The “comfort women” system of sexual slavery in Asia and sexual assaults by Allied soldiers in Europe during World War II, the rape camps in Bosnia in the 1990s war in the former Yugoslavia -- the list is long and continues to this day. Based on her book, A Comparative History of War and Sexual Violence, Ueno explores a range of issues, including the discourse of victimhood and the question of agency, rape as a weapon of war, and also love and “horizontal collaboration” between enemies. A provocative argument from Japan’s leading feminist and influential social activist. Speaker Bio: Chizuko Ueno is an emeritas professor at the University of Tokyo. Chief Director of the Non Profit Organization, Women’s Action Network ( http://wan.or.jp/) . A leading feminist theorist and an influential social critic, a prolific author of books and articles and a high-profile intellectual in Japan. In 1994, one of her many acclaimed books, Kindai Kazoku no Seiritsu to Shuen (The Rise and Fall of the Modern Family), won the coveted Suntory Academic Award. English publications are available as follows; The Modern Family in Japan: Its Rise and Fall (2009), Nationalism and Gender (2004). Asahi Shinbun Award winner in 2012 for her contribution to feminism and women’s studies, in addition to studies of care. Received Hän Honor from the Finnish government in 2019 for the contribution to promote gender equality. Selected as a member of American Academy of Art and Sciences in 2020. 2. Can Memories of the Japan-Korea dispute on “Comfort Women” Resolve the Issue?

Abstract:
About 80 percent of the estimated 70,000 to 200,000 ”comfort women” Japan took by coercion from 1932 to 1945 were Korean. The issue was long neglected by both countries for pragmatic reasons. When Korean women raised the issue around 1990 and the former comfort woman Kim Hak-sun came out in 1991, it emerged as a point of dispute. Solidarity organizations in both countries have contributed to raise the visibility of the issue. Museums in Seoul and Tokyo educate the public on victims’ suffering. However, increased awareness has not succeeded in producing a solution to the issue that satisfies both countries given their fixed positions. Japan has given no official apology to the victims. The crucial issue of legal responsibility remains unresolved. On December 28, 2015, Japan expressed an apology and agreed to provide $8.3 million for a foundation to be established by South Korea to support the victims. However, the issue remains unresolved since the victims were not consulted in advance of the agreement, as well as disagreement also on other issues.

3. ‘I Still Don’t Feel Safe to Go Home’: Voices of Rohingya Refugees

Since 25 August, more than 626,000 Rohingya have reached Bangladesh from Myanmar. Rohingya women and men have told Oxfam devastating stories of killings, rape and sexual violence. This report is an opportunity for some of them to share their stories, hopes, and their experiences of living in overcrowded refugee camps with overflowing latrines and contaminated water. Heavy rains and the cyclone season in 2018 threaten to bring new disaster and increase the risk of cholera. And irrespective of the recent bilateral agreement between Myanmar and Bangladesh, most Rohingya are terrified of returning to Myanmar while the discrimination that drove them away is unchanged.

4. Tourism’s Dirty Secret: The exploitation of hotel housekeepers

Tourism is booming and generates millions of jobs for women around the world. Yet the hotel industry exemplifies the vast inequality of today’s world. The women who make hotel beds and clean hotel toilets labour long hours for meagre pay, face sexual harassment and intimidation, are exposed daily to toxic chemicals and live in fear of arbitrary dismissal. Meanwhile, the top-earning hotel CEOs can earn more in an hour than some housekeepers do in a year. Such systematic exploitation is not inevitable. The hotel industry, consumers and governments must all be part of the solution to end the economic exploitation of women. This report examines the working lives of housekeepers in Toronto, Canada, Punta Cana, Dominican Republic and Phuket, Thailand. In dozens of interviews with hotel housekeepers, representatives of workers’ organizations and hotel managers, Oxfam found five overarching trends common to the three locations: in non-unionized hotels, extremely low wages that are not sufficient to live on; serious health risks and high rates of injury; high rates of sexual harassment; difficulty organizing due to employer resistance and bad management practices; and a lack of adequate child care.

5. When No One Calls It Rape: Addressing Sexual Violence Against Men and Boys

There is no doubt that the scope of the problem for male victims is large. The World Health Organization has identified sexual violence against men and boys as a significant problem that has been largely ignored by nongovernmental organizations, health care providers, government agencies, criminal justice authorities, and others. The violations can take many forms, including rape, gang rape, sexual slavery, enforced nudity, and being forced to perform sexual acts with others. Very commonly, sexual violence against men is committed in situations of detention. Studies have shown this pattern in contexts such as Chile, El Salvador, Libya, Sri Lanka, Syria, the United States, and the former Yugoslavia. Transitional justice mechanisms—including truth commissions, reparations programs, and criminal trials—are well placed to begin tackling some of these issues as part of efforts to address legacies of violence. Yet, although the problem has been addressed by some transitional justice efforts in certain countries, there is still wide variation and inconsistency in terms of the responses to these violations and attempts to involve male victims of sexual violence in these processes. The risk that male victims will remain invisible and left out of responses to sexual violence is significant, unless their rights and concerns are given a specific focus comparable to that now increasingly given to female victims. A number of factors contribute to the generally lackluster response by both state and nonstate actors involved in implementing transitional justice processes. One is the tendency to conflate sexual violence with violence against women and girls, which contributes to the perception that it is a women’s issue, thus limiting the responses available to victims falling outside of this group, including men and boys. This means that male victims’ experiences of sexual violence continue to be underreported, misunderstood, and mischaracterized in transitional justice processes. Another issue is under-reporting, which is particularly relevant for truth commissions as the statements they receive from victims not only inform their final reports, but also typically contribute to the creation of victim registries and the design of reparations programs, and even prosecutions. In many cases, male victims are reluctant to acknowledge the sexual nature of the violations committed against them. This can happen in order to avoid the social stigma attached to such acts or due to the fear of being perceived as weak, labeled homosexual, or being accused of having “wanted it.” Even in instances where men report acts of sexual violence, those receiving the reports rarely handle the report with the sensitivity and awareness they require. Medical practitioners, for example, may not be adequately trained to recognize, identify, or treat male victims or they may themselves accuse male victims of homosexuality or otherwise perpetuate social misconceptions about these crimes.
