholars now wonder if the original concept has been gradually “reinvented” in China. Given worsening opinions about the PRC in the US and Europe over the last years, many analysts have stressed the weakness of China’s soft power, pointing to its state-centred approach and lack of an attractive set of values to be emulated as the main shortcomings. However, China’s growing influence in the Global South shows that these analyses have misevaluated the real goals and motivations of China’s soft power. The Russia-Ukraine war provides telling examples of the successful dynamics of China’s “defensive” or “negative” version of soft power and suggests it has significant impact in the least industrialised countries.

Abstract:
China’s modern power is based on traditional sources: territory size, demographics, economy, and army. An important factor of power is soft power, which is based on culture, foreign policy (including economics), and values. Chinese soft power resources have an old tradition and the possibility of using them is large, and most importantly, in the current international environment, they can use them to gain and maintain an advantage over competitors. The article presents the elements of China’s soft power that determine its advantage over other countries and the weaknesses that may limit its influence. It largely determines the research methods used: statistics and system analysis. The latter method makes it possible to determine the scale of China’s influence and the chances of using them in the 21st century.

10. Time to Leave China’s “16+1” Influence Trap

Abstract:
Last week Estonia and Latvia followed Lithuania and quit what used to be known as 16+1, as the Czech Republic and other participating countries become increasingly vocal in their scepticism of the initiative. The 16+1 format, officially known as Cooperation between China and Central and Eastern European Countries (中国—中东欧 国家合作, Zhongguo-Zhong Dong Ou Guojia Hezuo), was launched in 2012 as a China-centric initiative incorporating 16 Central and Eastern European (CEE) countries. In 2019, Greece—which is heavily indebted to China—joined, and the platform was briefly renamed 17+1. While it is officially described as an economic cooperation platform, its real achievements and the PRC’s approach to it show that trade and investment were never its true focus. Rather, the PRC used it as a propaganda and influence tool, wasting CEE diplomatic capacity on activities that only benefited Beijing. The lack of benefits and abundance of risks have recently led several CEE countries to reassess their participation in the 16+1 format. The time has come for the rest of the participating countries to join their Baltic neighbours and ditch this PRC influence vehicle.
