Abstract:
Björn Alexander Düben analyses China’s reaction to, and motivation in implicitly supporting, Russia’s invasion of Ukraine, even as Putin’s strategic blunder becomes increasingly difficult to deal with. The author finds that, as long as Putin remains in power, long-term alignment since 2014 and a shared authoritarian world-view will cement closer ties between the PRC and Russian Federation; this at the cost of the latter devolving to a client-state dependent on China to keep its economy afloat, whilst the PRC’s cautious state banks further diminish Russian hopes of financial cooperation in order to avoid secondary sanctions from the West.

Abstract:
North Korea is conducting further missile tests to check new types of weapons and increase the credibility of its nuclear deterrence. The adoption of a new nuclear doctrine that allows pre-emptive nuclear strikes also serves this purpose. North Korea is taking advantage of the period of tension between the U.S., Russia, and China, which prevent the UN Security Council from adopting further sanctions. In this situation, the U.S. and its allies should strengthen defence and deterrence capabilities against North Korea and set achievable goals to reduce the risk of escalation of tensions before possible negotiations.

23. Will economic statecraft threaten western currency dominance? Sanctions, geopolitics, and the global monetary order

The return of great power rivalry is stoking renewed fears of weakening Western currency dominance. Financial sanctions are becoming the preferred economic tool for accomplishing geopolitical goals. These instruments are especially popular with the United States and Europe. In response, rival great powers, notably China and Russia, are diversifying away from Western currencies and developing counterstrategies to maintain economic and foreign policy autonomy. As other countries are hit by increasingly punishing Western sanctions, the incentive to join Russia and China’s alternative international monetary order increases. New analysis, published in this report, shows early signs that some countries may be trying to diversify away from the dollar. A growing circle of countries attempting to evade the Western-centric financial and currency order may over time erode the dollar and the euro’s sizeable lead, though will likely fall well short of ending their global dominance. This report analyzes these trends and quantifies the extent of reserve diversification following Russia’s 2022 war on Ukraine. It also assesses the polarity of the international currency order since the onset of the euro in 2002. Reserve diversification out of the dollar, and into the euro, has been modest, though Chinese renminbi reserves grew after Russia’s February offensive in Ukraine. Dollar unipolarity declined acutely in 2017 as the number of countries sanctioned by the United States increased and the US President Donald J. Trump threatened to revoke alliance commitments. Using economic statecraft while retaining global economic influence will require the United States to keep its economic house in order and allies close, if the current unipolar currency order is to survive.

24. Sanctions, SWIFT, and China’s Cross-Border Interbank Payments System

In response to Russia’s attack on Ukraine, the United States and a coalition of cooperating countries imposed harsh financial sanctions on the Russian government, corporations, and individuals.1 These sanctions bar Russian banks from using SWIFT (the Society for Worldwide Interbank Financial Telecommunications) to facilitate cross-border payments, prohibit banks from doing most forms of business with Russian entities, and freeze assets held abroad by the Central Bank of Russia in the form of treasury securities and bank deposits. These developments have led Russia, as well as other countries contemplating whether they might find themselves in the same position, to explore alternatives. Such options could include building a substitute for SWIFT to send instructions regarding cross-border interbank transactions; identifying financial counterparties other than Western banks with which to do international business and platforms other than Western clearinghouses through which to make payment; and finding a vehicle other than the dollar for denominating and executing transactions. Specifically, countries are looking to China, which has large internationally active banks, has created its own clearinghouse for cross-border transactions and is embarked on a campaign to encourage broader international use of its currency, the renminbi.2 This note investigates how far China has gone in creating alternatives to SWIFT, Western banks, and the dollar. It explores whether Russia and other countries might be drawn toward this parallel international financial universe and what economic and political implications this has—for the United States, for its geopolitical rivals, and for global economics and politics. China is making strides in fostering cross-border use of the renminbi and building a renminbi-based interbank payments system that can serve as an alternative to SWIFT and Western clearinghouses. However, these remain somewhat limited alternatives—for the moment. The situation could change faster if lent additional impetus by Western sanctions. Thus, countries such as the United States that employ financial sanctions should prepare for the development of alternative financial arrangements in China and possibly elsewhere. This may mean relying more heavily on nonfinancial measures insofar as financial sanctions eventually become less effective.

25. Efficacy of Economic Sanctions against North Korea: Evidence from Satellite Nighttime Lights

Abstract:
The United Nations Security Council adopted eight resolutions from 2012 to 2019, in condemning threatening actions on the part of North Korea, such as conducting ballistic missiles and nuclear weapons tests. I examine the efficacy of sanctions against North Korea using satellite nighttime lights data. The political system of North Korea is defined as suryong dictatorship, in which the dictator (supreme leader or suryong) holds absolute power to dictate the country’s resources. Suryong allocates large enough fraction of the country’s resources to the selectorate for supporting his political power. I empirically test the theoretical hypothesis - the ruler will transfer a greater fraction of the country’s resources to the selectorate as sanctions intensify - using satellite nighttime lights data. I find that an additional sanction is associated with an increase in the difference in nighttime lights between the capital city, Pyongyang, and the rest of the country by about 0.4 percent. Manufacturing cities, mining areas, the Chinese border region, and Sinuiju become relatively brighter with an additional sanctions event. Another notable finding is the estimate on the interaction term with the nuclear development facilities areas, which suggests that the ruler diverts resources and electricity from nuclear development activities to other sectors when sanctions increase.

Abstract:
This paper examines various channels and issues for foreign firms to invest in inter-Korean economic cooperation with the as-sumption that inter-Korean economic cooper-ation can be resumed after sanctions against North Korea have been lifted, and the same treatment is applied to foreign firms. Foreign firms' investment in inter-Korean economic cooperation will provide a new op-portunity for foreign firms to earn stable profits, while also playing a role in further solidifying the establishment of peace on the Korean Peninsula. Now, inter-Korean rela-tions have fallen into difficulties due to sanc-tions against North Korea and the coronavirus pandemic, making it difficult to resume inter-Korean economic cooperation or to expect foreign firms to invest in inter-Korean eco-nomic cooperation. However, if inter-Korean economic cooperation is resumed, foreign firms' investment in inter-Korean economic cooperation will be prioritized.

The United Nations (UN) sanctions against North Korea are weakened by structural evasion techniques and weak enforcement. The African continent is a crucial node in the global illicit networks of North Korea. This paper examines three motives for African states to cooperate with North Korea, with a particular focus on the context of southern Africa: historical affinity (reciprocity), the practical issue of maintenance dependency (necessity), and the presence of weak enforcement regimes (opportunity). Based on a deep reading of UN Panel of Experts reports, academic literature and policy papers, novel archival material, and an interview with a defected North Korean diplomat, this paper argues that solutions to strengthen the sanctions regime can be successful only if they are grounded in African initiatives.

Abstract:
China’s position on the war in Ukraine depends mainly on the stabilisation of China’s internal situation before the 20th Chinese Communist Party (CCP) Congress planned for autumn this year. By holding NATO responsible for the conflict, the CCP reinforces its rhetoric about the legitimacy of the rivalry with the U.S. China’s signals on supporting peace negotiations and not helping Russia to circumvent sanctions are intended to protect China from possible Western secondary sanctions. The prospect of further Sino-Russian cooperation should induce the EU to reduce its economic interdependence with China.

More than two years have passed since the People’s Republic of China (PRC) began imposing a broad range of restrictions on Australian trade in what is widely regarded to be a campaign of economic coercion. Despite the apparent sanctions affecting numerous Australian export industries with high exposure to the mainland market, there is now a broad consensus that Beijing’s efforts have been unsuccessful. [1] The measures had a negligible impact on the Australian macroeconomy and did not drive Canberra to make any policy concessions to address Beijing’s long list of ostensible grievances (Australian Department of Treasury, September 6, 2021). It is well established that economic sanctions often fail to change state behavior, typically because the political demands of the sanctioning state are too high. But most sanctions still impose significant economic costs on their targets. Curiously—despite a widely held view that Australia was highly vulnerable to Chinese economic pressure (Global Times, June 10, 2020)—Beijing’s campaign fell short and appeared poorly targeted. The overwhelming majority of affected Australian industries were able to redirect their exports to other markets without significant friction.[2] The economic costs of some barriers, such as those on barley, were significantly higher for China than Australia (Australian Bureau of Agricultural and Resource Economics and Sciences, June 2020). Some of Australia’s industries that are most reliant on the Chinese market were left untouched altogether. [3] If—as is widely assumed—China’s objective was to coerce, why did its apparent sanctions not hit the mark and asymmetrically impose politically significant costs on the Australian economy? Exploring this question can yield new insight into the dynamics shaping Chinese economic sanctions—an instrument of statecraft Beijing continues to employ regularly, including recently against Lithuania in 2021 and Taiwan in early August (PRC Charge d’affaires Lithuania, May 3; United Daily News, August 5).

US-Chinese rivalry will increasingly play out in the geo-economic realm. The use of secondary sanctions – especially secondary dollar sanctions – negatively affects German economic interests. The new German government should therefore intensify efforts to promote the euro as an international currency coequal to the dollar in addition to lending its qualified support to EU anti-coercion policies.
